5. PUBLIC COMMENTS ON ITEMS ON THE CONSENT CALENDAR AND NON
AGENDA ITEMS
This time is set aside to receive comments from the public regarding matters of general interest not on the agenda, but related to City Council/RSA business. Pursuant to the Brown Act, however, the City Council cannot consider any issues or take action on any requests during this comment period. Public comment on non-agenda items is limited to thirty (30) minutes total for all speakers, with each speaker given no more than three (3) minutes. If there are more than ten (10) audience/public comment speakers, the Mayor may reduce each speaker’s time from three (3) minutes so that all speakers have an equal time to speak. At the Mayor’s discretion, the public comment period may be extended past 30 minutes. Members from the public wishing to speak on a Consent Agenda item should notify the Mayor during Public Comments.
6. CONSENT CALENDAR
The following items listed on the Consent Calendar are considered routine in nature or have been previously reviewed by the Council and require little or no further discussion by the Council, public, or applicant and action will be taken by the City Council by a single motion. A Councilmember may request that an item be removed from the Consent Calendar and action taken separately. Consent by a majority of the Councilmembers present will be required in order to remove the item. In the event an item is removed, the matter will be considered immediately following the adoption of the Consent Calendar.
A. Audited Financial Statement for the Fiscal Year Ending June 30, 2024 By motion, approve the fiscal year 2023-24 audited financial statements based on an audit performed in accordance with Government Auditing Standards.
B. Landscaping and Lighting Assessment District
Adopt a Resolution appointing Coastland Civil Engineering as Engineer of Work, to direct the preparation of the annual Engineer’s Report and to describe the potential changes to the City of Healdsburg’s Fiscal Year 2025-26 Landscaping and Lighting Assessment District in accordance with the provisions of the Landscaping and Lighting Act of 1972.
C. Agreement with Development Group Inc. for Network Systems Equipment and Installation at Foley Pavilion
Adopt a Resolution authorizing the City Manager to execute a purchase agreement with Development Group, Inc., in the amount of $112,335.90 for Foley Pavilion Network Systems Equipment and Installation.
D. Agreement with eSolutionsOne Inc. for Service Now Service Desk Development, Implementation, and as-needed services

Adopt a Resolution authorizing the City Manager to execute a purchase agreement with eSolutionsOne Inc. in the amount of $129,937 for Service Now development and authorizing the City Manager to execute a purchase agreement with eSolutionsOne Inc. in the amount of $50,000 and amendments not to exceed $150,000 over 3 years for “asneeded” system development support services.
E. Approval of Minutes
By motion, approve the March 18, 2024 Regular Meeting Minutes and the April 1, 2024 Regular Meeting Minutes.

5. COMENTARIOS DEL PÚBLICO SOBRE ASUNTOS DEL ORDEN DEL DÍA ACORDADO Y PUNTOS NO INCLUIDOS EN EL ORDEN DEL DÍA
Este tiempo se reserva para recibir comentarios del público sobre asuntos de interés general que no figuran en el orden del día, pero que están relacionados con los asuntos del Consejo de la Ciudad/RSA. Sin embargo, de conformidad con la Ley Brown, el Consejo de la Ciudad no debe considerar ningún asunto ni tomar medidas sobre ninguna solicitud durante este período de comentarios. El tiempo total para los comentarios del público sobre asuntos no incluidos en el orden del día está limitado a treinta (30) minutos para todos los oradores, y cada orador dispondrá de un máximo de tres (3) minutos. Adoptar una resolución que designe a Coastland Civil Engineering como ingeniero de obra, para dirigir la preparación del informe anual de ingeniería y describir los posibles cambios en el Distrito de tasación para áreas verdes y alumbrado de la Ciudad de Healdsburg para el año fiscal 2025-26 de conformidad con las disposiciones de la Ley de áreas verdes y alumbrado de 1972.
C. Acuerdo con Development Group Inc. para el equipo e instalación de sistemas de red en Foley Pavilion.
Adoptar una resolución que autorice al Administrador de la Ciudad a celebrar un acuerdo de compra con Development Group, Inc., por una cantidad de $112,335.90 para el equipo e instalación de sistemas de red en Foley Pavilion.

D. Acuerdo con eSolutionsOne Inc. para el desarrollo, la implementación y los servicios necesarios de un servicio de soporte ServiceNow
Adoptar una resolución que autorice al Administrador de la Ciudad a celebrar un acuerdo de compra con eSolutionsOne Inc. por una cantidad de $129,937 para el desarrollo del servicio ServiceNow y que autorice además al Administrador de la Ciudad a celebrar un acuerdo de compra con eSolutionsOne Inc. por una cantidad de $50,000 y modificaciones que no superen los $150,000 en un plazo de 3 años para servicios de apoyo al desarrollo de sistemas según sea necesario.
E. Aprobación de las minutas
Por moción, aprobar las minutas de la reunión ordinaria del 18 de marzo de 2024 y las minutas de la reunión ordinaria del 1 de abril de 2024.
