BACKGROUND AND DISCUSSION
During the special City Council meeting on August 18, 20261, and as provided for in the City’s Council Appointed Officials Handbook, the City Council reviewed nine reappoint ment requests and the annual Commissions Report comprising members’ attendance records and completion of mandatory trainings. Following the reappointment request evaluation process, which considered attendance records and overall performance, the City Council recommended advancing nine reappointment requests as presented in Table 1. The City Council vacated one seat of a member whose attendance fell below a 6 0 percent threshold.
City staff were directed to amend the attendance policy and add it to a City Council agenda at the end of November. In addition, the City Council agreed that commissioners with outstanding Ethics and/or Harassment Prevention training would be given until September 17, 2026, to complete the required trainings.
Following current practice, members of the City Council reviewed and pre -screened all applications and individually communicated their selections to the City Clerk as outlined in the August 18, 2026, City Council staff report. Twenty-three applicants received at least three points and were invited to interview with the City Council on August 25, 2026. The August 25, 2026, City Council staff report2, and attachments provide information about the pre-selected applicants and details related to the selection/interview process. At the conclusion of the interviews, the City Council selected thirteen applicants for service on City commissions, and also identified two alternates for the Clean and Green Commission, one for Library Commission and one for Personnel Commission.
The resolution (Attachment II) confirming the appointment and reappointment of members lists the names by meeting body. The length of term for the individuals identified as alternates will be valid for one year expiring in September 2027. The appointment process for alternates will involve two separate actions on the same City Council agenda: 1) resolution accepting the resignation of a member; and 2) resolution recommending the alternate to fill the vacated position for the remainder of the unexpired term. The City Cl erk will ensure the alternate continues to be interested in serving and will confirm the alternate’s eligibility status prior to recommending for service. The appointment of Community Services Commissioner Daisy Maxion to the Planning Commission created an additional vacancy on the Community Services Commission, which will be filled during the next annual recruitment process.
Table 1 summarizes updated filled seats and approved requests for reappointment by meeting body. Tables 2 through 6 summarize information by meeting body.

STRATEGIC ROADMAP
This agenda item relates to goals outlined in the Council’s Strategic Roadmap to support vibrant communities. Staff analyzed data pertaining to the composition of members of the City Council’s appointed bodies. These efforts are intended to eliminate racial inequities, mitigate unintended consequences, and advance the goals of the Commitment for an Inclusive, Equitable and Compassionate Community and the 2020 Racial Equity Action Plan. During this recruitment, staff continued recruitment efforts with an equity lens in mind and focused efforts in areas lacking representation in current meeting bodies. It is staff’s goal to have the City Council’s appointed bodies from diverse backgrounds reflecting a diverse, equitable and inclusive community.
