This time is set aside to receive comments from the public regarding matters of general interest not on the agenda, but related to City Council/RSA business. Pursuant to the Brown Act, however, the City Council cannot consider any issues or take action on any requests during this comment period. Public comment on non-agenda items is limited to thirty (30) minutes total for all speakers, with each speaker given no more than three (3) minutes. If there are more than ten (10) audience/public comment speakers, the Mayor may reduce each speaker’s time from three (3) minutes so that all speakers have an equal time to speak. At the Mayor’s discretion, the public comment period may be extended past 30 minutes. Members from the public wishing to speak on a Consent Agenda item should notify the Mayor during Public Comments.
6. CONSENT CALENDAR
The following items listed on the Consent Calendar are considered routine in nature or have been previously reviewed by the Council and require little or no further discussion by the Council, public, or applicant and action will be taken by the City Council by a single motion. A Councilmember may request that an item be removed from the Consent Calendar and action taken separately. Consent by a majority of the Councilmembers present will be required in order to remove the item. In the event an item is removed, the matter will be considered immediately following the adoption of the Consent Calendar.

12.28.220(B) of the Healdsburg Municipal Code that prohibits the consumption of alcohol within public parks and approve the Prune Packers' request to allow the sale and consumption of alcohol in Recreation Park for their 2024 baseball season.
F. Revisions to the Healdsburg Municipal Code, Title 20, Land Use Code, to Revise and Clarify Various Sections Related to Inclusionary Housing Pass an Ordinance of the City Council of the City of Healdsburg amending Healdsburg Municipal Code Title 20 Land Use Code, and related CEQA Exemption.
G. Fire Department SB 1205 Inspection Report
Adopt a Resolution acknowledging receipt of a report regarding the inspection of certain occupancies required to receive annual inspections pursuant to Sections 13146.2 and 13146.3 of the California Health and Safety Code.
H. Fiscal Year 2024 - 2025 Landscaping and Lighting Assessment District Adopt a Resolution of intention to levy and collect annual assessments, preliminarily approving the Annual Engineer's Report for the Fiscal Year 2024-25 for the City of Healdsburg Landscaping and Lighting Assessment District and setting the date and time of the public hearing.

I. Acceptance of Public Improvements for Old Rossi Phase II Subdivision Adopt a Resolution accepting public improvements completed for the Old Rossi Phase II Subdivision; accepting a one-year maintenance security (“Maintenance Security”) as described within the Agreement for Subdivision Improvements (“Agreement”); releasing the faithful performance security (“Performance Security”) as described within the Agreement; and conditionally authorizing the City Clerk to release the labor and materials security (“Labor & Materials Security”) six (6) months from the date of acceptance of the Old Rossi Phase II Subdivision.
J. Purchase of Distribution Transformers for use in Active Development Projects and to Maintain Levels of City Inventories
Adopt a Resolution approving the purchase of pad-mounted transformers and delegating authority to the City Manager to sign a purchase order for the amount of $152,705.73.
7. PUBLIC HEARINGS
A. Consider Adoption of Updated Water and Wastewater Rates for Fiscal Years 2024- 25, 2025-26 and 2026-27
1. Conduct a public hearing in accordance with Proposition 218 for the proposed changes to the water and wastewater rates; and
2. Introduce for first reading, by title only, waiving further reading of the text an ordinance determining that there was no majority protest of the proposed water and wastewater services rates, approving updated water and wastewater services rates, and superseding portions of the existing rates established by Resolution No. 96-2022.
B. Healdsburg Municipal Code, Title 20, Land Use Code Amendments Introduce for first reading, by title only, waiving further reading of the text, an ordinance amending Healdsburg Municipal Code Title 20, Land Use Code, and find that the ordinance amendments are exempt from the California Environmental Quality Act (CEQA).

Este tiempo se reserva para recibir comentarios del público sobre asuntos de interés general no incluidos en el orden del día, pero relacionados con los asuntos del Consejo Municipal/RSA. Sin embargo, conforme la Ley Brown, el Consejo Municipal no puede considerar temas o tomar medidas sobre cualquier solicitud hecha durante este período de comentario. Los comentarios del público sobre los puntos no incluidos en el orden del día están limitados a treinta (30) minutos en total para todos los oradores, concediéndose a cada orador un máximo de tres (3) minutos. Si hay más de diez (10) comentarios públicos, el alcalde puede reducir el tiempo de tres (3) minutos de cada orador para que así todos los oradores tengan el mismo tiempo para hablar. A discreción del alcalde, el periodo de comentarios del público podrá prolongarse más de 30 minutos. Por moción, renunciar las provisiones de la Sección 2.28.220(A) conforme a la Sección
12.28.220(B) del Código Municipal de Healdsburg que prohíbe el consumo de alcohol en los parques públicos y aprobar la solicitud del equipo Prune Packers para permitir la venta y el consumo de alcohol en Recreation Park para su temporada de béisbol de 2024.
F. Adoptar una Resolución que acusa el recibo de un informe sobre la inspección de determinadas ocupaciones que se requieren para recibir las inspecciones anuales conforme las Secciones 13146.2 y 13146.3 del Código de Salud y Seguridad de California.
I. Año fiscal 2023 - 2024 Distrito de Evaluación de Paisajismo y Alumbrado Adoptar una Resolución sobre la intención del Consejo Municipal de imponer y recaudar cuotas anuales, aprobando preliminarmente el Informe Anual del Ingeniero para el Año Fiscal 2023-24 para el Distrito de Evaluación Especial de Paisajismo y Alumbrado de la Ciudad de Healdsburg y fijando la fecha y hora de la audiencia pública.
I. Aceptación de las mejoras públicas para la subdivisión Old Rossi Fase II Adoptar una Resolución por la que se acepten las mejoras públicas completadas para la Subdivisión Old Rossi Fase II; por la que se acepte una garantía de mantenimiento de un año ("Garantía de Mantenimiento") tal y como se describe dentro del Acuerdo para las Mejoras de la Subdivisión ("Acuerdo"); por la que se libere la garantía de fiel cumplimiento ("Garantía de Cumplimiento") tal y como se describe dentro del Acuerdo; y por la que se autorice condicionalmente al Secretario Municipal a liberar la garantía de mano de obra y materiales ("Garantía de Mano de Obra y Materiales") seis (6) meses a partir de la fecha de aceptación de la Subdivisión Old Rossi Fase II.
J. Aprobar la compra de transformadores de distribución para usar en los proyectos activos de desarrollo y para mantener los niveles de inventarios de la Ciudad.
Adoptar una Resolución por la que se aprueba la compra de transformadores montados en plataforma y se delega la autoridad al Gerente de la Ciudad a firmar una orden de compra por un importe de $152,705.73.

A. Considerar la adopción de tarifas actualizadas de agua y aguas residuales
1. Realizar una reunión pública conforme la Proposición 218 para los cambios propuestos a las tarifas de agua y aguas residuales; y
2. Presentar para primera lectura, sólo por título, renunciando a la ulterior lectura del texto, una Ordenanza determinando que no hubo protesta mayoritaria a las tarifas propuestas de servicios de agua y aguas residuales, aprobando tarifas actualizadas de servicios de agua y aguas residuales, y sustituyendo porciones de las tarifas existentes establecidas por la Resolución No. 96-2022.
