A RESOLUTION DESIGNATING A VOTING DELEG ATE AND UP TO THREE ALTERNATE VOTING DELEGATE S AS HAYWARD’S REPRESENTATIVE S TO THE CAL CITIES 2026 ANNUAL CONFERENCE
WHEREAS, the City of Hayward is a member of Cal Cities, and the Cal Cities Annual Conference is scheduled for September 23-25, 2026, in Anaheim; and
WHEREAS, Attending League of Cities Conferences provides the mayor and council members with the opportunity to defend local authority, shape state policy, and lobby effectively. In addition, the conference provides education and professional growth such as legal, financial, and ethical duties, successful policy solutions enacted by other agencies, and updates on state regulations as well as the opportunity to network with peers in other local organizations to share best practices and discuss challenges and opportunities; and
WHEREAS, during the annual conference, Cal Cities membership considers and acts on resolutions that establish Cal Cities policy; and
WHEREAS, in order for the City of Hayward to participate in voting at the Annual Business Meeting, a voting delegate and alternates must be designated prior to the Annual Conference in accordance with Cal Cities’ bylaws; and
WHEREAS, currently, Mayor Salinas is the City’s delegate to Cal Cities East Bay Division and Council Member Syrop is the City’s alternate; and
WHEREAS, Mayor Salinas and Council Members Bonilla Jr., Roche, and Syr op have registered to attend the conference and are available to represent the City Council’s position on legislative matters at the Annual Business Meeting on September 25, 2026.
NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Hayward hereby designates _________________________________ as the City’s voting delegate and _____________________________ as the City’s alternate voting delegate for the Cal Cities 20 26 Annual Conference.
