CITY OF HEALDSBURG
CITY COUNCIL AGENDA STAFF REPORT
MEETING DATE: November 4, 2024
SUBJECT: Professional Services Agreement with Brandley Engineering, Inc.
PREPARED BY: Clay Thistle, Senior Engineer
STRATEGIC INITIATIVE(S):
Maintain and Improve Infrastructure and Facilities
RECOMMENDED ACTION(S):
Adopt a Resolution approving a Professional Services Agreement with Brandley Engineering, Inc. in the not-to-exceed amount of $59,000 for environmental and engineering design services for the Rehabilitate Taxiway A, A1, and Associated Aprons Project, authorizing the City Manager to execute the Agreement and execute additional items associated with applying for and receiving grant funding for the project on the City’s behalf, and amend the Adopted Budget.
COMMUNITY ENGAGEMENT/OUTREACH:
Not applicable.
BACKGROUND:
The Healdsburg Municipal Airport (Airport) is a Federal Aviation Administration (FAA) sponsored airport.
The City annually prepares an Airport Capital Improvement Program (ACIP) outlining the proposed maintenance and improvement projects for the next five or more years. The ACIP is reviewed and approved by the FAA allowing the City to be eligible for FAA grant funding. The City routinely receives funding from the FAA for qualifying projects. To plan, develop, and implement the ACIP consultant professional services are required.
As recommended by FAA Sponsor Guide Section 300 – Procurement of Professional Services and in accordance with FAA Advisory Circular 150/5100-14E, Architectural, Engineering and Planning Consultant Services for Airport Grant Projects selecting a consultant for multiple projects over a five-year period is preferred for efficiency.
Beginning November 2, 2020, Brandley Engineering, Inc. was selected to provide airport engineering services for a term of 5 years. The services are to be provided through individual
6.D
Packet Pg. 144
Professional Service Agreements (PSAs).
The Rehabilitate Taxiway A, A1, and Associated Aprons Project is included in the ACIP.
The project will rehabilitate failing taxiway pavement along Taxiway A, Taxiway A1 and associated aprons. Rehabilitation will vary from removing and replacing the existing surface pavement, to completely removing and reconstructing the pavement along with the underlying base material.
The Healdsburg Airport receives FAA Airport Improvement Program (AIP) entitlements of $150,000 per year. Entitlements can be collected for a maximum of 4 years totaling $600,00.
The City has collected FY24 and FY25 AIP entitlements of $300,000.
Under the Bipartisan Infrastructure Law (BIL) all airports receive Airport Infrastructure Grant (AIG) entitlement funds for five years (Fiscal Year 2022 through Fiscal Year 2026). Funds are available for four years beginning in the Federal Fiscal Year (October 1st, through September 30th) the funds are allocated. The City has collected Fiscal Year 2022 through Fiscal Year 2025 entitlements of $592,000 and will receive entitlements of approximately $144,000 in Fiscal Year 2026.
Historically FAA grant projects at the Healdsburg Airport have applied for and received design funding in one yearly grant cycle and applied for and received construction funding in a subsequent yearly cycle. This allows for a grant to be issued for design followed by a grant for construction thereby limiting the commitment of City Airport Funds.
With the City’s initial AIG entitlements set to expire in Federal Fiscal Year 2025 it is necessary to complete the design prior to applying for grant funding. Once the design and bidding has been completed a grant for construction, construction management and reimbursement for design can be applied for and received prior to entitlements expiring.
The City anticipates submitting for FAA and grant funding in November and receiving approval in the summer of 2025. When approved, the grant will provide the City with up to 90% of the design reimbursement, construction, and construction management costs.
DISCUSSION/ANALYSIS:
Brandley Engineering, Inc. has met with staff for detailed discussions about the Project, related schedule, the City’s expectations concerning delivery of the Project, and the proposed fee estimate for services. Staff has reviewed the proposed not-to-exceed fee of $59,000 and, based on the proposed scope of service and their professional expertise in airport related projects, staff believes the cost of services is reasonable.
Staff recommends that the City Council approve and authorize the City Manager to execute a PSA with Brandley Engineering Inc. in the not-to-exceed amount of $59,000.00 for environmental and engineering design services for the Rehabilitate Taxiway A, A1, and Associated Aprons Project.
6.D
Packet Pg. 145
ENVIRONMENTAL STEWARDSHIP:
Reuse, recycling, waste diversion, and construction vehicle emission reduction will be implemented into the design where possible.
ALTERNATIVES:
Council may choose to not adopt the proposed Resolution for authorizing a contract with Brandley Engineering, Inc. to provide environmental and engineering design services. Under this alternative the City will not have the required expertise to develop the project resulting in continued substandard conditions and the potential loss of grant funding.
FISCAL IMPACT:
Appropriations for the design of Airport Taxiways A and A1 Pavement Rehabilitation Project AP005 in the amount of $62,000 are included in the Fiscal Year 2024-25 Airport Capital Replacement Fund Budget. Funding sources include $55,800 from an anticipated FAA AIP grant and $6,200 from the Airport Operating Fund.
An increase in the Airport Operating Fund contribution of $55,800 is necessary to fully fund the $59,000 design PSA being proposed for approval and staff time. As a grant is not currently in place to support the design work the FAA grant budget will be reduced proportionately, resulting in no change to the total project budget. It is anticipated that when awarded the FAA grant funding will provide reimbursement for 90% of the design costs incurred. Another FAA grant will further fund 90% of the construction costs. When design is complete Council action will be required to award a construction contract. Any budget adjustments needed will be proposed to realign the project budget with grants subsequently awarded.
ENVIRONMENTAL ANALYSIS:
The recommended action does not constitute a “project” under CEQA. The future construction project will be subject to environmental review and pending approval pursuant to CEQA and NEPA guidelines at a future date. The FAA will be the Lead Agency for the NEPA process.
