5. PUBLIC COMMENTS ON ITEMS ON THE CONSENT CALENDAR AND NON
AGENDA ITEMS
This time is set aside to receive comments from the public regarding matters of general interest not on the agenda, but related to City Council business. Pursuant to the Brown Act, however, the City Council cannot consider any issues or take action on any requests during this comment period.
Public comment on non-agenda items is limited to thirty (30) minutes total for all speakers, with each speaker given no more than three (3) minutes. If there are more than ten (10) audience/public comment speakers, the Mayor may reduce each speaker’s time from three (3) minutes so that all speakers have an equal time to speak. At the Mayor’s discretion, the public comment period may be extended past 30 minutes. Members from the public wishing to speak on a Consent Agenda item should notify the Mayor during Public Comments.
6. CONSENT CALENDAR
The following items listed on the Consent Calendar are considered routine in nature or have been previously reviewed by the Council and require little or no further discussion by the Council, public, or applicant and action will be taken by the City Council by a single motion. A Councilmember may request that an item be removed from the Consent Calendar and action taken separately. Consent by a majority of the Councilmembers present will be required in order to remove the item. In the event an item is removed, the matter will be considered immediately following the adoption of the Consent Calendar.
A. List of Projects to be Funded by Senate Bill 1 - "The Road Repair and Accountability Act"
Adopt a Resolution listing projects for Fiscal Year 2024-25 to be funded by Senate Bill 1 - "The Road Repair and Accountability Act".
B. Acceptance of the Healdsburg Municipal Airport Taxiway Reconfiguration Project Phase 1
Adopt a Resolution accepting the Healdsburg Municipal Airport Taxiway Reconfiguration Project Phase 1 as complete and authorizing staff to file a Notice of Completion with the County Recorder's Office.
C. Authorize Collection of Voter Approved 2% Transient Occupancy Tax Adopt a Resolution reauthorizing collection of a voter approved 2% increase to the City’s Transient Occupancy Tax effective June 1, 2024 with a requirement to review financial need every two years with reauthorization provisions.

D. Bid Award the Defensible Space Creation at Iverson-Gauntlett Mitigation Project Adopt a Resolution conditionally awarding the Defensible Space Creation at IversonGauntlett Mitigation Project to Tree Pro Tree Services, Inc. for an amount not to exceed $85,240 and authorize the City Manager to execute the contract and approve change orders up to $19,160.
E. City Municipal Airport Contract Award for Aviation Fuel Adopt a Resolution awarding a contract to EPIC Aviation, LLC, for the purchase and delivery of aviation fuel to the City Municipal Airport for a five-year contract term in an amount not to exceed $675,000 and authorizing the City Manager to execute the contract.
F. Town of Windsor Biosolids Collaborative Memorandum of Agreement.
Adopt a Resolution authorizing the City Manager to sign a Memorandum of Agreement (MOA) for the Windsor Biosolids Collaborative.
G. Cal Fire Urban Forestry Grant Application
Adopt a Resolution authorizing the City's application to the Cal Fire Urban Forestry Grant for Urban Forest Management Activities.
H. Annual Review of Good Faith Compliance with the Terms and Conditions of Development Agreements for the following Projects: 1. Mill District Project (Replay Healdsburg, LLC; Eden Mill District, LP) 2. North Village Project (CCS Healdsburg, LLC; Kendal at Sonoma, A Zen Inspired Community; BHDC North Village, LLC) 3. Saggio Hills Affordable Housing Project (Freebird Development Company, LLC)
Adopt a Resolution finding that Replay Healdsburg LLC, Eden Mill District LP, CCS Healdsburg LLC, Kendal at Sonoma, A Zen Inspired Community, BHDC North Village, LLC, and Freebird Development Company, LLC are in good faith compliance with the terms and conditions of their respective Development Agreements.
I. Second Reading of an Ordinance establishing Water and Wastewater Rates for Fiscal Years 2024-25, 2025-26 and 2026-27
Pass an Ordinance of the City Council of the City of Healdsburg adopting water and wastewater rates for fiscal years 2024-25, 2025-26, and 2026-27.

Adopt a Resolution authorizing the City Manager to execute a professional services agreement with Compass Global Inc. DBA Optiwatt to offer the load management services for Healdsburg Electric Customers.
C. Resolution Setting the Time and Place for Hearing Protests to Weed Abatement Adopt a Resolution declaring a public nuisance to exist within certain parcels in the City and setting the time and place for hearing protests to weed abatement.
D. Appoint Council Subcommittee to Interview Planning Commission Applicants Consider appointing a Council subcommittee to interview the applicants for the Planning Commission.

5. COMENTARIOS PÚBLICOS SOBRE LOS PUNTOS EN EL CALENDARIO ACORDADO Y LOS PUNTOS NO INCLUIDOS EN EL ORDEN DEL DÍA
Este tiempo se reserva para recibir comentarios del público sobre asuntos de interés general no incluidos en el orden del día, pero relacionados con los asuntos del Consejo Municipal/RSA. Sin embargo, conforme la Ley Brown, el Consejo Municipal no puede considerar temas o tomar medidas sobre cualquier solicitud hecha durante este período de comentario. Los comentarios del público sobre los puntos no incluidos en el orden del día están limitados a treinta (30) minutos en total para todos los oradores, concediéndose a cada orador un máximo de tres (3) minutos. Si hay más de diez (10) comentarios públicos, el alcalde puede reducir el tiempo de tres (3) minutos de cada orador para que así todos los oradores tengan el mismo tiempo para hablar. A discreción del alcalde, el periodo de comentarios del público podrá prolongarse más de 30 minutos. Los miembros del público que deseen hablar sobre un asunto en el orden del día acordado deben notificárselo al alcalde durante los comentarios públicos.
6. CALENDARIO ACORDADO
Los siguientes puntos enumerados en el orden del día acordado se consideran rutinarios o han sido revisados previamente por el Consejo y requieren poca o ninguna discusión por parte del Consejo, el público o solicitante y el Consejo Municipal tomará medidas en una sola moción. Un miembro del consejo puede solicitar que se excluya un punto del calendario acordado y se pueden tomar medidas por separado. Para excluir un punto, se requiere el consentimiento de una mayoría de los miembros del consejo presentes. En caso de que se excluya un punto, el asunto se considerará de inmediato después de la adopción del orden del día acordado.
A. Lista de proyectos que serán financiados por el Proyecto de Ley del Senado 1 - "Ley de Reparación y Responsabilidad de Carreteras"
Adoptar una Resolución en la que se enumeren los proyectos para el Año Fiscal 2024-25 que serán financiados por Ley del Senado 1 - "Ley de Reparación y Responsabilidad de Carreteras”.
B. Aceptación de la Fase 1 del Proyecto de Reconfiguración de la Pista de Rodaje del Aeropuerto Municipal de Healdsburg
Adoptar una Resolución por la que se acepta como completa la Fase 1 del Proyecto de Reconfiguración de la Pista de Rodaje del Aeropuerto Municipal de Healdsburg y se autoriza al personal a presentar una Notificación de Finalización en la Oficina del Registrador del Condado.
C. Autorizar la Recaudación del Impuesto de Ocupación Transitoria del 2% Aprobado por los Electores

Adoptar una Resolución por la que se reautoriza la recaudación de un aumento del 2% del Impuesto de Ocupación Transitoria de la Ciudad, aprobado por los electores, a partir del 1 de junio de 2024, con el requisito de revisar la necesidad financiera cada dos años con disposiciones de reautorización.
D. Adjudicación de la Licitación del Proyecto de Mitigación de Creación de Espacios Defendibles en Iverson-Gauntlett
Adoptar una Resolución por la que se adjudique condicionalmente el Proyecto de Creación de Espacios Defendibles en Iverson-Gauntlett Mitigation a Tree Pro Tree Services, Inc. por un importe no superior a $85,240 y se autorice al gerente de la Ciudad a ejecutar el contrato y aprobar órdenes de cambio de hasta $19,160.
E. Adjudicación del contrato de combustible de aviación del Aeropuerto Municipal de la Ciudad
Adoptar una Resolución por la que se adjudica un contrato a EPIC Aviation, LLC, para la compra y entrega de combustible de aviación al Aeropuerto Municipal de la Ciudad por un plazo contractual de cinco años, por un importe no superior a $675,000, y por la que se autoriza al gerente de la Ciudad a ejecutar el contrato.
F. Memorándum de Acuerdo de Colaboración sobre Biosólidos de la ciudad de Windsor
Adoptar una Resolución por la que se autoriza al gerente de la Ciudad a firmar un Memorándum de Acuerdo (MOA) para la Colaboración Windsor sobre Biosólidos.
G. Solicitud de Subvención para la Silvicultura Urbana de Cal Fire Adoptar una Resolución por la que se autoriza la solicitud a la Subvención de Silvicultura Urbana de Cal Fire para Actividades de Gestión de Bosques Urbanos.
H. Revisión anual del cumplimiento de buena fe de los términos y condiciones de los Acuerdos de Desarrollo para los siguientes proyectos: 1.
