CITY OF HEALDSBURG
CITY COUNCIL AGENDA STAFF REPORT
MEETING DATE: September 18, 2023
SUBJECT: Professional Services Agreement for Downtown Housing Capacity Study PREPARED BY: Scott Duiven, Community Development Director STRATEGIC INITIATIVE(S):
Establish Proactive Policies/Programs to Continue to Promote Economic Diversity & Sustainable Growth
Expand Affordable Housing Opportunities
RECOMMENDED ACTION(S):
Adopt a Resolution approving a Professional Services Agreement between the City of Healdsburg and Opticos Design, Inc. for consultant support to prepare a Downtown Housing Capacity Study for a not to exceed amount of $139,555 and authorizing the City Manager to execute the Agreement on behalf of the City Council and approve any future minor modifications to the scope of services being performed and approve amending the adopted Fiscal Year 2023-2024 Budget.
COMMUNITY ENGAGEMENT/OUTREACH:
Community outreach and engagement will be included in the preparation of the Downtown Housing Capacity Study. The strategy will reach out to the community at-large, directly affected stakeholders (e.g., property owners, businesses, residents, and interest groups), and civic decision-makers with a focus on equity, access, and inclusion.
BACKGROUND:
In 2018, the American Institute of Architects (AIA) selected Healdsburg for its Sustainable Design Assessment Team (SDAT) program. The SDAT program provides technical assistance and process expertise to help communities develop a vision and framework for a sustainable future. One of the recommendations of the Imagine Healdsburg 2040 report, prepared as an outcome of that program, was a focus on infill housing opportunities, such as within the Downtown area, that can complement existing development, preserve the overall character of Downtown, while at the same time creating a more vibrant, walkable, and diverse downtown core with a range of housing types.

Packet Pg. 270
On June 7, 2021, in alignment with the community's broad housing needs and pursuant to Government Code 65583(c)(7), the City Council authorized the creation of the Housing Element Work Group (HEWG). The purpose of the HEWG was to ensure comprehensive and diverse community involvement in the development of Healdsburg's 6th Cycle Housing Element. The HEWG commenced its work in January of 2022 and the State Department of Housing and Community Development (HCD) certified the City of Healdsburg’s 6th Cycle Housing Element on June 29, 2023.
During the development of the Housing Element, the HEWG identified several complex housing related issues which merited further study beyond the timeframe of the Housing Element Update.
These additional areas of focus were presented to the City Council by the HEWG and City staff on November 21, 2022. The Council subsequently adopted Resolution 171-2022 which approved the HEWG additional work plan and provided direction on the prioritized areas of study. The Downtown Housing Development Capacity Study is one of the areas of focus.
The City Council subsequently identified the Downtown Housing Development Capacity Study as a priority in its FY 23/34 City Work Plan at their March 10, 2023, Goal Setting. The purpose of the Study is to evaluate existing codes, legislation, and State law to identify barriers to, and opportunities for, increased housing capacity within the downtown area. This study will correlate well with the data collection activities proposed by the Housing Department’s Housing Needs Assessment which will be prepared in parallel to this effort.
DISCUSSION/ANALYSIS:
The Downtown Housing Capacity Study will evaluate the potential for residential uses in the downtown area, gauge community support, identify opportunities and constraints, and recommend necessary changes to Healdsburg’s existing codes to support downtown housing. For example, the Downtown Commercial and Service Commercial zones both allow for residential uses but the maximum density of 18 units per acre has driven development toward visitor serving uses such as hotels as the highest and best use from a development/economic perspective. The project will conduct an iterative process that engages and educates the community about the potential for missing-middle housing in Downtown Healdsburg. This project is limited in scope and does not include the preparation of a Specific Plan for the area. This effort will instead help determine if such a planning effort is warranted.
A Request for Proposals (RFP) was released on August 15, 2023 with proposals due on September 1, 2023. Links and information about the RFP were posted on the City’s website and sent out to firms known for providing these services. The City received six (6) proposals in response to the RFP. Staff reviewed and evaluated the proposals received and Opticos Design Inc. (Opticos) was recommended as the most qualified firm by virtue of proposed approach, budget, and the specialized experience, education, and expertise of its principals and employees to prepare the Study. The proposed Scope of Work, Budget, and Schedule are included as Exhibit B to the Resolution (Attachment 1).
ENVIRONMENTAL STEWARDSHIP:
Development of housing within Downtown Healdsburg, in close proximity to services and entertainment, could reduce Vehicle Miles Traveled (VMT) as residents could drive less to meet
8.B
Packet Pg. 271
those needs.
ALTERNATIVES:
The Council could ask staff to consider other consultants or adjust the PSA or Scope of Work for Opticos.
FISCAL IMPACT:
The adopted Fiscal Year 2022-2023 Budget included $100,000 in the Measure T fund to support the implementation of the Housing Action Plan. Staff is recommending Council approve a budget amendment to reappropriate this funding for the same purpose in the Fiscal Year 2023- 2024 Budget. The proposed contract with Opticos for the Downtown Housing Capacity Study is for a total not to exceed amount of $139,555. The Measure S Affordable Housing Fund has $24,200 in available appropriations in the Fiscal Year 2023-2024 budget to support Housing Element implementation. Staff is recommending Council approve appropriating an additional $15,355 from the Measure S Affordable Housing Fund to support the Downtown Housing Capacity Study.
ENVIRONMENTAL ANALYSIS:
This action does not qualify as a project pursuant to the California Environmental Quality Act (“CEQA”) Guidelines Section 15378(b)(5) that states that organizational or administrative activities of governments that will not result in direct or indirect physical changes in the environment are not projects. Pursuant to CEQA Guidelines Section 15060(c)(3) any activity that is not a project is not subject to environmental review under CEQA.
