Subject: Local Hazard Mitigation Plan 5-year Review
Date: Thursday, March 2, 2023 12:04:00 PM
Will you be on the LHMP Planning Team? (View/vote in browser) Good afternoon,
Our Local Hazard Mitigation Plan (LHMP) is due for its 5-year review by January 2024. To begin this process, we need to establish a planning team to conduct the plan review process. The LHMP can be found at "S:\EOC\Published Plans\LHMP Final Signed January 2019.pdf" if you are unfamiliar with the plan. Please use the poll to answer if you will be on the Planning Team or if you need to delegate this duty to someone with the knowledge and authority to review and make decisions regarding the information within this plan. If you plan to delegate, please send me the name of the person you are delegating this responsibility to.

Here is a brief summary of each section of the plan:

Plan Sections
Section 1, Introduction, describes the background and purpose of the plan.

Section 2, Community Profile, describes the city’s history and general background of the community, historical trends for population and housing, and trends in land use and development.

Section 3, Planning Process, describes the 2018 LHMP planning process, as well as the meetings and outreach activities undertaken to engage the Planning Team members and the public.

Section 4, Hazard Assessment, identifies, describes, and prioritizes the hazards that threaten Healdsburg. This chapter discusses past events, risks of future events, and the effects of future conditions for each type of hazard.

Section 5, Vulnerability Assessment, describes the risks posed by each hazard type to city residents, particularly those who are more likely to be socially vulnerable, and to critical facilities.

Section 6, Capability Assessment, identifies and evaluates the legal and regulatory, human and technical, and financial resources available to accomplish mitigation.

Section 7, Mitigation Strategy, identifies mitigation goals, assesses the City’s capabilities to implement mitigation actions, and identifies and prioritizes mitigation actions.

Section 8, Plan Implementation and Maintenance, discusses plan adoption and implementation, as well as the process to monitor, evaluate, and update the plan.

Kelsey Carreiro, Healdsburg Emergency Manager, made the following announcement during the Sonoma County Operational Area Weekly Situational Briefing held on April 17th at 10:00am:

Good morning, I have a quick announcement for the group:

The City of Healdsburg has launched an effort to update our Local Hazard Mitigation Plan.

The LHMP update process will review the hazards the City is susceptible to and identify mitigation actions that can be implemented to reduce vulnerability and damage from these risks.

The planning process is scheduled through September 2023.

There are a few opportunities for public comments on the plan throughout the process. Currently, we have a hazard survey available online and we will be holding a community workshop on June 7th from 5:00-7:00pm at the Healdsburg Community Center.

If you are interested in attending planning team meetings or being provided with updates on our plan development
process, please let me know.

More information on the 2023 LHMP Update can be found
at healdsburgemergency.org. I will drop the link in the comments for anyone interested in learning more or filling out the hazard survey.

Thank you!
The following 53 representatives from each of the 5 stakeholder groups within the Operational Area and neighboring jurisdictions were present during this briefing:

REGION IX LOCAL HAZARD MITIGATION PLAN REVIEW TOOL
Updated 12/4/2019
The Local Hazard Mitigation Plan Review Tool demonstrates how the Local Hazard Mitigation Plan meets the regulation in 44 CFR §201.6 and offers State and FEMA Mitigation Planners an opportunity to provide feedback to the community.
• The Regulation Checklist provides a summary of FEMA’s evaluation of whether the plan has addressed all requirements.
• The Plan Assessment identifies the plan’s strengths as well as documents areas for future improvement. This section also includes a list of resources for implementation of the plan. • The Multi-Jurisdiction Summary Sheet is a mandatory worksheet for multi-jurisdictional plans that is used to document which jurisdictions are eligible to adopt the plan. • The Hazard Identification and Risk Assessment Matrix is a tool for plan reviewers to identify if all components of Element B are met.

PLAN ASSESSMENT
INSTRUCTIONS: The purpose of the Plan Assessment is to offer the local community more comprehensive feedback to the community on the quality and utility of the plan in a narrative format. The audience for the Plan Assessment is not only the plan developer/local community planner, but also elected officials, local departments and agencies, and others involved in implementing the Local Mitigation Plan. The Plan Assessment must be completed by FEMA. The Assessment is an opportunity for FEMA to provide feedback and information to the community on: 1) suggested improvements to the Plan; 2) specific sections in the Plan where the community has gone above and beyond minimum requirements; 3) recommendations for plan implementation; and 4) ongoing partnership(s) and information on other FEMA programs, specifically RiskMAP and Hazard Mitigation Assistance programs. The Plan Assessment is divided into two sections:

1. Plan Strengths and Opportunities for Improvement

2. Resources for Implementing Your Approved Plan
Plan Strengths and Opportunities for Improvement is organized according to the plan Elements listed in the Regulation Checklist. Each Element includes a series of italicized bulleted items that are suggested topics for consideration while evaluating plans, but it is not intended to be a comprehensive list. FEMA Mitigation Planners are not required to answer each bullet item and should use them as a guide to paraphrase their own written assessment (2-3 sentences) of each Element.

The Plan Assessment must not reiterate the required revisions from the Regulation Checklist or be regulatory in nature and should be open-ended and to provide the community with suggestions for improvements or recommended revisions. The recommended revisions are suggestions for improvement and are not required to be made for the Plan to meet Federal regulatory requirements. The italicized text should be deleted once FEMA has added comments regarding strengths of the plan and potential improvements for future plan revisions. It is recommended that the Plan Assessment be a short synopsis of the overall strengths and weaknesses of the Plan (no longer than two pages), rather than a complete recap section by section.

Resources for Implementing Your Approved Plan provides a place for FEMA to offer information, data sources and general suggestions on the plan implementation and maintenance process. Information on other possible sources of assistance including, but not limited to, existing publications, grant funding or training opportunities, can be provided. States may add state and local resources, if available.

A. Plan Strengths and Opportunities for Improvement
This section provides a discussion of the strengths of the plan document and identifies areas where these could be improved beyond minimum requirements.

Element A: Planning Process
How does the Plan go above and beyond minimum requirements to document the planning process with respect to:
• Involvement of stakeholders (elected officials/decision makers, plan implementers, business owners, academic institutions, utility companies, water/sanitation districts, etc.);
• Involvement of Planning, Emergency Management, Public Works Departments or other planning agencies (i.e., regional planning councils);
• Diverse methods of participation (meetings, surveys, online, etc.); and • Reflective of an open and inclusive public involvement process.

Element B: Hazard Identification and Risk Assessment
In addition to the requirements listed in the Regulation Checklist, 44 CFR 201.6 Local Mitigation Plans identifies additional elements that should be included as part of a plan’s risk assessment. The plan should describe vulnerability in terms of:
1) A general description of land uses and future development trends within the community so that mitigation options can be considered in future land use decisions; 2) The types and numbers of existing and future buildings, infrastructure, and critical facilities located in the identified hazard areas; and
3) A description of potential dollar losses to vulnerable structures, and a description of the methodology used to prepare the estimate.

How does the Plan go above and beyond minimum requirements to document the Hazard Identification and Risk Assessment with respect to:
• Use of best available data (flood maps, HAZUS, flood studies) to describe significant hazards;
• Communication of risk on people, property, and infrastructure to the public (through tables, charts, maps, photos, etc.);
• Incorporation of techniques and methodologies to estimate dollar losses to vulnerable structures;
• Incorporation of Risk MAP products (i.e., depth grids, Flood Risk Report, Changes Since Last FIRM, Areas of Mitigation Interest, etc.); and
• Identification of any data gaps that can be filled as new data became available.

9.A.c
Packet Pg. 454 Attachment: 2023 Healdsburg Local Hazard Mitigation Plan (4210 : 2023 Local Hazard Mitigation Plan) FEMA Region IX Local Hazard Mitigation Plan Review Tool 9 Element C: Mitigation Strategy
How does the Plan go above and beyond minimum requirements to document the Mitigation Strategy with respect to:
• Key problems identified in, and linkages to, the vulnerability assessment; • Serving as a blueprint for reducing potential losses identified in the Hazard Identification and Risk Assessment;
• Plan content flow from the risk assessment (problem identification) to goal setting to mitigation action development;
• An understanding of mitigation principles (diversity of actions that include structural projects, preventative measures, outreach activities, property protection measures, postdisaster actions, etc); • Specific mitigation actions for each participating jurisdiction that reflects their unique risks and capabilities;
• Integration of mitigation actions with existing local authorities, policies, programs, and resources; and
• Discussion of existing programs (including the NFIP), plans, and policies that could be used to implement mitigation, as well as document past projects.

Element D: Plan Update, Evaluation, and Implementation (Plan Updates Only) How does the Plan go above and beyond minimum requirements to document the 5-year Evaluation and Implementation measures with respect to:
• Status of previously recommended mitigation actions;
• Identification of barriers or obstacles to successful implementation or completion of mitigation actions, along with possible solutions for overcoming risk; • Documentation of annual reviews and committee involvement; • Identification of a lead person to take ownership of, and champion the Plan; • Reducing risks from natural hazards and serving as a guide for decisions makers as they commit resources to reducing the effects of natural hazards; • An approach to evaluating future conditions (i.e. socio-economic, environmental, demographic, change in built environment etc.);
• Discussion of how changing conditions and opportunities could impact community resilience in the long term; and
• Discussion of how the mitigation goals and actions support the long-term community vision for increased resilience.

CITY OF HEALDSBURG

CITY COUNCIL AGENDA STAFF REPORT
MEETING DATE: February 20, 2024
SUBJECT: Grant Funding Agreement Between the City of Healdsburg and Burbank Housing Development Corporation for the Scattered Site Project, Monte Vina Apartments
PREPARED BY: Griselda Villarreal, Administrative Analyst II STRATEGIC INITIATIVE(S):

Expand Affordable Housing Opportunities
Provide Effective Governance
RECOMMENDED ACTION(S):

Adopt a Resolution approving an Affordable Housing Grant Agreement with Burbank Housing Development Corporation for the Healdsburg Scattered Sites Affordable Housing Project, Monte Vina Apartments, in the amount of $319,142; and authorizing the City Manager to execute the Agreement as approved as to form by the City Attorney.

COMMUNITY ENGAGEMENT/OUTREACH:

This item is scheduled for discussion at a public meeting, during which allocated time will be provided for public comments. Additionally, the Healdsburg Scattered Site project has been presented in public forums through multiple different meetings and venues.

BACKGROUND:

In 2019, the City provided loans to Burbank Housing to purchase 39 units of multi-family housing located on three different parcels of land to preserve their naturally occurring affordability. These properties are located at 1302 Prentice Drive, 500 Piper Street, and 531-535 University Street. The Monte Vina apartment complex, located at 1302 Prentice Drive, comprises 23 multi-family rental units.

In 2021, Burbank received over $17 million in third party equity through the Low-Income Housing Tax Credit (LIHTC) program to remodel 90 units comprising the Healdsburg Scattered Sites Project. The Healdsburg Scattered Site Project also leveraged a $1,000,000 loan from the Homeless Emergency Aid Program (HEAP) to provide 10 units for supportive housing managed by Reach for Home, thereby providing a pathway for individuals transitioning out of homelessness.

9.B
Packet Pg. 461
On March 15, 2021, the City Council passed Resolution No. 19-2021, which authorized the transfer of $3.98 million in loans from the City and Burbank to Monte Vina, L.P., the managing entity of the Healdsburg Scattered Sites Project.

On June 21, 2021, the City Council passed Resolution No. 84-2021 approving a $275,000 loan to Burbank for the Healdsburg Scattered Site Project. The loan has a term of 17 years with a 3% simple interest rate and requires annual interest payments to be made no later than June 1st.

On March 6, 2023, through Resolution No. 31-2023, the City provided Burbank with an additional $500,000 loan from Measure S to help offset the increased interest costs to the project.

The loan has a term of 17 years with a 3% simple interest rate and requires annual interest payments to be made no later than June 1st.

To date, the City has contributed $4,755,061 towards the Healdsburg Scattered Sites Project, which is inclusive of a loan made in 2000 for the development of the Canyon Run Apartments and the balance for the acquisition of three multi-family properties, as well as covering a portion of the cost of the rehabilitation.

DISCUSSION/ANALYSIS:

City Staff recommends that the City Council approve an Affordable Housing Grant Funding Agreement (“Grant Agreement”) (Exhibit A) in the amount of $319,142 with Burbank. The grant is needed to address additional unexpected and unforeseen rehabilitation expenditures associated with the Monte Vina Apartments, located at 1302 Prentice Drive.

During the summer of 2023, during the ongoing rehabilitation efforts, Burbank encountered issues with mold and dry rot. Exercising due diligence, the walls of the existing 23 apartment units were opened for a more thorough examination. The inspection revealed the presence of mold and dry rot, necessitating a broader scope of remodeling. This led to the decision to demolish the building down to its studs. Over the course of the full rehabilitation of Monte Vina, the amount of change orders above and beyond the original contract of approximately $4.25 million has reached an additional $1.5 million, a 35% increase.

After evaluating Burbank's request for additional funding, staff recommends that the City Council approve a grant agreement totaling $319,142 with Burbank. This funding aims to finalize the renovations at Monte Vina, incorporating the necessary improvements to ensure the units are both safe and affordable.

The grant contribution of $319,142 to Burbank will bring the City’s total contribution amount to the Healdsburg Scattered Site Project to $5,074,203. This results in a cost of $56,380.03 per unit for the 90 units provided and/ or renovated by the Project. Importantly, City contributions for these 90 units remain far below the cost of constructing a new affordable housing, which can cost upwards of $750,000 per unit.

The following charts outline the City’s contributions to Burbank for the Scattered Site Project including proposed funding.

Funding Source: Inclusionary Housing In-Lieu Fees
On November 18, 1996, the City enacted Ordinance No. 933, following an Inclusionary Housing Fee Study, which allowed developers to opt for fees in lieu of providing inclusionary housing directly. Subsequently, on December 2, 1996, the City passed Resolution No. 145-96, which set the Inclusionary Housing In-Lieu fee amounts, asserting that these fees would be dedicated to supporting or facilitating affordable housing within the City.

Adoption of Resolution No. 116-2005 on October 17, 2005, superseded Resolution No. 145-96, directing Inclusionary Housing In-Lieu fees into an Affordable Housing Trust Fund to support community affordable housing projects. Further updates came with Resolution No. 81-2019 on June 3, 2019, which repealed Resolution No. 116-2005, updating fee amounts to align with evolving housing conditions and the real costs of affordable housing development in the community.

Staff is recommending that the remaining balance of the Inclusionary Housing Fund as of June 30, 2023, be used to fund a grant to Burbank Housing to support completion of the project.

ENVIRONMENTAL STEWARDSHIP:

The Grant Agreement will offer essential funding to bridge the financial gap in the Scattered Site Project. This support is crucial for sustaining ongoing efforts in remodeling and addressing outdated building deficiencies. Additionally, the improvements to these residential units will contribute to decreasing energy demand and enhancing overall energy efficiency.

9.B
Packet Pg. 463
ALTERNATIVES:

The City Council may deny the funding request or direct staff to make changes to the funding agreement.

FISCAL IMPACT:

The amount of $319,142 outlined in the Grant Agreement is proposed to be funded from Inclusionary Housing In-Lieu Fees deposited into the Affordable Housing Trust Fund. The full amount will be disbursed in one payment of $319,142, to be completed in the current fiscal year, 2023-2024, with distribution anticipated no later than April 15, 2024. Notably, as this is a Grant Agreement, there will be no investment revenues such as interest or principal payments received in the future.

ENVIRONMENTAL ANALYSIS:

The proposed Grant Agreement involves the provision of supplemental funding for the ongoing rehabilitation of existing residential multi-family housing units and accordingly does not involve any change in land use or density, nor any expansion of use. Accordingly, the proposed Grant Agreement is exempt from review under the California Environmental Quality Act (CEQA) pursuant to Section 15301 (Existing Facilities) of the CEQA Guidelines, which exempts the repair and minor alteration of existing public or private structures involving negligible or no expansion of use, as well as Section 15061 (b)(3), commonly known as the common sense exemption, which acknowledges that CEQA applies only to actions which have the potential for causing a significant effect on the environment and in this instance there is no possibility that the funding provided by the Grant Agreement may have a significant effect on the environment, given that there is no change in the land use, density, nor any expansion of use. Therefore, the proposed Grant Agreement is not subject to CEQA.
