SUBJECT: Adopt a Resolution Authorizing the City Manager to Negotiate and Execute an Agreement with ImageTrend to Provide Cloud-Based Data and Mapping Analytics Software for the Hayward Fire Department for a Five-Year Term with a Maximum Compensation Amount Not To Exceed $540,000 Subject to Approval by City Attorney as to Form

RECOMMENDATION

That Council adopts a resolution (Attachment II) authorizing the City Manager to negotiate and execute an agreement with ImageTrend to provide cloud-based data and mapping analytics software for the Hayward Fire Department (HFD) with a maximum compensation amount not-to-exceed $540,000 for a five-year term.

SUMMARY

The Hayward Fire Department seeks to provide the highest quality emergency response to the Hayward community. A crucial element of emergency response is the ability to use cutting-edge software platforms that will streamline critical data points and facilitate efficient and effective response information. To meet this goal, HFD is seeking to switch from current providers to ImageTrend. ImageTrend will provide data analytics, patient registries, NERIS reporting services, as well as mapping tools and services. ImageTrend has been tested and implemented through many local agencies, including Alameda County and has proven to be the most comprehensive software available. The switch will improve local communications as well as interconnectivity.

FISCAL IMPACT

There is no immediate budgetary impact, as Hayward Fire has accounted for this purchase within the adopted operating budget for Fiscal Year 2026/27. Pricing for this service is based on a piggy-back agreement with the City of Berkeley.

BACKGROUND & DISCUSSION

The Hayward Fire Department always seeks tools that would benefit response and fire study

data in relation to efficiency, clarity, and ease of use. HFD has used and tested several options for compatibility with the daily operation of fire response, most recently Intterra and ESO Analytics. While there have been successes, these platforms were not all-inclusive and limited the ability for information sharing with local agencies. ImageTrend is currently adopted in Alameda County and other neighboring jurisdictions, allowing for full interconnectivity.

ImageTrend is a robust platform that is used behind the scenes to assist with department strategic efforts for future planning, required county and national data sharing and submissions, and relevant community updates on performance and metrics. Traditionally, these functions have been carried out over various platforms that have not had interconnectivity and often were not compatible to merge. By housing this data within one operating system, the fluidity of available data will allow for greater success and productivity across the entire operation and overall improved effectiveness.

STRATEGIC ROADMAP

This initiative is related to the priority areas of Enhance Community Safety and Strengthen Organizational Health.

NEXT STEPS

If Council adopts the resolution, staff will work with the City Manager to negotiate and execute the agreement with ImageTrend and will begin the onboarding and training process to utilize the new software.
