CITY OF HEALDSBURG

CITY COUNCIL AGENDA STAFF REPORT
MEETING DATE: May 20, 2024
SUBJECT: Home Energy Load Management Program
PREPARED BY: Terra Sampson, Utility Conservation Analyst STRATEGIC INITIATIVE(S):

Pursue Initiatives that Promote Environmental Stewardship RECOMMENDED ACTION(S):

Adopt a Resolution authorizing the City Manager to execute a professional services agreement with Compass Global Inc. DBA Optiwatt to offer the load management services for Healdsburg Electric Customers.

COMMUNITY ENGAGEMENT/OUTREACH:

In October 2023, City Council adopted the Healdsburg Climate Mobilization Strategy (CMS), which included extensive community engagement and outreach activities. This item addresses multiple actions included in the CMS Implementation Plan and community comments received during the CMS development.

BACKGROUND:

The City of Healdsburg has adopted a CMS in support of State and Regional greenhouse gas (GHG) reduction goals. The CMS identifies key measures and actions that will be most impactful in reducing GHG emissions, are equitable, feasible, and community driven. The CMS includes an Implementation Plan, which presents the measures and actions to be implemented in the next 1-3 years. This item addresses the following actions from the CMS Implementation Plan:
• BE-1.4 Work with community groups, local organizations, and NCPA to … include information on time of energy use as it factors into carbon intensity and how community members can capitalize on using electricity when it has the lowest carbon intensity (e.g., when to charge electric vehicles and when to run space heating and cooling). Work with industry experts to help with demand response planning, developing strategies to increase flexibility of the grid, and for informing consumers of carbon intensity of the electricity they are using to promote behavior change.
• T-4.3 Continue to promote the EV Monthly Bill Discount Program with increased

9.B
Packet Pg. 251
discount opportunities for low-income customers, and develop an updated or replacement program following program sunset in 2025…
• T-4.6 … Develop programs that incentivize residents and businesses to charge during times of abundant solar resources and avoid charging during peak hours and grid emergencies.

With increased building and transportation electrification, many utilities are considering their electric load management opportunities. Time of Use rates can provide a price signal, encouraging customers to shift some of their electric loads to the off-peak periods. However, new technologies and load management programs can provide additional incentives and automation to help the City and its electric customers reduce peak loads and take advantage of solar generation. Examples of these programs include the MCE Syne EV Smart Charing App, Sacramento Municipal Utility District’s Managed EV Charging, and Sonoma Clean Power’s GridSavvy Rewards.

The City of Healdsburg is a member of the Northern California Power Agency (NCPA), which from time to time leads Request for Proposal (RFP) and agreement processes for its members to utilize. Given the high interest in load management programs from multiple member utilities, specifically for Electric Vehicle (EV) Managed Charging, the NCPA issued a RFP for Electric Vehicle Charging Management Services in May 2023. Healdsburg staff participated in the proposal review and vendor selection process, and NCPA executed a Multi-Task Consulting Services Agreement with Optiwatt in December 2023. The City may leverage NCPA’s RFP process to provide Optiwatt’s services in Healdsburg.

DISCUSSION/ANALYSIS:

The City of Healdsburg currently offers the EV Monthly Discount program, which provides a monthly bill discount for EV owners that switch to the Time of Use (TOU) rate. Per resolution 2020-45, the EV Monthly Discount program is scheduled to sunset in June 2025. In 2023, an average of 37 households participated per month and the 2023 annual program costs were approximately $30,000. Staff proposes to offer the EV Monthly Discount program to existing participants and existing applicants through June 2025 but simultaneously launch an Energy Load Management Program for new and transitioning participants through June 2025. The Energy Load Management Program is planned to continue through December 2028.

The proposed Energy Load Management Program would leverage Optiwatt’s existing application and platform to shift EV charging and heating/cooling loads to off peak hours and/or periods of abundant solar. Healdsburg customers can register their EV, their EV charger, and/or their smart thermostat on the Optiwatt platform and receive semi-annual incentives for participation. The following services are included in the Optiwatt proposed agreement with the City:

1. Marketing Services

2. EV Telematics Charging & Driving Data

3. EV Managed Charging

4. Smart Thermostat Load Management

5. Program Activation

9.B
Packet Pg. 252

6. Ongoing Program Management
Optiwatt will provide a load management solution as the demand response program for Healdsburg customers to automatically shift their electric vehicle (EV) and/or heating and cooling energy load to:

1. Off peak times in alignment with their time of use rate (i.e. E-7 Rate) to help them save money on their electricity bills and shift energy consumption to off peak periods; OR

2. Off peak times in alignment with Healdsburg’s highest load hours (i.e. from 5-8 pm) to help lessen peak system demands and shift energy consumption to off peak periods; AND

3. Periods of higher renewable energy generation based on local grid CAISO signals and weather forecasts to help them reduce the greenhouse gas (GHG) emissions and peak demands of their EV charging and heating and cooling loads.

4. Reduce load in response to voltage drops, flex alerts, and grid emergencies, as needed.

5. For vehicles that do not currently allow direct control of EV charging through telematics or connected chargers, use notifications and messaging to encourage load shifting, in accordance with objectives above.

Additionally, Optiwatt will also, as desired, optimize this load to reduce Healdsburg’s wholesale energy prices or distribution system constraints, while adhering to customers’ preferences, schedules, individual charging needs, and home comfort needs.

The program will leverage Optiwatt's home energy management application that is available for free to Healdsburg customers on iOS, Android, and web. Information on Optiwatt’s application is available online at:
• Apple App Store: https://apps.apple.com/us/app/Optiwatt-tesla-evcharging/id1536047033 • Google Play Store:
https://play.google.com/store/apps/details?id=com.getOptiwatt.Optiwatt • Mobile or Desktop Browser: https://Optiwatt.com
Some of the proposed program elements include:
• Offer a semi-annual incentive (via utility-branded pre-paid card administered by Optiwatt) for active participation, as determined by shifting at least 95% of EV charging outside of peak and a maximum of 6 overrides for heating/cooling during the six-month period, such as
o $30 per EV or EV charger semi-annually
o $20 per Plug-in Hybrid EV (PHEV) semi-annually
o $20 per Thermostat per semi-annually
• Include plug-in hybrid EVs as eligible, with a slightly lower quarterly incentive

9.B
Packet Pg. 253
(currently excluded from EV Monthly Discount program)
• Provide an upfront enrollment incentive of $50 for each EV and thermostat o Implement a maximum enrollment of 3 EVs and 3 thermostats per household • Conduct a periodic review to remove any customers that are not participating or consistently overriding the load management
• Remove the current smart thermostat rebate and instead offer an increased smart thermostat rebate of up to $200 for low-income customers that need to upgrade to a Nest, Ecobee, or Honeywell thermostat to participate in the thermostat load management program
• Offer connected EV charger cost support of up to $2,000 for low-income customers whose EV cannot be directly managed with the Optiwatt platform to participate in the EV load management program (Optiwatt is integrated with 95%+ of all EVs models) o Leverage Healdsburg’s available Low Carbon Fuel Standard credits to cover this rebate cost, which must be used for equity transportation electrification • No longer cover the optional TOU meter switch costs for homes that enroll in the program and are interested in TOU rates (customer cost of ~$500-600 per TOU meter switch)
• Optionally add on fleet management solution, real time data dashboard, Spanish customer support, and/or new device types as they become available and as mutually agreed upon • Continue to work separately on programs/offerings that support EV use and adoption for multi-family residents, such as multi-family EV charger incentives, public charging rate structures, income-qualified discounted public charging rates, or charge cards The exact program set up and design will be determined by City staff and Optiwatt before program launch and will be updated as necessary to ensure successful performance.

Program Benefits
Offering an Energy Load Management program is a win-win for the Healdsburg Electric Department and Healdsburg residents. Healdsburg electric customers will be able to use the customer-focused app to set their preferences and then enjoy automatic load management to help them save on the TOU rate and/or reduce their GHG emissions. They will also receive financial incentives for their participation and for allowing the load management to take place, within their individually defined parameters (such as ready by time, desired state of charge, or temperature ranges). Having a ‘demand response’ program offered in Healdsburg will also allow customers to take advantage of other state programs and incentives (such as California Clean TECH) that require enrollment in an eligible demand response program.

This program also has many benefits for Healdsburg Electric. Load management programs can on average shift approximately 0.5-1.1 kW of load per EV and 0.6-1.2 kW per thermostat1, according to Optiwatt data studies for the CAISO demand response program and the American Council for an Energy-Efficient Economy’s Energy Impacts of Smart Home Technologies report, respectively. If 500 EVs, 100 EV chargers and 1,000 thermostats participate by 2028, this could support on average 900-1,860 kW of reduced loads, with more substantial reductions during focused peak hours. For context, the floating solar array offset roughly 1,200 kW of the peak 1 https://www.aceee.org/sites/default/files/publications/researchreports/a1801.pdf

coincident demand in 2023.

Avoided costs from load management include avoided peak demand costs and avoided peak energy costs. As an NCPA member, Healdsburg can purchase demand from other NCPA members, if other members have excess available. If Healdsburg has excess demand available, Healdsburg can also sell the excess demand to other members. Market purchase prices of electricity also fluctuate throughout the year and throughout the day. Healdsburg is typically not exposed to these market fluctuations thanks to planned pre-purchasing of electricity needs.

However, new annual electricity consumption and demand could be subject to market conditions and has substantial opportunities for cost savings from energy load management. The potential avoided costs, assuming maximum participation and maximum demand reduction are achieved, are summarized in Table 1.

*Assumes peak demand reduction of 7 kW per EV and 3 kW per thermostat and 50% reduced load during peak periods.
**Assumes 120 charging days for EVs and 45 cooling days for AC with 3 hours of shifted energy each day. Assumes shifted electricity of 1.1 kWh per hour for EV and 1.2 kWh per hour for AC. ***Assumes peak demand cost of $6.50 per kW per month. Assumes 3 months of achieved sales of excess demand. ****Assumes market energy differential between peak and off-peak costs of $50 per MWh for EVs (year-round average) and $58 per MWh (summer average) for AC. Only new annual energy and load is subject to market conditions and high potential savings, with only marginal savings for hedged (i.e., pre-purchased) energy.

Participation and actual demand reductions achieved will be highly dependent on participant charging and temperature control behaviors (e.g., number of overrides/opt outs).

Staff are also considering the State’s Demand Side Grid Support program, which provides the opportunity for publicly owned utilities to receive incentive payments from the State based on

9.B
Packet Pg. 255
their incremental demand response capacity and may provide higher incentives for demonstrated capacity in excess of Healdsburg’s resource adequacy capacity commitments.

Additionally, an Energy Load Management Program could lessen, or defer, the need for expensive infrastructure upgrades while still allowing for increased EV and electric appliance adoption. According to the Boston Consulting Group2analysis, total distribution investment can be up to $5,380 per EV for upgrades - such as upgraded or new substations, circuits, switches, and service transformers - due to the added load during peak hours. However, optimized charging that moves charging away from peak hours can reduce this cost by 70% down to $1,630 per EV. In an optimized charging scenario, the added cost to the utility system can mostly be recovered by the revenue from EV charging. Healdsburg staff estimate that distribution costs locally for transformer replacements could be approximately $100,000 per 500 EVs in a fully optimized scenario, $300,000 in a moderately optimized scenario, and could be up to $400,000 per 500 EVs in a scenario that does not have charging optimization. The avoided/deferred cost savings will likely fall in between the moderate and non-optimization scenarios, as the distribution system still needs to be ready to meet peak demands if residents override (i.e., opt out) of the optimized charging.

Currently, there are approximately 500 EVs in Healdsburg, which is about 2% of registered vehicles. This is expected to increase to 7-8% by 2030 without additional actions or incentives, and the CMS sets a goal of 30% adoption for passenger vehicles, which would be over 6,000 EVs registered in Healdsburg. Participation in load management by 10% of EVs could have substantial benefits to EV owners and the City’s overall cost to provide electric service.

Managing EV charging and heating/cooling loads can also avoid creating new peaks (immediately following the TOU end time in the evening).

As a real-world example, Optiwatt worked with Fortis Alberta in a study on transformer load control and found that EV managed charging is a more effective distribution optimization solution than TOU rates (See Figure 1). The TOU rate test created secondary or ‘timing’ demand peak as residents shifted their EV charging electric consumption to the period immediately following the TOU on-peak rates. However, managed charging did not create a secondary peak. 2 https://www.bcg.com/publications/2019/costs-revving-up-the-grid-for-electric-vehicles

Figure 1. EV Managed Charging Impact
Source: Optiwatt
ENVIRONMENTAL STEWARDSHIP:

The Optiwatt platform allows EV drivers to directly manage their EV charging via telematics to optimize their charging to real-time local grid supply/generation mix signals to help them charge with the cleanest, lowest carbon electricity saving an average of 0.98 MT CO2e per EV per year.

If 500 EVs and 100 EV chargers enroll in the program by 2028, this could save approximately 588 MT CO2e annually. Thermostat carbon reductions are also estimated at approximately 1 MT CO2e per thermostat.

ALTERNATIVES:

As an alternative the City Council could choose not to adopt the recommended resolution and provide further direction to staff. If City Council chooses not to adopt the resolution, staff requests direction on whether or not to fully sunset the existing EV incentive program by June 2025 or develop a transition plan for subsequent education and outreach regarding charging of EVs.

FISCAL IMPACT:

Staff is recommending the City Council authorize the City Manager to execute an agreement for an initial two-year contract and the option for three one-year extensions with Compass Global Inc. DBA Optiwatt to offer the load management services. Services provided under the contract will be funded by proceeds from the sale of freely allocated Cap & Trade allowances. Staff does not expect substantial program activity in the current fiscal year and has included budget for the program in the upcoming biannual budgeting process for the Cap & Trade Fund (547). For any initial set up fees that may occur before the end of Fiscal Year 23-24, there is sufficient existing Cap & Trade budget.

9.B
Packet Pg. 257
Assuming a gradual program build out to 500 EVs, 100 EV chargers, and 1,000 thermostats enrolled by 2028, the total not-to-exceed service costs for included and optional services are $389,588. Optiwatt will also distribute direct customer incentives on Healdsburg’s behalf, which are estimated to be up to $299,180 over the life of the program. The total not-to-exceed amount is $688,768 over the five-year term. On a per year average, the OptiWatt services are anticipated to cost $77,918 and the customer incentives are expected to be $59,836. The estimated services and customer incentive costs over the initial two years are $202,495. If additional NCPA members utilize Optiwatt’s services, Optiwatt will also apply economies-of-scale cost savings for Healdsburg.

Additional low-income support for smart thermostat devices and connected EV chargers for participation in the program is estimated to cost up to $50,000 total. Available Low Carbon Fuel Standard credits, which must be used for equity transportation electrification, will be sold to cover the cost for low-income connected EV charger rebates.

ENVIRONMENTAL ANALYSIS:

The Home Energy Load Management Program is not subject to the provisions of the California Environmental Quality Act (CEQA) because the program is not a project, since it will not have a direct or reasonably foreseeable indirect impact on the environment.

CITY OF HEALDSBURG

CITY COUNCIL AGENDA STAFF REPORT
MEETING DATE: May 20, 2024
SUBJECT: Resolution Setting the Time and Place for Hearing Protests to Weed Abatement
PREPARED BY: Jason Boaz, Fire Chief
STRATEGIC INITIATIVE(S):

Pursue Initiatives that Promote Environmental Stewardship Maintain and Improve Infrastructure and Facilities
Provide Effective Governance
Maintain and Enhance Public Health and Safety
RECOMMENDED ACTION(S):

Adopt a Resolution Declaring a Public Nuisance to Exist Within Certain Parcels in the City and Setting the Time and Place for Hearing Protests to Weed Abatement.

COMMUNITY ENGAGEMENT/OUTREACH:

The Weed Abatement Program is advertised on City social media platforms prior to the start of the weed abatement inspections. The program sets a time and place for a public hearing for the community to protest weed abatement. The program also accepts weed abatement complaints at the fire department which are followed up by fire department prevention staff.

BACKGROUND:

Each year the City, as part of its annual Weed Abatement Program, inspects parcels of property for the presence of weeds, brush and other debris that create or promote a fire hazard or nuisance. At this time, most parcels in the City have been inspected. The City Council is now being asked to declare a public nuisance on the properties identified per the attached list and set a date for a public hearing. Once this is done, the property owners will be notified of the nuisance and given 28 days to abate the nuisance or contest the notice at the scheduled hearing. If the owners fail to abate the nuisance or contest the notice within the specified time frame, the City will complete the work using its own contractors.
“Weeds” as defined in Section 39561.5 of the Government Code that pertain to the City of Healdsburg properties would be:

9.C
Packet Pg. 264
• Sagebrush, chaparral, and any other brush or weeds which attain such large growth as to become, when dry, a fire menace to adjacent improved property. • Weeds which are otherwise noxious or dangerous.
• Poison oak when the conditions of growth are such as to constitute a menace to the public health.
• Dry grass, stubble, brush, litter, or other flammable material which endangers the public safety by creating a fire hazard.

Additionally, parcels within the City defined in a Fire Severity Zone (Wildland-Urban Interface Fire Area) by City Municipal Code are required to create a defensible space as defined in Government Code 51182 and Chapter 49 of the California Fire Code.

DISCUSSION/ANALYSIS:

The Weed Abatement Program follows criteria established by the Government Code for this process. It has also been found to be the most effective manner to abate hazards on private property and provide a mechanism to obtain reimbursement for delinquent payments.

ENVIRONMENTAL STEWARDSHIP:

The Weed Abatement Program reduces the risk of fire within the community by removing “weeds” as defined above that may promote the spread of fire.

ALTERNATIVES:

The Council could either discontinue the Weed Abatement Program, allowing the nuisance and fire hazards to exist; or issue citations under the Fire Code section 304.1.2, which does not provide a mechanism for forced abatement or reimbursement for abatement of the property.

Either of these options would alleviate the need for setting a time and place for protesting the weed abatement.

FISCAL IMPACT:

Funds to provide abatement on properties owned by unresponsive homeowners are budgeted each year. When forced abatement does occur, the contractor’s fee as well as an administrative charge is added to cover staff time. If payment is not received a lien is placed on the property’s tax roll and received later.

ENVIRONMENTAL ANALYSIS:

Pursuant to California Environmental Quality Act and Title 14, the California Code of Regulations (“CEQA Guidelines”), Section 15378 (b) (2), continued administrative actions do not qualify as a “Project”. Therefore, no further CEQA or environmental review is required.

This action is also exempt from CEQA pursuant to CEQA guideline 15308.
