RESOLUTION APPROVING ADDENDUM NO. 1, AWARDING A CONSTRUCTION CONTRACT TO QLM, INC., FOR THE F ISCAL YEAR 20 26 SIDEWALK REHABILITATION AND WHEELCHAIR RAMPS PROJECT, PROJECT NO. 05348 IN THE AMOUNT OF $823,397, AND APPROVING $100,000 IN
ADMINISTRATIVE CONSTRUCTION CONTINGENCIES
WHEREAS, by Resolution No. 26-085 on June 02, 2026, the City Council approved the plans and specifications for the Sidewalk Rehabilitation FY2 6, Project No. 053 48 and called for bids to be received on July 07, 2026; and
WHEREAS, Addendum No. 1 was issued to include additional work to construct bus boarding islands, pedestrian refuge islands, and eight curb ramps to improve safety and accessibility for people walking and biking; and
WHEREAS, on July 07 , 2026, nine bids were received ranging from $ 823,397 to $1,219,000. QLM, Inc., of San Jose , California, submitted the lowest bid in the amount of $823,397, which is 3.6% lower than the Engineer’s Estimate of $854,000.
NOW, THEREFORE, BE IT RESOLVED , by the City Council of the City of Hayward that Addendum No. 1 is hereby approved and adopted as part of the plans and specifications for the project.
BE IT FURTHER RESOLVED, by the City Council of the City of Hayward that QLM, Inc., is the lowest responsible bidder whose bid complies with the specifications and is hereby awarded the construction contract for the Sidewalk Rehabilitation and Wheelchair Ramps FY26, Project No. 05348, for the amount of $823,397 in accordance with the aforementioned plans and specifications on file in the Office of the City Clerk of the City of Hayward. All other bids are hereby rejected.
BE IT FURTHER RESOLVED , by the City Council of the City of Hayward that the Director of Public Works is authorized to expend up to $ 1,154,000 for project design, construction, project administration, and contingency costs to complete the project and Administration Change Order (ACO) budget of $100,000.
ATTACHMENT II
BE IT FURTHER RESOLVED, that the City Manager is hereby authorized and directed to execute the contract with QLM, Inc., in the name of and for and on behalf of the City of Hayward, in a form to be approved by the City Attorney.
