A RESOLUTION SUPPORTING/DISCOURAGING SUPPORT OF THE
CALIFORNIA CITIES POLICY RESOLUTION BEING CONSIDERED AT THE CAL CITIES 2024 ANNUAL CONFERENCE
WHEREAS, the City of Hayward is a member of Cal Cities, and the Cal Cities Annual Conference is scheduled for September 23-25, 2026, in Anaheim; and
WHEREAS, as a member in good standing with the League of California Cities, the City of Hayward is entitled to vote on policy matters that come before the League at its Annual Business (General Assembly) Meeting, scheduled to take place on September 25, 2026; and
WHEREAS, one League policy resolution was submitted by the deadline for consideration at the 2026 Annual Conference; and
WHEREAS, the proposed resolution was submitted by the City of Murrieta and is titled “A RESOLUTION OF THE GENERAL ASSEMBLY OF THE LEAGUE OF CALIFORNIA
CITIES CALLING FOR A WORKING GROUP TO CONSIDER A STATE CONSTITUTIONAL
AMENDMENT OR OTHER FORM OF INITIATIVE TO EN SURE FINAL LOCAL AUTHORITY OVER HOUSING AND LAND USE DECISIONS”; and
WHEREAS, the proposed resolution calls for a working group to evaluate strategies for preserving the State’s role in establishing broad housing goals and enforcing statewide legal requirements while providing cities greater authority to implement housing and land use objectives based on local conditions;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Hayward hereby directs the City’s voting delegate to vote to ____________________ the proposed Cal Cities General Assembly resolution identified above.
