This time is set aside to receive comments from the public regarding matters of general interest not on the agenda, but related to City Council/RSA business. Pursuant to the Brown Act, however, the City Council cannot consider any issues or take action on any requests during this comment period. Public comment on non-agenda items is limited to thirty (30) minutes total for all speakers, with each speaker given no more than three (3) minutes. If there are more than ten (10) audience/public comment speakers, the Mayor may reduce each speaker’s time from three (3) minutes so that all speakers have an equal time to speak. At the Mayor’s discretion, the public comment period may be extended past 30 minutes. Members from the public wishing to speak on a Consent Agenda item should notify the Mayor during Public Comments.
6. CONSENT CALENDAR
The following items listed on the Consent Calendar are considered routine in nature or have been previously reviewed by the Council and require little or no further discussion by the Council, public, or applicant and action will be taken by the City Council by a single motion. A Councilmember may request that an item be removed from the Consent Calendar and action taken City Council/RSA Regular Meeting Agenda

separately. Consent by a majority of the Councilmembers present will be required in order to remove the item. In the event an item is removed, the matter will be considered immediately following the adoption of the Consent Calendar.
A. Destruction of Certain Records in the City Manager's/City Clerk's Office and Finance Department
Adopt a Resolution authorizing the destruction of certain records in the City Manager's/City Clerk's Office and the Finance Department.
B. Professional Services Agreement with the Housing Land Trust of the North Bay Adopt a Resolution authorizing the City Manager to enter into a Professional Services Agreement between the City of Healdsburg and the Housing Land Trust of the North Bay to provide professional services related to affordable home ownership for an initial oneyear term, with an annual not to exceed amount of $51,000, authorizing the City Manager to extend the agreement for up to two additional years for a total not to exceed of $153,000.
C. Lease Agreement with the YWCA Sonoma County for a Preschool Program at the Healdsburg Community Center
Adopt a Resolution approving a lease agreement with the YWCA Sonoma County for a preschool program at the Healdsburg Community Center, authorizing the City Manager to execute the lease agreement, and amending the adopted Fiscal Year 2023-2024 Budget.

A. Readopt amendment to Healdsburg Municipal Code Limiting the Size and Location of Hotel Uses within the Plaza Retail (PR) and Downtown Commercial (CD) Zoning Districts
Adopt an urgency ordinance amending Healdsburg Municipal Code Section 20.08.145 Permitted and Conditionally Permitted Uses: PR, CD, and CS Districts; Section
20.28.020 Alterations and additions to nonconforming uses, structures and signs; Section
20.28.030 Restoration of damaged structure; and Section 20.28.310 Definitions; and establishing a new Section 20.20.090 Hotel, extended stay hotel, motel; to limit the size and location of hotel uses within the Plaza Retail and Downtown Commercial zoning districts.
Introduce, for first reading only, by title only and waiving full reading of the text, an ordinance amending Healdsburg Municipal Code Section 20.08.145 Permitted and Conditionally Permitted Uses: PR, CD, and CS Districts; Section 20.28.020 Alterations City Council/RSA Regular Meeting Agenda

A. Professional Services Agreement for Housing Needs Assessment and Housing Element Work Group (HEWG) Restructure
1. Adopt a Resolution reorganizing the Housing Element Work Group (HEWG) and rescinding Resolution No. 7-2022.
2. Adopt a Resolution authorizing the City Manager to enter into a contract with Economic & Planning Systems, Inc. in an amount not to exceed $75,800 for the Housing Needs Assessment and approve amending the adopted Fiscal Year 2023- 2024 Budget.
B. Professional Services Agreement for Downtown Housing Capacity Study Adopt a Resolution approving a Professional Services Agreement between the City of Healdsburg and Opticos Design, Inc. for consultant support to prepare a Downtown Housing Capacity Study for a not to exceed amount of $139,555 and authorizing the City Manager to execute the Agreement on behalf of the City Council and approve any future minor modifications to the scope of services being performed and approve amending the adopted Fiscal Year 2023-2024 Budget.

Este tiempo se reserva para recibir comentarios del público sobre asuntos de interés general no incluidos en el orden del día, pero relacionados con los asuntos del Consejo Municipal/RSA. Sin embargo, conforme la Ley Brown, el Consejo Municipal no puede considerar temas o tomar medidas sobre cualquier solicitud hecha durante este período de comentario. Los comentarios del público sobre los puntos no incluidos en el orden del día están limitados a treinta (30) minutos en total para todos los oradores, concediéndose a cada orador un máximo de tres (3) minutos. Si hay más de diez (10) comentarios públicos, el alcalde puede reducir el tiempo de tres (3) minutos de cada orador para que así todos los oradores tengan el mismo tiempo para hablar. 6. CALENDARIO ACORDADO
Los siguientes puntos enumerados en el orden del día acordado se consideran rutinarios o han sido revisados previamente por el Consejo y requieren poca o ninguna discusión por parte del Consejo, el público o solicitante y el Consejo Municipal tomará medidas en una sola moción. Un miembro del consejo puede solicitar que se excluya un punto del calendario acordado y se pueden tomar medidas por separado. Para excluir un punto, se requiere el consentimiento de una mayoría de los miembros del consejo presentes. En caso de que se excluya un punto, el asunto se considerará de inmediato después de la adopción del orden del día acordado.
A. Destrucción de determinados documentos de la oficina del Gerente/la Secretaría de la Ciudad y del Departamento de Finanzas.

B. Acuerdo de servicios profesionales entre el Ayuntamiento de Healdsburg y el Housing Land Trust of the North Bay
Adoptar una Resolución que autorice al gerente de la Ciudad a celebrar un acuerdo de servicios profesionales entre la ciudad de Healdsburg y Housing Land Trust of the North Bay para la prestación de servicios profesionales relacionados con la propiedad de viviendas asequibles por un plazo inicial de un año con un importe anual no superior a $51,000, y la autorización para prorrogar el acuerdo dos años más por un importe total no superior a $153,000.
C. Acuerdo de servicios profesionales- Estudio de la capacidad de vivienda en el centro Adoptar una Resolución por la que se apruebe un Acuerdo de Servicios Profesionales entre la Ciudad de Healdsburg y Opticos Design, Inc. para el apoyo de consultores en la preparación de un estudio sobre la capacidad de vivienda del centro de la Ciudad por un importe no superior a $139,555 y por la que se autorice al gerente de la Ciudad a ejecutar el Acuerdo en nombre del Consejo Municipal y a aprobar cualquier modificación menor futura del alcance de los servicios que se presten y aprobar la modificación del Presupuesto adoptado para el Año Fiscal 2023-2024.
