(Kimley -Horn) for on-call airport planning and environmental services , extending the termination date to September 30, 202 7, and increasing the maximum compensation amount from $880,000 to $950,000.
SUMMARY
The City entered into a PSA with Kimley-Horn on June 27, 2022, to assist with planning and environmental services for some of its airport -related capital projects. The use of on -call consultants at the Airport is consistent with past practice primarily due to their expertise and knowledge of Federal Aviation Administration (FAA) regulations and standards.
Continued consultant support from Kimley -Horn will be beneficial for key initiatives, including the Skywest property release, California Air National Guard (CANG) site redevelopment efforts, environmental review and clearance activities, federal grant administration, and other Airport planning and development projects. Staff is requesting to increase the total maximum compensation from $880,000 to a maximum compensation amount not-to-exceed $950,000 to provide sufficient funding for additional services and to extend the agreement to September 30, 2027.
FISCAL IMPACT
This item does not impact the General Fund or Measure C . Funding for this work will come from the Airport Capital Fund (621), which is funded by the Airport Enterprise Fund.
BACKGROUND
The Airport has employed consultants and in-house engineering and design staff in the past to assist with various Airport-related capital projects. The Airport requires the use of on-call consultants for their design and planning expertise and knowledge of constantly changing FAA regulations and standards.
In early 2022, Airport staff and the Finance Department’s Purchasing Division distributed a request for qualifications (RFQ) to aviation consultants in accordance with City procurement policy and FAA guidance. After reviewing and considering the merits of each RFQ received, Kimley-Horn was selected as the consultant and the City entered into an agreement with the firm on June 27, 2022.
Due to requested revisions from staff pertaining to forecasts contained in the draft Airport Layout Plan (ALP), assistance with the preparation of federal grants, and other forthcoming airport-related projects, on May 21, 2024, City Council approved and authorized to continue receiving these services through June 30, 2026. Additionally, on June 25, 2024, City Council approved increasing the total not-to-exceed amount from $700,000 to $880,000.
Kimley-Horn was tasked with working on two projects during the length of the initial two - year contract: the development of an updated ALP, and an analysis of the Remote Transmitter Receiver (RTR) installation at the Airport. Work is progressing on both the RTR installation and the ALP Update, with the ALP Update requiring the following tasks to be completed before both items can be reviewed and ultimately approved by the FAA.
Airport Layout Plan with Narrative
The ALP with Narrative provides an inventory of Airport facilities including buildings, runways, taxiways, and aircraft parking aprons. The ALP also depicts the locations of potential capital projects. The ALP Update will ensure Airport facilities conform to current FAA design standards. Kimley -Horn is assisting in the preparation of the ALP Update, in accordance with FAA requirements.
Original projections noted that all work was to be completed by June 30, 2024. However, several items associated with the forecasts, such as future traffic growth, needed further analysis. On June 25, 2024, City Council approved and authorized increasing the project amount by $100,000.
Other Airport-Related Services
Kimley-Horn has effectively responded to several occasions that required interpretation of FAA policies and design standards and evaluating impacts to the airport. On June 25, 2024, City Council approved increasing the project amount for on -call airport-related services by an additional $40,000.
DISCUSSION
Continued consultant support from Kimley -Horn will be beneficial for key initiatives, including the Skywest property release, CANG site redevelopment efforts, environmental review and clearance activities, federal grant administration, and other Airport planning and development projects. Staff is requesting to increase the total maximum compensation from $880,000 to a maximum compensation not -to-exceed $950,000 providing funding for additional services and extending the agreement to September 30, 2027.
Skywest Phase 1 – FAA Coordination and Redevelopment Support Kimley-Horn will provide planning, technical, and coordination support to assist the Airport and City in evaluating and advancing potential redevelopment opportunities for the Skywest Property. Services will include coordination with City staff, regulatory agencies, and other stakeholders; preparation of supporting technical documentation; participation in meetings; and updates to planning materials as needed to support ongoing project evaluation and FAA coordination activities. This phase is intended to su pport continued assessment of future property use considerations and related planning efforts.
Skywest Phase 2 – FAA Non-Aeronautical Release and Environmental Clearance Pending further direction from the City, Kimley -Horn may provide additional support related to FAA property release considerations and associated environmental review requirements. Services may include preparation of supporting documentation, conducting technical analyses, coordination with relevant agencies, and carrying out environmental review tasks needed to support regulatory review and decision-making.
Environmental review under this scope is expected to be limited to what is needed to support the FAA's evaluation of a property release request . F or example, preparation of a NEPA Categorical Exclusion (CATEX) or comparable documentation, as applicable. Any project-specific environmental clearance tied to future redevelopment of the site, would be addressed under a separate scope, if and when required.
