This time is set aside to receive comments from the public regarding matters of general interest not on the agenda, but related to City Council/RSA business. Pursuant to the Brown Act, however, the City Council cannot consider any issues or take action on any requests during this comment period. Public comment on non-agenda items is limited to thirty (30) minutes total for all speakers, with each speaker given no more than three (3) minutes. If there are more than ten (10) audience/public comment speakers, the Mayor may reduce each speaker’s time from three (3) minutes so that all speakers have an equal time to speak. At the Mayor’s discretion, the public comment period may be extended past 30 minutes. Members from the public wishing to speak on a Consent Agenda item should notify the Mayor during Public Comments.

Adopt a Resolution rescinding Resolution No. 49-2021 and approving the MOU between the City of Healdsburg and the International Brotherhood of Electrical Workers for the three-year period ending June 30, 2025.
G. Lease Amendment for Tayman Golf Course
Adopt a Resolution approving an amendment to the Tayman Park Golf Group Lease Agreement for immediate and long-term capital improvements extending the lease an additional eight years to 2052 and authorizing the City Manager to execute the amendment on the City’s behalf.
H. Professional Services Agreement with SOS Community Counseling for Juvenile Diversion Services
Adopt a Resolution approving an amendment to a Professional Services Agreement with SOS Community Counseling to provide for youth diversion services through its Healdsburg Family Youth Services program for an amount not to exceed $33,542, authorizing the City Manager to execute the amendment, increasing the not-to-exceed amount by $33,542 to $83,541 and rescinding Resolution No. 84-2022.
I. Proposed Reorganization and Authorized Positions to City Manager's Office, Finance, Housing, and Police Departments
1. Adopt a Resolution rescinding Resolution No. 76-2022 and reestablishing the list of authorized positions; and
2. Adopt a Resolution amending the FY 22-23 and FY 23-24 Budget.
J. Authorize Agreement with Development Group, Inc. for Network Management and Support Services
Adopt a Resolution approving a Purchase Agreement with Development Group, Inc. in the amount of $2,266.78 per month for 36 months for a total amount of $81,604.08 for Network Management and Support Services and authorizing the City Manager to execute the Purchase Agreement.

K. Renovación del Distrito de Mejora de Turismo de Healdsburg Adoptar una resolución de intención de renovar el Distrito de Mejora de Turismo de Healdsburg y establecer el lugar y la hora para una reunión y audiencia pública.
L. Adopción de resolución que autorice reuniones remotas Adoptar una resolución que autorice las reuniones remotas del Consejo Municipal y otras entidades legislativas.
M. Adjudicación de la propuesta para rehabilitar el Motel L&M Adoptar una resolución que adjudica condicionalmente el contrato para la rehabilitación del Motel L&M a DMR Builders por una cantidad que no exceda $1,348,776, autorizando al gerente de la Ciudad a ejecutar el contrato de construcción y ordenes de cambio relacionadas con el proyecto, aprobando una contingencia contractual de 10% en la cantidad de $134,878, y aumentado apropiaciones en el presupuesto para el año fiscal 2022-23.
