AGENDA ITEMS
This time is set aside to receive comments from the public regarding matters of general interest not on the agenda, but related to City Council/RSA business. Pursuant to the Brown Act, however, the City Council cannot consider any issues or take action on any requests during this comment period. Public comment on non-agenda items is limited to thirty (30) minutes total for all speakers, with each speaker given no more than three (3) minutes. If there are more than ten (10) audience/public comment speakers, the Mayor may reduce each speaker’s time from three (3) minutes so that all speakers have an equal time to speak. At the Mayor’s discretion, the public comment period may be extended past 30 minutes. Members from the public wishing to speak on a Consent Agenda item should notify the Mayor during Public Comments.

6. CONSENT CALENDAR
The following items listed on the Consent Calendar are considered routine in nature or have been previously reviewed by the Council and require little or no further discussion by the Council, public, or applicant and action will be taken by the City Council by a single motion. A Councilmember may request that an item be removed from the Consent Calendar and action taken separately. Consent by a majority of the Councilmembers present will be required in order to remove the item. In the event an item is removed, the matter will be considered immediately following the adoption of the Consent Calendar.
A. Receive the Monthly Investment Report for April 2024 Receive and approve the Monthly Investment Report for April 2024.
B. Approval of Disbursement Report for Withdrawals During the Month of April 2024 By motion, approve the Disbursement Report for April 2024.
C. Appropriations Limit for Fiscal Year 2024-2025
Adopt a Resolution adjusting the appropriations limit for Fiscal Year 2024-2025.
D. Provide the 2024 Water Supply Outlook as Required by the Urban Water Management Plan
Receive a report regarding the status of the City's water supply and forecasted water demands through June 2026.
E. Consider Execution of the Northern California Power Agency's Transmission Owner Rate Case Program Agreement
Adopt a resolution approving of the Northern California Power Agency's (NCPA) Transmission Owner Rate Case Program Agreement and delegate authority to the City Manager to execute the agreement on behalf of the City's Electric Department F. Consider approving of a Third Phase Agreement with the Northern California Power Agency (NCPA) for the Purchase of Solar Energy from the Grace Orchard Energy Center in Riverside County
Adopt a resolution approving of a Third Phase Agreement for Renewable Power Purchase Agreement with Grace Orchard Energy Center, LLC and delegate authority to the City Manager to execute the agreement on behalf of the City's electric department.
G. Revisions to the Healdsburg Municipal Code, Title 20, Land Use Code Pass an ordinance to amend Healdsburg Municipal Code Title 20 Land Use Code, and related CEQA Exemption.

H. Professional Services Agreement for Strategic Communication Services Adopt a Resolution approving a Professional Services Agreement with Clifford Moss and Associates with a not to exceed amount of $62,000 and subject to Council placing a Growth Management Ordinance amendment on the November Ballot.
I. Professional Services Agreement with Brelje and Race, Consulting Engineers for Engineering Design Services for the Cabernet Road Culvert Replacement Project Adopt a Resolution approving a Professional Services Agreement with Brelje and Race, Consulting Engineers, in the not-to-exceed amount of $52,500 for engineering services for the Cabernet Road Culvert Replacement Project authorizing the City Manager to execute the Agreements and amending the adopted Fiscal Year 2023-24 Budget.

A. General Plan Amendment to incorporate the Local Hazard Mitigation Plan (LHMP) by reference into the 2030 General Plan
Adopt a Resolution amending the Healdsburg 2030 General Plan to incorporate the City's adopted Local Hazard Mitigation Plan by reference into the Safety Element.

A. L&M Village Quarterly Update
Receive the L&M Village Quarterly Update.
B. Annual Update of the Terms of Service with Reach for Home for the L&M Village Adopt a Resolution approving the FY 2024-2025 Terms of Service to the Lease, Funding and Service Agreement with Reach For Home for the L&M Village and Authorizing the City Manager to execute any documents necessary to effectuate the transaction.
C. Chamber of Commerce Contract Discussion
Receive a presentation from City staff and the Chamber of Commerce and provide direction to staff on the development of the 2024-25 Chamber of Commerce Service Contract Scope of Work.
D. Growth Management Ordinance Ballot Initiative Options Provide feedback and direction to City Staff to return to City Council with a proposal to place amendments to the Growth Management Ordinance on the November Ballot.

E. Fiscal Year 2024-25 and 2025-26 Budget and Capital Improvement Plan Adoption Consider adopting the following Resolutions:
a. Resolution of the City Council of the City of Healdsburg adopting the budget for fiscal year 2024-25.
b. Resolution of the City Council of the City of Healdsburg adopting the budget for fiscal year 2025-26.
c. Resolution of the City Council of the City of Healdsburg adopting the Capital Improvement Program for Fiscal Years 2025-29.

Este tiempo se reserva para recibir comentarios del público sobre asuntos de interés general no incluidos en el orden del día, pero relacionados con los asuntos del Consejo Municipal/RSA. Sin embargo, conforme la Ley Brown, el Consejo Municipal no puede considerar temas o tomar medidas sobre cualquier solicitud hecha durante este período de comentario. Los miembros del público que deseen hablar sobre un asunto en el orden del día acordado deben notificárselo al alcalde durante los comentarios públicos.
6. CALENDARIO ACORDADO
Los siguientes puntos enumerados en el orden del día acordado se consideran rutinarios o han sido revisados previamente por el Consejo y requieren poca o ninguna discusión por parte del Consejo, el público o solicitante y el Consejo Municipal tomará medidas en una sola moción. Un miembro del consejo puede solicitar que se excluya un punto del calendario acordado y se pueden tomar medidas por separado. Para excluir un punto, se requiere el consentimiento de una mayoría de los miembros del consejo presentes. En caso de que se excluya un punto, el asunto se considerará de inmediato después de la adopción del orden del día acordado.

Considerar la ejecución del Acuerdo del programa de tarifas para el propietario de la transmisión de la Agencia de Energía del Norte de California Adoptar una Resolución que apruebe el Acuerdo sobre el programa de tarifas del propietario de transmisión de la Agencia Eléctrica del Norte de California (NCPA) y delegue la autoridad al gerente de la Ciudad para ejecutar dicho Acuerdo en nombre del Departamento de Electricidad de la Ciudad.

F. Considerar la aprobación de un Acuerdo de tercera fase con la Agencia de Electricidad del Norte de California (NCPA) para la compra de energía solar para Grace Orchard Energy Center en el condado de Riverside
Adoptar una Resolución que apruebe un Acuerdo de tercera fase para la compra de energía renovable con Grace Orchard Energy Center, LLC y delegue autoridad al gerente de la Ciudad para ejecutar el Acuerdo en nombre del Departamento de Electricidad de la Ciudad.
G. Revisiones al Código Municipal de Healdsburg, Título 20, Código de Usos del Suelo Aprobar una Ordenanza que enmiende el Código Municipal de Healdsburg, Título 20, Código de Usos del Suelo y exenciones de CEQA relacionadas.
H. Acuerdo de servicios profesionales para servicios de comunicación estratégica Adoptar una Resolución que apruebe un Acuerdo de servicios profesionales con Clifford Moss and Associates por un importe no superior a $62,000 y sujeto a que el Consejo incluya una enmienda a la Ordenanza de Gestión del Crecimiento en la boleta electoral de noviembre.
I. Acuerdo de servicios profesionales con Brelje and Race, ingenieros consultores, para los servicios de diseño de ingeniería del Proyecto de sustitución de la alcantarilla de Cabernet Road
Adoptar una Resolución que apruebe un Acuerdo de servicios profesionales con Brelje and Race, Ingenieros consultores, por un importe no superior a $52,500 por servicios de ingeniería para el proyecto de reemplazo de la alcantarilla en Cabernet Road y que autorice al gerente de la Ciudad a ejecutar los acuerdos y enmendar el presupuesto adoptado para el año fiscal 20 23-24.

Adoptar una Resolución que apruebe las Condiciones de Servicio del Año Fiscal 2024- 2025 del Contrato de Arrendamiento, Financiación y Servicios con Reach For Home para la Villa L&M y autorice al Gerente de la Ciudad a ejecutar cualquier documento necesario para efectuar la transacción.
C. Debate sobre el contrato con la Cámara de Comercio
Recibir una presentación del personal de la Ciudad y de la Cámara de Comercio y proporcionar instrucciones al personal sobre el desarrollo del Alcance del contrato de servicios de la Cámara de Comercio 2024-25.
D. Opciones para la iniciativa de boleta electoral de la Ordenanza de la Gestión de Crecimiento
Proporcionar retroalimentación y dirección al Personal de la Ciudad para regresar al Concejo de la Ciudad con una propuesta para colocar enmiendas a la Ordenanza de Administración del Crecimiento en la Boleta Electoral de Noviembre.
E. Aprobación del presupuesto y del plan de mejoras de capital para los ejercicios fiscales 2024-25 y 2025-26
Considerar la adopción de las siguientes resoluciones:
