CITY OF HEALDSBURG
CITY COUNCIL AGENDA STAFF REPORT
MEETING DATE: October 21, 2024
SUBJECT: Saggio Hills Development Park Naming
PREPARED BY: Mark Themig, Community Services Director
STRATEGIC INITIATIVE(S):
Maintain and Improve Infrastructure and Facilities
Provide Resident-Driven Community Services
RECOMMENDED ACTION(S):
Adopt a Resolution naming the Saggio Hills Development Park.
COMMUNITY ENGAGEMENT/OUTREACH:
The City launched the naming process in September 2023. In preparation for the launch, staff prepared a web page with information on the park naming process and a naming proposal brochure, both in English and Spanish. Staff pushed information out through the City’s website, emails, and social media, and the Healdsburg Tribune featured a story on the naming process.
Proposals could be submitted electronically through an online fillable form on the City’s website, by email, or hard copy mailed or hand delivered. Staff conducted specific outreach to our Latinx community through Corazon Healdsburg, and outreached directly to members of the indigenous community.
BACKGROUND:
The Development Agreement for the Saggio Hills project required that the developer provide approximately 36 acres of land for a future public park. The City has completed a communitybased master planning process for the new park, and took ownership of the park land in early 2023.
City Council adopted a park naming policy in 2002 to create a uniform way to name existing and future park and/or recreation facilities (attached). The policy’s objectives are to:
• Ensure that naming/memorializing of public parks and recreation facilities will enhance the values and heritage of the City of Healdsburg and will be compatible with community interests.
• Name public parks or recreation facilities so that they will be easily identified as to geographical location and/or function.
9.A
Packet Pg. 215
• Encourage the dedication of land or funds for public use by individuals and groups and provide recognition of their achievements or community contributions.
Implementation of the policy includes the following components:
• The City Council has final authority in naming all public parks and recreation facilities within its jurisdiction.
• No park site or recreation facility will be named for a living person, unless the site or facility has been donated by an individual, or a substantial donation has been made by an individual or organization to acquire a park site or recreation facility. • When appropriate, a park or recreation facility can be named in honor of a person, posthumously, when such person has made major contributions to the community, the country, or the field of recreation and parks.
• Historical names may be considered when the name is appropriate to the site.
Additional elements of the City’s current policy include:
• When a park site or recreation facility is carrying out a particular theme, that theme may be considered for the park or recreation facility name.
• Markers such a plaques, signs, etc. for the sole purpose of memorializing are not to be permitted in City parks or recreational facilities. The policy does allow naming items within a park (tree, park furniture, meadow, room, etc.) in recognition of donated funds. • The criteria for naming includes service recognition or monetary/material contribution. • The policy designates the City’s Parks and Recreation Commission the role of soliciting naming ideas and making a recommendation to City Council.
Based on review of records, it appears that there have been two relatively recent park naming processes using this policy: (1) naming Barbieri Brothers Park in the Parkland Farms Development (2002-2003) and (2) naming the grandstands at Recreation Park the “Clarence Ruonavaara Grandstands” (2010). (Attached.)
In preparation for naming the new park, on August 1, 2022, City Council reviewed the City’s park naming policy. During the discussion Council members provided the following input for naming the new park (summarized):
• Follow the policy and charge the Parks and Recreation Commission for leading the process for soliciting community ideas for naming and making suggestions to the City Council • Consider incorporating principles from the City’s ongoing Diversity, Equity, and Inclusion (DEI) work in the naming process
• Define the opportunities for sponsorship naming opportunities; City Council members had differing opinions on whether the entire park could be named after a donor or sponsor Council directed staff to return to City Council with a proposed naming process based on the existing park naming policy for Council consideration. On December 19, 2022, City Council reviewed a proposed naming process that included:
1. Development of bi-lingual naming materials and strategies
2. Naming process outreach and engagement
3. Parks and Recreation Commission ad-hoc committee review and recommendation
4. Parks and Recreation Commission review and recommendation to City Council
9.A
Packet Pg. 216
5. City Council consideration of naming proposals
At the December 19, 2022 meeting City Council directed staff to proceed with the naming process with the following additional considerations:
• An allowance within the process to include living people as a naming option • Allowing financial donors to contribute to the park and have a portion of the park named after them, but not the entire park
• Incorporate DEI initiatives including the Indigenous and Latino community in the process • Provide 4 to 5 naming recommendations for City Council’s consideration DISCUSSION/ANALYSIS:
The City received 32 naming proposals with 28 specific names proposed for the park (four proposals were duplicates or similar). The complete list is attached with the proposer’s personal information redacted.
The Parks and Recreation Commission established a Park Naming Committee comprised of Commissioners Conklin and Thwaites who met on December 6, 2023, March 6, 2024, and June 4, 2024 to review and consider names. As part of the review process, the City engaged the services of the Healdsburg Museum and Museum Director and Curator Holly Hoods to review a short list of ten naming proposals for authenticity. Ms. Hoods provided factual information on the ten naming proposals for the Committee.
Staff, along with the Committee and Ms. Hoods, presented the Naming Committee’s recommendation to the Parks and Recreation Commission at a special meeting on August 29th.
The Commission recommended the following four naming proposals for City Council’s consideration. (The complete naming proposals, along with the Healdsburg Museum’s research, are included as Attachment A.)
1. Laura Fish Somersal Park
Laura Fish Somersal was a national leader, linguist and educator of California Indian culture.
A lifelong resident of northern Sonoma County, Laura dedicated much of her life to preserving local Native culture and language, and is world famous as a basket maker. Laura was raised bilingual in Southern Pomo (her father's language) and Wappo (her mother's language).
2. Parque de la Luna
Abel DeLuna was a respected and influential business, community and civic leader in Healdsburg during the 1970s and 80s. He and his wife Emilia, a beautician, moved to Healdsburg after they were married in 1970. Notable in Healdsburg history, Abel DeLuna became the first Mexican-American elected to the Healdsburg City Council, in March 1976.
He served as Mayor from March 1978 to April 1980. At age 31, he became the youngest and the first Latino Mayor elected.
3. Pomo-Wappo Park (modified by Committee from original proposal of “Pomo Park”) Pomo is the term used to describe Native people who speak related languages in Sonoma, Lake and Mendocino Counties. The Southern Pomo-speaking people of the Healdsburg area
9.A
Packet Pg. 217
are the Dry Creek Rancheria Band of Pomo Indians, a federally recognized tribe. They call themselves the Mahilakaune. In addition to the Southern Pomo, Western Wappo speaking people are native to this area. They identify as Mishewal-Wappo.
4. Smith Robinson Park
The Robinson family was the only African American family in town when Jesse and Elzora Robinson moved to Healdsburg in 1919. Their son Smith Robinson stands out in Healdsburg history as the community’s beloved “Ambassador of Good Will.” A popular student leader and star athlete, Smith graduated from Healdsburg High School in 1927. While attending college and playing football at UC Berkeley, a life-threatening heart condition sent him home to Healdsburg. Choosing to make the most of whatever time he had, Smith devoted the rest of his life to service.
As part of the recommendation, the Commission prioritized Laura Fish Somersal Park as the preferred recommendation due to her representation of both the Wappo and Pomo Indians, and her contributions to carrying on the Wappo and Pomo language and traditions.
City Council is asked to consider the naming recommendations. Staff, along with Ms. Hoods from the Healdsburg Museum, will present the Commission’s recommendation for City Council’s consideration.
ENVIRONMENTAL STEWARDSHIP:
Not applicable.
ALTERNATIVES:
1. Consider other names that were received as part of the naming solicitation process.
2. Consider names that were not received as part of the naming solicitation process.
3. Do not move forward with a naming proposal and provide additional direction to staff.
FISCAL IMPACT:
There is no fiscal impact associated with the naming of the park.
ENVIRONMENTAL ANALYSIS:
Pursuant to Title 14, the California Code of Regulations, Section 15378(b)(4)(5) of the California Environmental Quality Act (“CEQA”) guidelines, the proposed action is an administrative activity of the City that will not result in direct or indirect physical changes to the environment; and therefore, is not a project for purposes of CEQA.

Laura Fish Somersal was a Dry Creek Pomo and Wappo traditionalist, master basket weaver, and fluent speaker of the Native languages. She was born in 1892 and passed away in 1990, so her experience of the changing landscape, society, and way of living was vast. She was a connection for her People to the “old” ways of living including how to tend to and gather the natural resources in Sonoma County, including basketry materials, traditional foods, and medicines. She was a devout advocate in preserving the culture of her people including teaching the younger generations the Wappo and Pomo languages, basketweaving, traditional songs and dances, spiritual practices, and so much more. She was known worldwide for her basketweaving and many of the most esteemed museums house her works of art and her baskets are sought after by elite basket collectors.
Laura Fish Somersal was a a local Indigenous woman from the Dry Creek Rancheria who was a dedicated and strong advocate for the preservation of her culture, language, and traditional ways of being. She shared her knowledge with all who were interested in learning from her including well-known linguists and anthropologists as well as members of her family and the local community. She often visited university campuses, including Sonoma State University and the Santa Rosa Junior College, sharing her knowledge to eager students. She was a cultural advisor for the Army Corps of Engineers during the construction of Warm Springs Dam to document sacred sites, villages, and to transplant basketry material lost in the flooding of the valley. She was recognized March 6-12, 1983 for the National Women’s History Week project with a photo of her basket and her hands as the art for the national poster.
Laura Fish Somersal was an Indigenous woman born and raised in Sonoma County, who lived her life on the Dry Creek Rancheria in Alexander Valley. Her master basketry skills are known world-wide and when a person has an interest in Pomo and Wappo basketry, her baskets are often the most sought after due to their fine and delicate weaving and intricate basket designs.

Laura Fish Somersal was a national leader, linguist and educator of California Indian culture. A lifelong resident of northern Sonoma County, Laura dedicated much of her life to preserving local Native culture and language. She is world famous as a basket maker.
Laura Fish Somersal was one of the most celebrated weavers in 20th century California. Her basketry was exhibited throughout the state during her lifetime. Laura was an instructor of basketry and of Wappo and Pomo languages at Sonoma State University for 7 years and at Ya-KaAma in Healdsburg for 10 years. Laura also taught the Dry Creek Traditional Dancers in Geyserville. She served as a consultant on basketry to the Smithsonian Institute. Laura demonstrated and taught basket weaving and related practices at museums in New York, Santa Rosa Junior College and at the University of California. Her work is part of the permanent collections at the Smithsonian, the Oakland Museum of California, and elsewhere.
Laura was raised bilingual in Southern Pomo (her father's language) and Wappo (her mother's language). She eventually learned English. Her mother, Mary Ely, was blind, so Laura Fish learned weaving from others. As her mother's caretaker, she avoided being sent away to boarding school, and thus continued speaking Wappo rather than being forced to use English only. She played a key role in the effort to preserve Native access to traditional sedge beds at Warm Springs Dam. Sedge root is extensively used in Pomo and Wappo basketweaving. Laura’s basketry is part of the permanent display at the Warm Springs Dam visitor center.

Packet Pg. 222 Attachment: A. Saggio Hills Park Naming - Commission Recommendation (4521 : Saggio Hills Development Park Naming) Per Women in UC Berkeley Linguistics, Laura Fish Somersal worked on language documentation with multiple Berkeley researchers — Sydney Lamb (in 1955), Harvey Carlson (in the 1980s), and Jesse Sawyer (from 1959 to 1986) — and with linguists at UC Santa Barbara (Charles Li and Sandra Thompson, from 1975 to 1990, in work supported by the Survey of California and Other Indian Languages and archived at Berkeley in the California Language Archive). Her work with her friend Sawyer yielded a dictionary (1965), a text publication (1977), and a Wappo grammatical sketch (1991) as well as several specialized studies.
Laura Fish Somersall passed away at 97 in 1990, leaving one son and many grandchildren, nieces and nephews. Laura is buried at Shiloh Cemetery in Windsor. Over 30 years after her death, Laura Fish Somersall is still fondly remembered and respected as a Culture-Bearer by Pomo and Wappo people.

Abel DeLuna was a respected and influential business, community and civic leader in Healdsburg during the 1970s and 80s. He and his wife Emilia, a beautician, moved to Healdsburg after they were married in 1970. Notable in Healdsburg history, Abel DeLuna became the first MexicanAmerican elected to the Healdsburg City Council, in March 1976. He served as Mayor from March 1978 to April 1980. At age 31, he became the youngest and the first Latino Mayor elected.
Born in Zacatecas, Mexico, Abel moved to Juarez, Chihuahua with his family as a child. When he finished high school, he decided to go to the United States with his father. Because Abel had a brother in Calistoga, they came to Napa County in 1967. The DeLuna family worked in agriculture, picking grapes, pears and prunes. Abel could not speak English, so he enrolled at Napa Junior College Night School. After his English improved, he became a community aide in the Office for Economic Opportunity in Napa. Realizing that many Mexican immigrants needed help, he and some friends organized OLLE (Organization LatinaAmericana de Liberacion Economico) and were successful in acquiring a $50,000 grant from OEO for community programs. Next, he "put together" El Porvenir Federal Credit Union and wasitsfirst president... then MAPA (MexicanAmerican Political Association), which dealt with scholarships for Latinos and with making politicians aware of their needs.
Abel worked with the Office of Economic Opportunity to open a small store (La Luna Handy Store) with his family in Rutherford, Napa County. It was successful enough for him to branch out to Healdsburg two years later. He subsequently expanded to Ukiah.
Abel and Emilia DeLuna, 1972
In 1972, Abel DeLuna opened La Luna Market (on Center Street where Casa del Mole is located today). According to an interview in the Healdsburg Tribune, De Luna believed “that it is important for the Mexican American community to have a market where both English and Spanish is spoken and where they can see a Mexican American merchant behind the counter… also that it is important for Anglo customers to learn that Mexican Americans can run a clean orderly store.”
9.A.a
Packet Pg. 226 Attachment: A. Saggio Hills Park Naming - Commission Recommendation (4521 : Saggio Hills Development Park Naming) Profiled in the Press Democrat in 1975, Abel explained, “We were really poor. We all [7 children] lived in one room. My father was a farm worker in the United States and was home only three or four months of the year. He made enough for the food, but not for much else. So, I gave the money I earned to my parents. But I also wanted to do something for them, so we would not be poor forever. I wanted to get ahead.”
From 1978 - 1987, Abel DeLuna operated the Aven Theater, a movie theater, on North Street (where the Raven Playhouse is located today). During his tenure, the movie theater featured regular Spanish language films as well as first-run English language films.
Aven Theater on North Street, Healdsburg, during DeLuna ownership, c. 1978 Since moving to southern California in the 1990s, Abel DeLuna has continued to expand as an entrepreneur. He moved into music, including buying and operating multiple radio stations and DJ work, forming Luna Music Co. and Luna Management Co. He also worked at Sony as a Senior VP Regional Mexican. Currently Abel DeLuna is featured on Linked In as a record producer, artistic representative, manager and show promoter, based in Montebello, CA.

Healdsburg honors the 19th Century founders with many street and place names, but it has does not adequately honor the people who were here before Harmon Heald plotted the town,
This is self-evident.
The Pomo people were the dominant indigenous group in the area.

Packet Pg. 229 Attachment: A. Saggio Hills Park Naming - Commission Recommendation (4521 : Saggio Hills Development Park Naming) Pomo Park
Pomo is the term used to describe Native people who speak related languages in Sonoma, Lake and Mendocino Counties. The Pomo language spoken in the Healdsburg vicinity is identified as “Southern Pomo” by linguists and ethnographers. The Southern Pomo-speaking people of the Healdsburg area are the Dry Creek Rancheria Band of Pomo Indians, a federally recognized tribe.
They call themselves the Mahilakaune. In addition to the Southern Pomo, Western Wappospeaking people are native to this area. They identify as Mishewal-Wappo. The Wappo were/are a real tribe, yet they have lost federal recognition (which they continue to legitimately appeal). Both the Southern Pomo and Western Wappo have ancestral ties to the Healdsburg area.
Recommend that the tribe(s) should be consulted about this name if it is considered further. Chris Wright is the Chair of the tribe for the Dry Creek Rancheria Band of Pomo Indians. Scott Gabaldon is tribal chair of Mishewal Wappo.
May want to consider Pomo-Wappo Park.

The Robinson family was the only African American family in town when Jesse and Elzora Robinson moved to Healdsburg in 1919. Their daughter Effie, born in 1920, was the first Black child born in Healdsburg. Theirson Smith Robinson stands out in Healdsburg history asthe community’s beloved “Ambassador of Good Will.”
A popular student leader and star athlete, Smith graduated from Healdsburg High School in 1927.
While attending college and playing football at UC Berkeley, a life-threatening heart condition sent him home to Healdsburg. Smith took a job as custodian for Healdsburg General Hospital where he became an indispensable member of the team.
Choosing to make the most of whatever time he had, Smith devoted the rest of his life to service.
He became a track and football coach for the high school and an assistant scout leader. Smith became director of the youth Chancel Choir at the Healdsburg Federated Church (Presbyterian and Methodist). When World War II started, Smith was unable to serve in the military, so he contributed to the war effort by raising morale. He wrote up to 300 personal letters a month and mailed "Smitty's Scoops," his chatty hometown newsletter, to every Healdsburg service member.
Healdsburg was a small, close-knit community in 1951 when Fred Weyand commanded the U.S.
Army 7th Infantry Regiment's 1st Battalion. From the Korean battle front, Lt. Col. Weyand wrote to his wife in Healdsburg, concerned about the shortage of personal items or comforts for his men.
Would the town of Healdsburg consider "adopting" the Battalion? Smith Robinson enthusiastically agreed to chair the 1st Battalion committee. Mayor Roy Henderson issued a proclamation in 1951 that the community of Healdsburg would "adopt" the Battalion.
At 1,000 men, the Battalion was 1/3 of the size of Healdsburg, population 3,184, in 1951. Every service club, congregation or volunteer group contributed time, labor, gifts or money. The grateful soldiers received shipments of magazines, cookies, tobacco, candles, radios, stationery, sewing kits and toiletries.
Word spread about Healdsburg and the Adopted Battalion. The Army publicized the upbeat story.
Healdsburg’s fame grew as articles appeared in Ebony and Reader’s Digest. Smith Robinson, a Healdsburg Rotary club member and chair of Sonoma County Council for Civic Unity, became famous for his support of troops and local youth. In 1954, he was surprised as the featured guest on the television show, “This is Your Life.” In November of 1960, the same month he was named Ambassador of Good Will by the Healdsburg City Council, Smith’s health took a turn for the worse, and he needed expensive heart surgery. Citizens of Healdsburg threw a massive party and auction to fundraise for Smith’s procedure. The benefit netted over $52,000 in today’s dollars, but Smith’s weakened condition made him unable to undergo surgery. On July 15, 1963, Smith died at the age of 55. The Smith Robinson Gymnasium at Healdsburg High School was dedicated the following

estar jubilado y no hacer nada
más. Pero creo que si dejo de
trabajar, mi mente dejará de
funcionar. Me moriría pronto”,
dijo. “Creo que mi cuerpo ha
estado acostumbrado a trabajar
toda mi vida. Si mi cuerpo no

Abel De Luna, shown here, in downtown Healdsburg. Elected to the Healdsburg City Council in 1976, he became the city’s first Latino mayor two years later.
By JOSEPH TREVINO
FOR LA PRENSA SONOMA
Abel De Luna has just
about done it all.
He became the first
Latino mayor of Healdsburg 46
years ago, and headed several
local businesses including grocery stores, radio stations and a movie theater.
He has helmed the largest independent Latino music label in the country and promoted some
of the biggest Hispanic artists,
like ranchera legend Vicente
Fernandez and pop music icon
Juan Gabriel.
Ask him what’s next. Retirement?
Not likely. The easygoing, amiable De Luna, 78, said he tried to retire some years ago, but it
didn’t work out.
“Truth is, I should be retired
and not do anything anymore.
But I thought and I still think
that if I stop working, my mind
will not work. I'm going to die
soon,” he said. “I believe that the
body is used to working all my
life. If my body doesn't work, it's
going to get sick.”
So, he goes on. Though his
public service days are behind
him, De Luna is still a big name
in local Latino entertainment.
He heads two of the largest
local Spanish-language radio
stations — La Maquina Musical,
which airs at 105.7 FM, 1460 AM
and 94.7 FM. The other station is
La Musikera is KZNB 107.5FM
and 1490 AM.
After a brief hiatus, De Luna
returned to his promoter ways,
continuously touring Mexico
and all over the U.S. promoting,
Mexican regional music bands
like Arkangel R15. He still heads
Luna Music Label, which offers
a vast digital catalog of Latino
artists.
Humble roots
The man who would become
a politician, business owner
and big-time music promoter
was born in the small town of
Modelo, in the Mexican state of
Zacatecas. De Luna recalled he
grew up impoverished, which
led his family to move to the
border town of Ciudad Juárez.
When he was 19, he moved to
Napa, to work as a farmworker
in the vineyards. Later he would
work picking lettuce in Salinas, a tough, physical job that convinced him he should pursue
other work.
“I cried, I suffered” he recalled. “I said to myself, ‘I have to go to school. I have to prepare
myself. This is not for me.’”
De Luna saved some money
and bought a grocery store
in Rutherford, which was a
success. He later bought another
store, La Luna Market and
Taqueria.
Seeing that local Latinos
struggled to see Mexican movies, he bought a movie theater in Yountville, where moviegoers
would drive hours to go to see
the latest flicks from Mexico.
He eventually moved to
Healdsburg, where his love for
people got him interested in
politics, he said.
De Luna improved his English
and started getting involved
with community groups and
activists, meeting the legendary
farmworker rights activist Cesar
Chavez in the San Joaquin Valley during the grape boycott. “I loved listening to Cesar,
talking about the stories, why
we have to organize, why we
have to be different, why we
have to suffer, why we have to
grow. I mean, listening to him
was fascinating. It filled you up,
it enlightened you,” he said.
Serving his city
His meeting with Chavez
and other well-known Latino
leaders, including working in
Robert Kennedy’s 1968 campaign for president, spurred De Luna become active in the local
community. After a meeting
with two friends, he put his hat
in as a candidate in the 1976 race
Healdsburg City Council.
To everyone’s surprised, De
Luna won.
“I didn't expect it, but the
same people in the community
didn't think I could win either,”
he recalled.
Once on the City Council, De
Luna spearheaded several projects, including building a public pool, supporting the creation
of a police cadet academy for
local students, improving the
wastewater collection system,
acquiring new trucks for the
fire department and convincing
a cable network to include the
Spanish International Network
(now Univision) in their lineup.
In 1978, his council colleagues
chose him to be mayor and he
served in the role for two years.
They wanted him to finish the
projects he’d started, De Luna
recalled.
Former politician, business
man has no plans to retire

started some projects you have
not finished. We should do a
motion so you can follow up on
them,’” he said.
Though De Luna felt he
accomplished much on the council, he was hampered at the time by his then-limited command
of English, which hurt him on
the campaign trail when it came
time to run for reelection, where
he came up short.
His business and family obligations also weighed heavily. He wanted to pay for his children’s
education, something which he
had not been able to accomplish
up until that point.
Still, he recalls his time on
the council fondly and remains
proud of being the city’s first
Latino mayor.
“I remember those days as
something very special in my
life. I learned how you can keep
helping the community after
politics. I have kept on helping. I
am always very active. I left politics, but I keep helping people,” he said.
Let the music play
After he left the City Council in
1980, De Luna focused on another
of his many ventures: show
business. When he immigrated to
California, he noticed there was a
growing Latino population but a
shortage of Latino records.
He started stocking his
grocery stores with records
but quickly became frustrated
that distributors lacked a good
catalog of Mexican music. He
decided to create his own distribution company and called it Luna Music.
His distribution company
grew into an independent record
label with offices in Los Angeles
and several Mexican cities, with
over 150 employees. Luna Music
signed many big acts, including
Los Caminantes, the classic
Mexican regional music band of
the 1980s.
De Luna also became a music
promoter, often working with
Arnulfo Delgado, the acclaimed
promoter who started the
famous “caravanas,” which
consisted of traveling caravans
of popular Latino acts as they
toured across the country, appearing back-to-back on a single show. They packed venues
including the Million-Dollar
Theater in Los Angeles and New
York’s Madison Square Garden.
Alas, the caravanas, with their
long tours and thrilling post-concert bashes sometimes proved to be overly wild. Like that time the
rivalry between the two ranchera
legends Fernandez and Gerardo
Reyes almost ended in a fistfight
in San Francisco as fellow superstars Juan Gabriel and Rocio Durcal watched on; screen icon
and comedian Eulalio Gonzalez
“Piporro” had to step in.
“I thought they were going
to come to blows. Gerardo
was tough, he was the type of
person who did not think, but
punched,” De Luna recalled.
“They were beautiful tours,
because you got to live together
with all the stars.”
All along De Luna started
buying radio stations across the
country. At one point he had
about 30.
The Luna way
The beginning of the end of
the golden age of the Latino
music came during the 1980s,
when the industry started to be
besieged by counterfeit cassette
tapes, De Luna said. The death
blow came during the housing
market crash of 2008.
The big record labels started
buying out the smaller recording companies. De Luna sold a large part of his catalog to Sony
Music and ended up laying-off
his recording acts.
Still, some of that music has
found a second act in the digital
age, he said. People are rediscovering some of those old artists on the web.
He retired for a few years,
but discovered something was
amiss. De Luna returned to his
roots and hit the road with some
of his bands like Arcangel AR15.
Locally, his two radio stations
are doing well. While most Spanish-language radio stations often use syndicated national deejays,
La Musikera and La Maquina
use local talent.
The advice De Luna gives to
young people who want to make
something of themselves in the
world is what he learned from
the likes of Fernandez, Gabriel
and Los Caminantes: Be disciplined and work very hard. “You have to enjoy it, you have
to feel it in your veins,” he said.
He also urges fellow immigrants and newcomers be active in their communities. If possible, seek an office and work for changes that will help current
residents and future generations, he said.
“I felt that it did not matter
back then if you were of Latino
or Mexican origin. I felt we were
a group of citizens trying to have
a better city,” he said. “I think it
is very important for our people
to be active. Do not just complain and do nothing.”
JOHN BURGESS / THE PRESS DEMOCRAT
Abel De Luna once owned the Raven, which was then known as the Haven Theater, in Healdsburg. He became the first Latino mayor of Healdburg in 1978.

Luego
trabajó recogiendo lechuga en
Salinas, un trabajo duro y físico
que lo convenció de que debía
buscar otro tipo de empleo.
"Lloré, sufrí", recordó. "Me
otra tienda, La Luna Market y
"Me encantaba escuchar a
algunos proyectos que no has
terminado. Deberíamos hacer
una moción para que los sigas’”,
dijo.
podido lograr.
Aún así, recuerda su tiempo
en el concejo con cariño y se
siente orgulloso de haber sido
el primer alcalde latino de la
ciudad.
“Recuerdo esos días como
algo muy especial en mi vida.
Aprendí cómo se puede seguir
ayudando a la comunidad
después de la política. He seguido sirviendo.
suelen utilizar locutores nacionales sindicados, La Musikera y La Máquina Musical emplean
talento local.
latino o mexicano. Sentía que
éramos un grupo de ciudadanos
tratando de tener una mejor
ciudad”, dijo. “Creo que es muy
importante que nuestra gente
sea activa. Que no solo se quejen
y no hagan nada”.

To the Healdsburg City Council Board:

I would like to submit a letter of support to name the park, “Parque de Luna” in honor of Healdsburg’s first Mexican Mayor, my paternal uncle, Abel De Luna.
Growing up in Healdsburg, I had so many pleasant childhood memories. One of these memories occurred when my uncle, Abel De Luna, became the first Mexican Mayor of Healdsburg in 1978. I remember my father, Gregorio De Luna, posting signs to vote for my uncle throughout the town. At that time, I was only five years old, and I never realized my uncle was indeed the first Mexican Mayor of Healdsburg, except that my uncle was very proud to be a Healdsburg resident, as my family was to be a part of the Healdsburg community. I truly believe my father and uncle taught me the value of community service, and to remain humble to your family, friends, and community.
Uncle Abel also opened one of the first Mexican markets in Healdsburg, Ukiah, and Rutherford, where they sold Mexican food products and merchandise. The La Luna Market in Rutherford continues to be in operation since 1968. The La Luna Market in Healdsburg would assist residents who only spoke Spanish and required bilingual services to understand documents and locate community resources without charging a fee. I also have very fond childhood memories of the La Luna Market hosting community events at the Healdsburg store.
Additionally, my uncle owned the Raven movie theater in Healdsburg that played English and Spanish movies, a music company where he produced and backed nationally recognized performing artists in the Spanish music industry, and various radio stations in Northern and Southern California. I remember the Healdsburg movie theater being full of community residents on Sundays who wanted to see Spanish movies. This was rare as no other local movie theaters offered movies in Spanish. However, honestly, the Raven movie theater brought a sense of community and connection, whenever I would go to see movies in English or Spanish.
In September 2012, the De Luna Family was blessed to be a part of the Russian River Recorder (Summer 2012, Issue 117, An Official Publication of the Healdsburg Museum and Historical Society to honor the Mexican families that were part of the

Healdsburg Community). The publication was in connection with the local museum that had a special exhibit of Mexican families to honor the Hispanic heritage month. It was the first time the city had celebrated Hispanic heritage. When the museum started this project in 2011, within the city’s 60,000 archived photos, there were only four (4) photos were of Hispanic members. This special exhibit increased the number photos of Hispanic members. The town held a festival for this special exhibit at the city’s plaza.
Uncle Abel traveled from Los Angeles where he currently resides to be the MC for the festival. He did a wonderful job being the MC, and in a sense brought awareness to the local Hispanic community to get involved with their city. Recently, there was also the Press Democrat news article on my uncle – Abel De Luna, Healdsburg’s first Latino mayor, reflects, on his path through business, politics, entertains (September 2024).
My uncle inspired our De Luna family to believe that anything could be possible with hard work, faith, and dedication, and to never forget about your community. I currently reside in Sacramento, CA. I am the first in my family to obtain a master’s degree and become a Licensed Clinical Social Worker, and my husband was the first in his family to earn his law degree and become a licensed attorney for the state of CA, where he is currently a Presiding Administrative Law Judge. My husband and I continue to take pride in our community and volunteer in charitable organizations. When possible, my husband and I continue to visit Healdsburg, as this town will always hold a special place in my heart. In conclusion, it would be a great honor if my uncle, Able De Luna, is named after a park, “Parque de Luna.”
Sincerely,

Packet Pg. 254 Attachment: C. Park Naming Public Comment (4521 : Saggio Hills Development Park Naming) I had the opportunity to see first hand how much Mr. DeLuna gave to his family and the community. He was passionate about both. I was able to see him grow his local businesses such as the La Luna Market and Aven theater simultaneously as he was working diligently starting his music career.
Mr. DeLuna was also the first Mexican mayor of Healdsburg which I still can't believe. I know you know all this but what it really means is that he was an extremely influential person and a role model for kids like me growing up in the area. I saw that you don't have to be a service worker, field worker, or industrial employee. As a Mexican American first generation this is all I knew. Watching Mr. DeLuna and seeing his accomplishments showed me that I could be more than a "worker" and be what I really want to be.
I grew up and entered the field of Law Enforcement and served for 20 years. I then and still am an entrepreneur owning four local businesses. Much of this is due to Mr.
DeLuna's examples and his inspiration.
Ultimately it would be very powerful and meaningful for me to be able to take my children and now grandchildren to a park where I actually know the man it was named after. I can also use his story to share and provide them ideas and hopes of becoming what they want.
I respect naming a park after someone who is a historical figure, but naming it after a historical figure who is still around and can continue to share his story is very powerful and we should be so lucky to have this opportunity.
Thank you for your time.

Hi. I’m Yesenia De Luna, daughter of former mayor of Healdsburg (Abel De Luna). I just found out that there is a new park in town that is being considered to be named after my father, Abel. It would be a great honor if that would come to be.
I was wondering if it has been voted on yet and if there is anything we can do to help make it happen.
Thanks for your help

Mayor of Healdsburg
Dear Mayor David Hagele and Planning Commission,
I am writing to express my heartfelt support for the proposal to name Saggio Hills Park as "Parque de Luna," in honor of Mr. Abel de Luna. His legacy as Healdsburg’s first Latino elected Mayor and a pioneer in the Latino business community is both significant and inspiring.
Mr. de Luna's journey, from a migrant farmworker to founding La Luna Market in 1968, embodies the resilience and determination that define our community. His market provided more than just goods; it became a safe space for Latinos, offering everything from translation services to financial assistance. His impact extended far beyond his business, as he worked to create opportunities through organizations like El Porvenir Credit Union and through his contributions to the Mexican music industry with Luna Music.
Naming the park in his honor would be a meaningful recognition of both his contributions and the vital role Latinos play in the region. Parque de Luna would serve as a lasting symbol of inspiration for all immigrants and future generations.
Thank you for your consideration.

The Honorable Mayor David Hagele
Mayor of Healdsburg
Dear Mayor Hagele,
I am writing to you today to express my heartfelt support for the consideration of naming a park in Saggio Hills Park as “Parque DeLuna.” I have had the distinct pleasure of knowing Mr. Abel DeLuna for the majority of my professional career in the music industry, and I can personally attest to his remarkable character, influence, and contributions.
During his tenure at Sony Music, Mr. DeLuna was a colleague whose professionalism and leadership were well-recognized among our peers. Now the owner of Luna Music, a record label representing renowned artists, he continues to have a significant impact on our industry. His artists have even achieved the prestigious honor of being nominated for Latin Grammys, further solidifying his influence in Latin music. As the owner of Moon Broadcasting, a network of radio stations prominently in Sonoma county, he remains an active and vital figure in broadcasting, particularly within the Latino community. His dedication to serving his community and uplifting Latino culture makes him a deserving candidate for this significant recognition.
In addition to his impressive achievements in the music business, Mr DeLuna currently serves as the Treasurer of Promotores Unidos, the largest and most significant non-profit organization for Latino and Hispanic concert promoters across the U.S. and Mexico, an organization with over 350 members of which I am also proud to be a board member.
With the Latino community growing steadily in Healdsburg, naming the park “Parque DeLuna” would be a fitting tribute to Mr. DeLuna’s longstanding contributions to our culture and his undeniable impact on the community. It would also serve as a powerful symbol of the city’s acknowledgment of the importance of the Latino community in its future.
Thank you for your consideration of this request. It would truly be an honor to see the City of Healdsburg recognize Mr. DeLuna’s legacy in such a meaningful way.
Sincerely,
Raúl Ronquillo

Re: YES on De Luna Park or Parque De Luna
What an honor it is to see my Uncle’s name Abel De Luna be brought up as possible new name for the Saggio Hills Park.
My Uncle Abel, started his political career in the Healdsburg community by being elected to serve on the City Council, his second year he served as Vice Mayor and then went on to make history as the first elected Latino Mayor, he ended up serving two terms, also at the time he was 32 years old and the youngest Mayor elected to office. He may still hold that record, we will have to look into that.
Also with the stores Abel established with the help of our parents Pedro and Inés and my Uncle Nicolas, La Luna Markets in Rutherford and Healdsburg, many laborers were helped as they arrived from Mexico with their desire to earn the American Dollar. Farmworkers knew they could count on La Luna Markets for employment information as many ranch owners and managers knew if they could call or arrive at the stores in the early morning seeking workers we would provide information to the laborers. La Luna Market was a place where farmworkers would go to cash their payroll checks, and buy money orders, to send money home securely. We would not only sell Mexican groceries not found at other stores, we sold Money Orders help the customers fill out the money orders then help them register and mail their correspondence with the USPS. It was always about helping!
Abel was always involved in the community, one of the organizations he much supported was, Cesar Chavez and the United Farm Workers

The De Luna Family has been honored in the Healdsburg Museum and Historical Society in 2012, in their issue “How I came to America”. Honoring my Grandparents, the Patriarchs of the family Pedro and Inés De Luna. Mentioning how even before the Bracero Work Program, our GreatGrandfather Ladislado De Luna, came to the USA in 1918 with another US Work Program, working with Topeka and Santa Fe Railroad Companies, through several states in the US.
The De Luna Family which at one time consisted of 27 members in Healdsburg/Windsor alone, continues to contribute to the Sonoma community, with 3 teachers from our Windsor branch alone, they definitely will be leaving a large mark. For example, Pedro De Luna, winner of Teachers Appreciation Week, with a Picture on Transit buses for a month, Key Note Speaker for various community events one of those was, Latinos Unidos of Sonoma County with over 400 in attendance and $90,000 in scholarships were given out. As a leader in the community Pedro De Luna was asked to lead the Maramota Celebration Parade.
Even though Abel has relocated to Southern California his contributions in the Mexican music industry keep his name in the public eye throughout the US and Latin America.
I close with my appreciation of your time and consideration of Parque De Luna!
Sincerely,
Susana De Luna Sepulveda

My father, Abel De Luna, and has always taken great pride in his part of Healdsburg's history. La Luna Market was a much needed bridge for the Latino community in Healdsburg, but my father knew that bridge needed to be stronger. He organized and was chairman of North Bay Human Development Corporation (now known as California Human Development, CHD). He was a founder of El Porvenir Credit Union, a place that opened its doors to latino families that aspired to own homes and start their own small businesses. He bought the only movie theatre in Healdsburg (The Aven) and dedicated Sundays to Spanish-language films. Seeing a movie in your primary language wasn’t just about the entertainment. This was a time where there were no community events or businesses catering to the Latino population, my father recognized the deep rooted importance of feeling seen in your community. Families would drive to Healdsburg from as far as Mendocino or Napa County on Sundays. To this day, those families that have settled in Healdsburg and surrounding cities continue to thank him for giving them something to look forward to after a 6 day workweek.
Mexican music was another passion my father has always had. And like everything he has accomplished in his life, it was tied to showcasing his culture in hopes of creating a real home in this country. He discovered talented Mexican music artists in Northern California and developed that passion into one of the biggest Indie record labels of the 80’s & 90’s. Luna Music and my father’s contributions to pioneering the business of Mexican music in the United States is legendary in the Latin music industry. What many in that industry don’t know is that company was founded in Healdsburg. Never one to abandon what he started in Northern California, in 1993 he bought a local chain of Spanish language radio stations out of Santa Rosa, which he still runs today. They have been yet another beacon for latinos and a voice for the community. From Christmas toy drives to distributing thanksgiving dinners, my father runs businesses that put the importance of giving back first.
At the center of Abel de Luna’s story is the American dream. He came to this country with the mindset of planting deep roots--for him, for his family & for his community. This park could be an inspiration to Mexicans, Latinos, to all immigrants who come to Wine Country with the intention of building a life here. For generations, Latinos have been the backbone of growth in our county. We are the largest group of residents, and deserve to be part of the narrative. We don’t have a landmark like Parque de Luna. A place we feel seen and represented, and above all, inspired. The fact that Healdsburg has only elected one Mexican mayor in the last 50 years shows there is still work to be done.
Growing up in the De Luna family, working hard and giving back was taught by example. I

Josefa Carrillo de Fitch co-owned the 48,000 acre Rancho, Sotoyome. Her multiethnic love story with Captain Fitch is one of the best known in California History.

By naming the park after this Latino, Healdsburg would be building another bridge of unity/inclusion by acknowledging the importance of Latinos in the city’s history to the present day.

Inclusivity where all people live in harmony in Healdsburg, gathering at the park. Diversity because harmony requires differences to create something.
Please provide a detailed description of the context surrounding your proposed name (Describa detalladamente el contexto que rodea al nombre propuesto):*
Searching for the right word to express as many of the values and as much of the heritage in Healdsburg, I hit upon Harmony. Healdsburg sets the place; and our city's founder's name was Harmon! The value is for all Healdsburgers to live in harmony, gathering at a place named for it -- an evergreen and continually evolving reminder: a park for all.
How does your proposed name reflect diversity, equity and inclusion for our community or the surrounding area?
Harmony is defined in so many positive ways: a state of peaceful existence and agreement of ideas, feelings, or actions, or a pleasing combination of different parts. In music, harmony is the concept of combining different sounds together in order to create new, distinct musical ideas. From the Pomo Indians to the rest of the settlers through the present day, Healdsburgers strive to attain harmony with each other and our natural environment.
Does your proposed name incorporate local significance? If so, how? (¿Incorpora el nombre propuesto un significado local? En caso afirmativo, ¿cómo?)*
Yes. Healdsburg Harmony Park is inclusive of the person who was our founder, Harmon Heald, and of the city name (place) so that people can easily locate the park and identify with it. It's our park.

Diversity Equity and Inclusion
Please provide a detailed description of the context surrounding your proposed name (Describa detalladamente el contexto que rodea al nombre propuesto):*
The term Reunión (spelled almost the same in English) is easy to understand at a glance in Spanish and English, Healdsburg's two largest demographic groups and languages. It connotes a gathering, a meeting up, of people who have been apart or away and now come back together. A homecoming. To include the feature of location, add "Healdsburg Reunión Park."
How does your proposed name reflect diversity, equity and inclusion for our community or the surrounding area?
Reunión Park is inclusive of Spanish and English. It embraces unity and togetherness. It invites people from different walks to "reunite." I would hope it would invite all people and not exclude anyone from gathering and benefitting from this new park.
Does your proposed name incorporate local significance? If so, how? (¿Incorpora el nombre propuesto un significado local? En caso afirmativo, ¿cómo?)*
"Healdsburg Reunión Park" would add the local connection.

Please provide a detailed description of the context surrounding your proposed name (Describa detalladamente el contexto que rodea al nombre propuesto):*
I propose that the city of Healdsburg name the Saggio Hills park to recognize Josefa Carrillo, a strong resilient Latina woman who spanned the history of California and then Healdsburg from the Mission era through the Rancho time, the Mexican War, Gold Rush and on to her death in 1893. Josefa, the matriarch of the Fitch family and the owner of the huge Sotoyme land grant, represents many threads in Healdsburg History:
• Our rich Latina heritage.
• The historic transitions in Healdsburg and all of California resulting from the Gold Rush and California’s statehood.
• Key contributions and sacrifices made by women throughout our history. • The intersecting and diverse web of early families, many of whom are still part of our community today.
Naming the park for Josefa is an opportunity to counter balance the pervasiveness of place names representing men who arrived after statehood that ignore the rich interwoven histories that created California.
Josefa Maria Antonia Natalia Carrillo, the wife of Captain Henry Fitch, inherited the Sotoyome land grant and was the head of a family which lived here as the Pomo village of Ka-le became Rancho Sotoyome and then Healdsburg.
Josefa was born in San Diego, eloped to Chile, returned to California, and eventually moved as a widow with children to what is now Bailhache Avenue in Healdsburg, where she lived, and chose to be buried at Oak Mound cemetery.
She was educated and bicultural. Hers was one of the Spanish families rocked by the immense demographic and cultural changes in California during the mid 1800s. Many of her descendants are still in our community and many others continue to look to it as an ancestral home.
She arrived in what would become Healdsburg in 1850 to find that much of her land grant, which she had thought would support her family, had been appropriated by squatters. Yet she managed to sell property and farm her own ranch and keep the family together. And her children and their descendants became a fo
How does your proposed name reflect diversity, equity and inclusion for our community or the surrounding area?
Healdsburg place names largely commemorate white Anglo Saxon Protestant men, who arrived after statehood. Josefa, a woman who witnessed and shaped Healdsburg’s rich early as well post-statehood 19th Century history, deserves a name on the land representing the part played by women in our history and the Spanish/Mexican heritage that is an important part of our history.

Josefa Carrillo is a big deal in Healdsburg history. Her rancho contained all of Healdsburg and much of the surrounding area. She lived and endured on it for nearly a half century. She powerfully represents women and the descendants of Spanish/Mexican families who pioneered life in this area during the changing times of the 1800s. Her children married children of the Bailhache, Grant, Foss, Pina, and Brown families building a community which continued and combined both cultures. Her beautiful mix of cultures is still an important part of Healdsburg:
Last year we had a Pomo feast at the museum, Mexican street corn at the plaza celebrations, Oaxacan dancers in the FFA parade, and hot dogs on the 4th of July. Healdsburg values the cultures and people who have been here; Josefa Carrillo can be a representative of these people, including her descendants still living here.
In an article about Josefa’s death, the San Francisco Call (Jan 26, 1893) noted:
“Mrs. de Fitch was highly honored and much respected by all who knew her. The funeral took place form (sic) St. John’s Catholic Church and was the largest ever seen in this city.”
I believe Josefa deserves our continued respect and this honor.

I wanted to nominate a name that recognizes the first inhabitants of Healdsburg.
Through a little research, I found a nearby former village named "baca'klekaū". My hope is that if this name is not chosen, another will be that reflects the indigenous people, culture, and land.
How does your proposed name reflect diversity, equity and inclusion for our community or the surrounding area?
I think a name of indigenous origin is a good reminder of and a good way to honor the people whose lands we live on.

It is the name of a nearby former village of the Southern Pomo. "baca'klekaū, from baca', buckeye, kale', tree, and īkaū, bursted or broken, at the point about a mile north of Healdsburg where the roads leading to Lyttons and to Dry creek diverge." - https://oac.cdlib.org/view?

Please provide a detailed description of the context surrounding your proposed name (Describa detalladamente el contexto que rodea al nombre propuesto):*
In honor and remembrance of Harmon Heald, the founder of Healdsburg. There haven't been any parks or public spaces named after him, as far as I know... Just the h3 hotel downtown.
How does your proposed name reflect diversity, equity and inclusion for our community or the surrounding area? ( ¿Cómo refleja el nombre propuesto la diversidad, la equidad y la inclusión de nuestra comunidad o de la zona circundante?)* The word Harmony gives the context of a serene, wholesome area for city residents and tourists alike can enjoy. Musical notes played together (though different) can create a harmony, and that's what I would love for our town to be able to do. There is a divide between old Healdsburg and new Healdsburg that I would love to bring together and Harmony Park could do just that, like the downtown plaza does.
Does your proposed name incorporate local significance? If so, how? (¿Incorpora el nombre propuesto un significado local? En caso afirmativo, ¿cómo?)*
Harmon Heald founded Healdsburg in 1851, it would be an homage as well as a "play" on the name Harmon - Harmony.

Named for local American Indians

From Wikipedia: "Rancho Sotoyome was a 48,837-acre (197.64 km2) Mexican land grant given to Henry D. Fitch. Sotoyome or "Satiyomes" was the name of a Wappo tribe. Other references state that Sotoyome was an Indian Chief in the land grant area, and both may be true.
