 Evaluate Current Facilities – Assess existing site conditions and operations.  Develop Future Program Needs – Create a space and functional plan that promotes shared resources and efficient service delivery.  Provide Conceptual Design – Create a conceptual architectural plan repurposing the former animal shelter / PD evidence building while improving overall operational flow, enhancing security, and supporting long-term site functionality.  Establish Phasing & Costs – Identify phasing plan to support implementation to maintain operational continuity as well as associated preliminary development costs.

Project Objectives

EXCELLENCE IN PROJECT DELIVERY
Project Process

EXCELLENCE IN PROJECT DELIVERY
• Dispersed Operations: Yard functions are spread across multiple areas, with most divisions operating in one
location but storing materials elsewhere.
• Parking & Circulation Constraints: Limited parking and internal circulation result in frequent vehicle blockages and restricted access to stored materials.
• Site Security & Access: While the yard is generally secure, access control is limited; future planning should address separation between public and operational areas.
• Building Conditions: Facility quality varies. Some
structures have been recently upgraded, while others
remain outdated and in need of modernization.

Operational Efficiency Opportunities
Centralized Facilities Co-Located
Administration
Standardized Material
Supply Storage
Equal Access to
Amenities
• Centralized
lockers, showers,
restrooms provide
similar facilities
for all units and
increase efficiency
in layout / access.
• Co-locating
administration
adjacent to central
facilities and
maintenance
shops provides
easy access for
employees and
opportunities for a
more collaborative
yard.
• Program
standardized
storage by placing
material storage
on shelving and
adding palletized
storage racks to
better organize /
access stored
items.
• Establishing a
centralized break
area and fitness
room ensures that
all employees
have access to
well-maintained,
consistent
amenities.
