RESOLUTION AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND
EXECUTE PROFESSIONAL SERVICES AGREEMENTS WITH WESTERN STATES
OIL, EFUEL LLC, AND FLYERS ENERGY FOR FUEL SUPPLY AND DELIVERY SERVICES IN A TOTAL NOT -TO-EXCEED AMOUNT OF $7 MILLION DOLLARS THROUGH FISCAL YEAR 2031
WHEREAS, the Maintenance Services’ Fleet Division manages over 450 pieces of equipment, with fuel being a key expense; and,
WHEREAS, fuel is stored and dispensed at various city facilities, like fire stations, or via fuel cards at extern fueling locations; and,
WHEREAS, the current services agreements are expiring; and,
WHEREAS, in May 2026, RFQ 26-046 was released seeking a qualified vendor(s) to supply fuel and delivery services; and,
WHEREAS, staff received and reviewed five (5) proposals; and,
WHEREAS, to provide staff with operational flexibility, staff is recommending awarding agreements with three (3) vendors; and,
WHEREAS, the sum of all four agreements will not exceed a total of seven million dollars through Fiscal Year 2031; and,
WHEREAS, the re is no anticipated increases to the Division’s baseline fuel budget and actual costs are subject to use and future budget appropriations.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Hayward that the City Manager is hereby authorized to negotiate and enter into professional services agreements, in a form approved by the City Attorney, with the following three vendors for a total not -to- exceed seven million dollars through Fiscal Year 2031:
1. Western States Oil
2. Efuel LLC
3. Flyers Energy
