AGENDA ITEMS
This time is set aside to receive comments from the public regarding matters of general interest not on the agenda, but related to City Council/RSA business. Pursuant to the Brown Act, however, the City Council cannot consider any issues or take action on any requests during this comment period. Public comment on non-agenda items is limited to thirty (30) minutes total for all speakers, with each speaker given no more than three (3) minutes. If there are more than ten (10) audience/public comment speakers, the Mayor may reduce each speaker’s time from three (3) minutes so that all speakers have an equal time to speak. At the Mayor’s discretion, the public comment period may be extended past 30 minutes. Members from the public wishing to speak on a Consent Agenda item should notify the Mayor during Public Comments.
6. CONSENT CALENDAR
The following items listed on the Consent Calendar are considered routine in nature or have been previously reviewed by the Council and require little or no further discussion by the Council, public, or applicant and action will be taken by the City Council by a single motion. Councilmember may request that an item be removed from the Consent Calendar and action taken separately. Consent by a majority of the Councilmembers present will be required in order to remove the item. In the event an item is removed, the matter will be considered immediately following the adoption of the Consent Calendar.
A. Laura Fish Somersal Park Schematic Design Contract
Adopt a Resolution awarding a contract to Fletcher Studios for the schematic design of Laura Fish Somersal Park, approving a 10% contingency, and authorizing the City Manager to execute the contract.
B. Contract for the Construction of Public Electric Vehicle Charging Stations at the Maher and Senior Center parking Lots
Adopted a Resolution rejecting the bid submitted by Premier Construction Inc., conditionally awarding a contract to Pat Nelson Construction Inc. for an amount not to exceed $210,040.00, and delegating authority to the City Manager to execute the contract on the City's behalf.
C. Fiscal Year 2023-2024 Annual Report of Developer Fees (AB 1600 Report) Adopt a Resolution accepting the fiscal year 2023-2024 annual report of development impact fee activity.
D. L&M Village Quarterly Update
Receive the L&M Village Quarterly Update.
E. 2025 Local Appointments List pursuant to The Maddy Act Adopt a Resolution approving the Local Appointment List of Positions on City Boards, Commissions, and Committees that will have vacancies in 2025 and designating the Healdsburg Public Library as the public library to receive a copy of the Local Appointments List pursuant to The Maddy Act.
F. Professional Services Agreement with eScribe Software Ltd for Agenda Management Services
Adopt a Resolution approving a Professional Services Agreement with eScribe Software Ltd. for meeting and agenda automation for an amount not to exceed $80,490, for a term of three years with two optional one-year extensions and authorizing the City Manager to execute said agreement.

A. First Public Hearing to Receive Input on the Composition of Districts and Number of Districts for District Based Council Elections

Conduct the first public hearing to receive community feedback and provide direction to staff regarding the composition of voting districts and number of districts.

A. Renaming the Healdsburg Community Center the "Abel De Luna Community Center"
Adopt a Resolution renaming the Healdsburg Community Center the "Abel De Luna Community Center” and waiving the Healdsburg Park Naming Policy.
9. NEW BUSINESS
A. Canvass of 2024 Municipal Election Results and Installation of Council Members
1. Adopt a Resolution declaring the results of the General Municipal Election held on November 5, 2024, and such other matters as provided by law; and
2. Installation of newly elected Council Members.
B. Appoint a Council Subcommittee to Interview Parks and Recreation Commission and Senior Citizen Advisory Commission Applicants
Consider appointing Council subcommittees to interview the applicants for the Parks and Recreation Commission and the Senior Citizen Advisory Commission.
C. City Council Meetings and Work Session Dates for 2025 By motion, re-schedule certain regular 2025 City Council meeting dates that fall on a holiday and approve the City Council meeting schedule for 2025, including the anticipated work sessions and special meeting dates.
D. Appointments of Council Members to Various Boards and Commissions for 2025
1. By motion assign Council Member appointments to the various Boards and Commissions for 2025.
2. Adopt a Resolution appointing a Commissioner and Alternates to the Northern California Power Agency (“NCPA”), the Transmission Agency of Northern California (“TANC”) and the Lodi Energy Center’s Project Participants Committee (“LEC PPC”) and rescinding all previous appointments.

5. COMENTARIOS PÚBLICOS SOBRE LOS PUNTOS EN EL CALENDARIO ACORDADO Y LOS PUNTOS NO INCLUIDOS EN EL ORDEN DEL DÍA
Este tiempo se reserva para recibir comentarios del público sobre asuntos de interés general no incluidos en el orden del día, pero relacionados con los asuntos del Consejo Municipal/RSA. Sin embargo, conforme la Ley Brown, el Consejo Municipal no puede considerar temas o tomar medidas sobre cualquier solicitud hecha durante este período de comentario. Los comentarios del público sobre los puntos no incluidos en el orden del día están limitados a treinta (30) minutos en total para todos los oradores, concediéndose a cada orador un máximo de tres (3) minutos. Si hay más de diez (10) comentarios públicos, el alcalde puede reducir el tiempo de tres (3) minutos de cada orador para que así todos los oradores tengan el mismo tiempo para hablar. 6. CALENDARIO ACORDADO
Los siguientes puntos enumerados en el orden del día acordado se consideran rutinarios o han sido revisados previamente por el Consejo y requieren poca o ninguna discusión por parte del Consejo, el público o solicitante y el Consejo Municipal tomará medidas en una sola moción. Un miembro del consejo puede solicitar que se excluya un punto del calendario acordado y se pueden tomar medidas por separado. Para excluir un punto, se requiere el consentimiento de una mayoría de los miembros del consejo presentes. En caso de que se excluya un punto, el asunto se considerará de inmediato después de la adopción del orden del día acordado.
A. Contrato de Diseño Esquemático para el Parque Laura Fish Somersal Adoptar una Resolución por la que se adjudique a Fletcher Studios el contrato de diseño esquemático para el Parque Laura Fish Somersal, aprobando una contingencia del 10% y autorizando al gerente de la Ciudad a ejecutar el contrato.
B. Adjudicar un contrato para la construcción de estaciones públicas de carga para vehículos eléctricos en los estacionamientos de MHER y del Centro de Mayores.
Adoptar una Resolución que rechace la licitación presentada por Premier Construction Inc., adjudicando condicionalmente un contrato con Pat Nelson Construction Inc. por un importe que no exceda $210,040.00 y delegando autoridad al gerente de la Ciudad a ejecutar el contrato el nombre de la Ciudad.
C. Informe anual del año fiscal 2023-2024 sobre las tasas de urbanización (Informe AB 1600)
Adoptar una Resolución por la que se acepte el informe anual del año fiscal 2023-2024 sobre la actividad de la tasa de impacto sobre el desarrollo.
D. Actualización trimestral de L&M Village
Recibir la actualización trimestral de L&M Village.
E. Lista de nombramientos locales para 2025 de conformidad con la Ley Maddy Adoptar una Resolución por la que se apruebe la Lista de nombramientos locales de los puestos en las juntas, comisiones y comités de la Ciudad que tendrán vacantes en 2025 y por la que se designe a la Biblioteca Pública de Healdsburg como la biblioteca pública que recibirá una copia de la lista de nombramientos locales de conformidad con la Ley Maddy.
F. Acuerdo de servicios profesionales con eScribe Software Ltd para Servicios de gestión de agendas

Adoptar una Resolución que apruebe un acuerdo de servicios profesionales con eScribe Software Ltd. para la automatización de reuniones y agendas por un monto que no exceda $80,490.00 por un plazo de tres años con dos extensiones opcionales de un año y que autorice al gerente de la Ciudad a ejecutar tal acuerdo.
