RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE A
PROFESSIONAL SERVICES AGREEMENT WITH KIMLEY-HORN AND
ASSOCIATES WITH A MAXIMUM COMPENSATION AMOUNT NOT TO EXCEED $173,211 FOR THE HSIP INDUSTRIAL PARKWAY/RUUS ROAD
INTERSECTION IMPROVEMENTS AND BIKEWAY GAP CLOSURE (PROJECT 05716)
WHEREAS, the intersection of Industrial Parkway and Ruus Road is one of the highest-ranked intersection on the City’s High Injury Network, and Amador Street and Soto Road are also high-injury corridors; and
WHEREAS, the City applied for and was awarded grant funding through the Local Highway Safety Improvement Program (HSIP) to implement safety improvements including protected left turn phasing, intersection modifications, and bicycle improvements at these locations; and
WHEREAS, the City issued Request for Proposals 26-058 for the HSIP Industrial Parkway/Ruus Road Intersection Improvements and Bikeway Gap Closures Project on July 14, 2026 and received two (2) qualified proposals on August 11, 2026; and WHEREAS, a review panel evaluated the proposals based on criteria established in the Request for Proposals, and Kimley-Horn and Associates provided the highest overall value to the City with an average score of 84.5/100; and WHEREAS, the cost proposal for the project including optional tasks is in the amount not-to-exceed $173,211.
NOW, THEREFORE, BE IT RESOLVED that the City Council hereby authorizes the City Manager to execute a professional services agreement with Kimley-Horn and Associates, for design services in a not-to-exceed amount of $173,211, in a form to be approved by the City Attorney.
