WORK SESSION

1. City Commissions: Review of Seven Reappointment Requests and Approval of Interview Process for August 25, 2026 WS 26-016 (Report from City Clerk Lens) Staff report submitted by City Clerk Lens, dated August 18, 2026, was filed.

City Clerk Lens provided an overview of the staff report and noted that two Planning Commission reappointment requests had been inadvertently omitted. With their inclusion, the total number of reappointment requests before the City Council was nine.

Discussion ensued among City Council members and staff regarding the nine reappointment requests and the Commission Report, which included commissioners' attendance records and verification of mandatory training completion across all City commissions.

Following discussion, the City Council recommended advancing all nine reappointment requests and declaring one commission seat vacant due to the member attending fewer than 60 percent of meetings in the preceding year. The City Council also directed the City Clerk to amend the resolution establishing commission attendance policy to state that commissioners who fail to attend at least 60 percent of all regular meetings will be dismissed and not reappointed. The Planning Commission will retain its existing 75 percent attendance threshold.

The amendment will additionally include an analysis of whether subcommittee meeting attendance should be factored into overall attendance calculations. City staff were directed to return with the proposed amendment by the end of November. The City Council further agreed that commissioners with outstanding Ethics or Harassment Prevention trainings must complete the required sessions by September 17, 2026, as staff were coordinating in-person training opportunities.

The City Council agreed to the selection and interview process outlined in the staff report.
