TO: Mayor and City Council

FROM: Fire Chief

SUBJECT: Adopt a Resolution Authorizing the City Manager to Negotiate and Execute an Amendment to an Agreement with Prenuvo Radiology to Provide Cancer and Health Screening Services for the Hayward Fire Department with a Maximum Compensation Amount Not To Exceed $100,000 Annually and a Total of $500,000 Over Five Years

RECOMMENDATION

That Council adopts a resolution (Attachment II) authorizing the City Manager to negotiate and execute amendment or amendments to an agreement with Prenuvo Radiology for cancer and health screening services for the Hayward Fire Department (HFD) with a maximum compensation amount not-to-exceed $100,000 annually and a total of $500,000 over five years, subject to the annual budget process.

SUMMARY

HFD currently has an agreement with Prenuvo Radiology to conduct Whole Body MRI Scans for the frontline members of the Department with a maximum compensation of $99, 291 for one year. HFD proposes extending this contract four years for a total term of five years with a maximum compensation amount not-to-exceed $100,000 annually and a total of $500,000 over five years, subject to the annual budget process.

This vital health screening is crucial for the overall health and wellness of the City’s first- responder firefighters, and Prenuvo was overwhelmingly chosen by the internal HFD group assigned to explore cancer screening options for HFD due to the complete and comprehensive nature of the exam, while, at the same time, providing a non-invasive procedure. Cancer screening services are a benefit that is contractually obligated through the Local 1909 union agreement, and HFD received an enthusiastic response to Prenuvo with many firefighters requesting access to this service.

FISCAL IMPACT

Funds for this agreement are included in the Fire Department operating budget for Fiscal Year 2026-27. Funds for future years will be subject to the annual budget process.

BACKGROUND & DISCUSSION

Prenuvo Radiology conducts Whole Body MRI Scans, which includes for each patient: a Whole-Body MRI health screening, a detailed report, copies of radiology images as requested by the individual; access to a consultation with a health practitioner to go over the results of the scan and access to related and educational health information via the Prenuvo mobile app or web platform. HFD initially partnered with Prenuvo in 2024, and the overall services provided have exceeded expectations as well as employee satisfaction, and there is interest in continuing the partnership over the next five years, as long as services remain consistent and positive.

The City is committed to promoting the ongoing health and wellness of staff. Pursuant to Section 6.09 of the Memorandum of Understanding between the International Association of Firefighters – Local 1909 the City is required to provide cancer screening mutually agreed upon between Local 1909 and the Fire Chief .

STRATEGIC ROADMAP

This service is aligned with the strategic priority to strengthen organizational health. It will improve the quality of our first responders and help retain a strong and healthy force.

NEXT STEPS

If Council approves staff’s recommendation, the City Manager will negotiate and execute an amendment or amendments with Prenuvo and Prenuvo will continue providing cancer screening services to HFD.
