RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE A
PROFESSIONAL SERVICES AGREEMENT WITH ALTA PLANNING AND
DESIGN FOR CONSULTING SERVICES FOR THE DEVELOPMENT OF THE CITY’S BICYCLE AND PEDESTRIAN MASTER PLAN UPDATE (CIP PROJECT 05352) IN AN AMOUNT NOT-TO-EXCEED $360,000
WHEREAS, the Citywide Bicycle and Pedestrian Master Plan Update will provide the City with action steps towards implement ing bicycle and pede strian projects and increasing future grant funding opportunities; and
WHEREAS, to remain eligible for Alameda County Transportation Commission Direct Local Distribution funding the City is required to maintain an adopted local bicycle plan and update it at least once every five years; and
WHEREAS, professional service assistance is needed for the Citywide Bicycle and Pedestrian Master Plan Update; and
WHEREAS, on May 27, 2026, four (4) valid proposals were received and evaluated based on criteria established in Request for Proposal 26-052 and Alta Planning and Design was ranked the highest with an average score of 87/100; and
WHEREAS, the negotiated cost proposal is for a maximum compensation amount not-to-exceed $360,000.
NOW, THEREFORE, BE IT RESOLVED that the City Council hereby authorizes the City Manager to execute a Professional Services Agreement with Alta Planning and Design, for consulting services in a maximum compensation amount not-to-exceed $360,000, in a form to be approved by the City Attorney.
