This time is set aside to receive comments from the public regarding matters of general interest not on the agenda, but related to City Council/RSA business. Pursuant to the Brown Act, however, the City Council cannot consider any issues or take action on any requests during this comment period. Public comment on non-agenda items is limited to thirty (30) minutes total for all speakers, with each speaker given no more than three (3) minutes. If there are more than ten (10) audience/public comment speakers, the Mayor may reduce each speaker’s time from three (3) minutes so that all speakers have an equal time to speak. At the Mayor’s discretion, the public comment period may be extended past 30 minutes. Members from the public wishing to speak on a Consent Agenda item should notify the Mayor during Public Comments.
6. CONSENT CALENDAR
The following items listed on the Consent Calendar are considered routine in nature or have been previously reviewed by the Council and require little or no further discussion by the Council, public, or applicant and action will be taken by the City Council by a single motion. Councilmember may request that an item be removed from the Consent Calendar and action taken separately. Consent by a majority of the Councilmembers present will be required in order to remove the item. In the event an item is removed, the matter will be considered immediately following the adoption of the Consent Calendar.
A. Landscaping and Lighting Assessment District
Adopt a Resolution appointing Coastland Civil Engineering as Engineer of Work to direct the preparation of the annual Engineer’s Report and to describe the potential changes to the City of Healdsburg’s Fiscal Year 2024-25 Landscaping and Lighting Assessment District in accordance with the provisions of the Landscaping and Lighting Act of 1972.
B. Lease Amendment with Alliance Medical Center
Adopt a Resolution approving and authorizing the City Manager to execute a Health Care Clinic Building Lease Amendment for 1381 University St.

A. Formation of an Underground Utility District along Grove Street from Dry Creek Road to Grant Street
Adopt a Resolution Establishing an Underground Utility District along Grove Street from Grant Street North to Dry Creek Road.
B. Formation of an Underground Utility District along Healdsburg Ave from the City's Northern Most Boundary to Sunnyvale Drive
Adopt a Resolution establishing an Underground Utility District (UUD) along Healdsburg Avenue from Boxheart Drive south to Sunnyvale Drive.
C. Tentative Map (TM 2022-06) for the North Village Parcel 2 Townhome Project Adopt a Resolution approving Tentative Map TM 2022-06 for the North Village Parcel 2 Townhome Project.

Grant Funding Agreement Between the City of Healdsburg and Burbank Housing Development Corporation for the Scattered Site Project, Monte Vina Apartments Adopt a Resolution approving an Affordable Housing Grant Agreement with Burbank Housing Development Corporation for the Healdsburg Scattered Sites Affordable Housing Project, Monte Vina Apartments, in the amount of $319,142; and authorizing the City Manager to execute the Agreement as approved as to form by the City Attorney.

Este tiempo se reserva para recibir comentarios del público sobre asuntos de interés general no incluidos en el orden del día, pero relacionados con los asuntos del Consejo Municipal/RSA. Sin embargo, conforme la Ley Brown, el Consejo Municipal no puede considerar temas o tomar medidas sobre cualquier solicitud hecha durante este período de comentario. Los comentarios del público sobre los puntos no incluidos en el orden del día están limitados a treinta (30) minutos en total para todos los oradores, concediéndose a cada orador un máximo de tres (3) minutos. Si hay más de diez (10) comentarios públicos, el alcalde puede reducir el tiempo de tres (3) minutos de cada orador para que así todos los oradores tengan el mismo tiempo para hablar. 6. CALENDARIO ACORDADO
Los siguientes puntos enumerados en el orden del día acordado se consideran rutinarios o han sido revisados previamente por el Consejo y requieren poca o ninguna discusión por parte del Consejo, el público o solicitante y el Consejo Municipal tomará medidas en una sola moción. Un miembro del consejo puede solicitar que se excluya un punto del calendario acordado y se pueden tomar medidas por separado. Para excluir un punto, se requiere el consentimiento de una mayoría de los miembros del consejo presentes. En caso de que se excluya un punto, el asunto se considerará de inmediato después de la adopción del orden del día acordado.
A. Distrito de Evaluación de Paisajismo y Alumbrado
Adoptar una Resolución por la que se nombra a Coastland Civil Engineering como ingeniero de obras para dirigir la preparación del Informe Anual del Ingeniero y describir los posibles cambios en el Distrito de Evaluación de Paisajismo y Alumbrado de la Ciudad de Healdsburg para el Año Fiscal 2024-25, de conformidad con las disposiciones de la Ley de Paisajismo y Alumbrado de 1972.
B. Propuesta de modificación del contrato de arrendamiento con Alliance Medical Adoptar una Resolución por la que se apruebe y autorice al gerente de la ciudad ejecutar una Modificación del contrato de arrendamiento del edificio de la clínica en 1381 University St.

Adoptar una Resolución por la que se apruebe un convenio de subvención de vivienda asequible con Burbank Housing Development Corporation para el Proyecto de viviendas asequibles Scattered Sites, apartamentos Monte Vina por un importe de $319,142; y autorizar al gerente de la Ciudad a ejecutar el Acuerdo aprobado en cuanto a su forma por el abogado de la Ciudad.
