CITY OF HEALDSBURG

CITY COUNCIL AGENDA STAFF REPORT
MEETING DATE: October 20, 2025
SUBJECT: Capital Improvement Program and Appropriations for Continuing Projects PREPARED BY: Katie Edgar, Finance Director
STRATEGIC INITIATIVE(S):
- Provide Effective Governance
RECOMMENDED ACTION(S):

Adopt a Resolution approving amendments to the Fiscal Year 2025-26 Adopted Budget to reestablish appropriations for continuing Capital Improvement Projects.

COMMUNITY ENGAGEMENT/OUTREACH:

City staff kicked off budget development activities with City Council at the January 16, 2024, City Council meeting. On February 26, 2024, staff launched the interactive budget simulation tool and held a community workshop on February 28th at the Senior Center with a presentation on the budget process and a detailed introduction of the budget simulation. Staff spoke with different community organizations about the budget development process and provided several options to engage the public including an abbreviated paper survey. Surveys were provided in both English and Spanish and Spanish language interpretation was available at the public workshop. Staff presented the public feedback at the April 15th, 2024, City Council Meeting. On May 13th the City Council convened a Special Meeting to hold a budget workshop where staff presented the proposed budgets for Fiscal Year 2024-25 and 2025-26. Each engagement offered an opportunity for residents to provide their input on budget priorities.

BACKGROUND:

On June 3rd, 2024, the City Council adopted the budget for Fiscal Year 2024-25 via Resolution No. 64-2024 and Fiscal Year 2025-26 via Resolution No. 65-2024. The biennial budget document includes a five-year Capital Improvement Program that identifies the City infrastructure needs and presents a five-year outline of current and anticipated projects. Capital projects often extend across multiple years due to phasing, construction seasons, and funding availability. The purpose of this report is to provide an administrative summary of current project statuses and propose an increase to the Fiscal Year 2025-26 budget to appropriate unspent project funding from Fiscal Year 2024-

25. Item 8.b
179 of 190
DISCUSSION/ANALYSIS:

In Fiscal Year 2024-25 over 40 Capital Projects were budgeted across the seven capital project funds. These projects were all in various stages at the beginning of the fiscal year and by the end, nine were fully completed.

Two projects have been re-evaluated and are proposed to be defunded. Several years ago, staff submitted a grant application to FEMA for funding to support the Badger Substation Seismic Retrofit Project EL006. FEMA subsequently awarded the project in 2024; however, a portion of the proposed scope was already addressed with the Badger Substation Reconstruction Project EL1008 that was completed in FY 2022-23. Due to delays in grant approval and the resulting need for substantial revisions to the project scope that would materially change the application, staff are proposing to release the matching appropriations originally allocated to this project and revisit the capital needs at the Badger Substation during the next budget cycle. The second project proposed to defund is Airport Hangar Row C Pavement Rehabilitation Project AP006. Annually City staff prepare and submit to the FAA the Airports Capital Improvement Plan (ACIP) that prioritizes the capital needs at the airport and aligns the projects with available FAA funding. The proposed pavement rehabilitation project is still in the plans; however, current projections align the project with grant funding available in 2030. As a result, staff are proposing to release the matching appropriations that were included in the Fiscal Year 2024-25 budget.

Two projects have already been presented individually to the City Council in the first quarter of the fiscal year due to contract awards and the remaining budgets have already been appropriated accordingly in Fiscal Year 2025-26.

The remaining 28 projects that have been started in Fiscal Year 2024-25 or are anticipated to begin in Fiscal Year 2025-26 represent $23.7 million in lapsed appropriations. Staff are proposing the City Council re-appropriate the unspent funding in Fiscal Year 2025-26 to facilitate the continuation of the projects in association with the five-year Capital Improvement Plan.

ENVIRONMENTAL STEWARDSHIP:

Not Applicable.

ALTERNATIVES:

The City Council could choose not to re-appropriate all the proposed capital improvement projects in Fiscal Year 2024-25 and provide further direction on which projects should continue. This option is not advised as many of these projects include grants and developer funding that integrated binding agreements to complete the projects.

FISCAL IMPACT:

The proposed administrative action is to appropriate $23,629,441 of unspent Capital Project funding from Fiscal Year 2024-25 in Fiscal Year 2025-26. Grant funding accounts for $7.5 million of the appropriations and another $3.6 million is attributed to donations and development contributions. The remaining $12.5 million is derived from various operating and special revenue funds supporting projects across all the capital project funds. Attachment A to this report includes a listing of all the capital projects and their status.

Item 8.b

ENVIRONMENTAL ANALYSIS:

The adoption of these Resolutions is exempt from environmental review under the California Environmental Quality Act as this action is not considered a “project” as defined in Title 14, California Code of Regulations, Section 15378(a), as it has no reasonably foreseeable direct or indirect physical change on the environment, and is further specifically excluded under Section 15378(b)(4), as a government funding mechanism or fiscal activity that does not involve a commitment to any specific project.

CITY OF HEALDSBURG

CITY COUNCIL AGENDA STAFF REPORT
MEETING DATE: October 20, 2025
SUBJECT: City Council Manual of Procedures and Protocols PREPARED BY: Raina Allan, City Clerk
April Mitts, Assistant City Manager
STRATEGIC INITIATIVE(S):
- Provide Effective Governance
RECOMMENDED ACTION(S):

Review subcommittee work to-date and discussion and provide direction to staff.

COMMUNITY ENGAGEMENT/OUTREACH:

The City Council held a goal setting workshop on April 18, 2025, at Healdsburg Golf Club at Tayman Park Clubhouse. The workshop was open to the public and included multiple opportunities for public comment. At the workshop, City Council identified a goal to update its protocols. This was affirmed by the City Council on June 2, 2025.

BACKGROUND:

The City Council first adopted protocols on November 4, 2013 (Resolution No. 12-2013), to encourage the orderly and efficient conduct of its meetings. On May 19, 2014 (Resolution No. 65- 2014), City Council revised those protocols to address certain questions and comments received from the public concerning the public comment process. On March 19, 2018 (Resolution No. 20- 2018), City Council further revised the protocols making them more comprehensive and include and/or reference language contained in City Council adopted resolutions and the City’s Municipal Code as well as best practices in place in other Sonoma County cities.

On April 18, 2025, City Council held its goal setting workshop and, out of this process on June 2, 2025, City Council adopted a goal to update the protocols. City Council directed staff to conduct a comprehensive review and look at best practices from other agencies and provided direction for specific updates.

On August 4, 2025, the City Council appointed a subcommittee of Mayor Mitchell and Council Member Kelley to work with staff to further review the existing protocols and make Item 8.c
186 of 190
recommendations to the full City Council for consideration.

DISCUSSION/ANALYSIS:

The subcommittee and staff have met twice and are making good progress in several areas. The following is a list of the protocol areas that the subcommittee has reviewed and will present to City Council for recommended updates at a future City Council meeting:
• Gender neutrality
• Protocols for receiving and disseminating written public comments • City Council correspondence
• Completion of minutes (timing)
• Rules of recusal
• Voting on non-resolution items
• Public hearing process
• City Council goal updates
• Meeting Agendas
o Content and order
o Placing items on the agenda
o Minutes (style)
o Removing items from Consent Calendar
• Proclamations
In reviewing the protocols, the subcommittee has identified items they feel need additional City Council consideration and feedback before final recommendations are made.

This evening, the subcommittee is seeking Council feedback regarding taking positions on legislation and ballot measures. Both are further described below.

Legislative Matters (State and Federal Level)
On January 19, 2021, the City Council adopted its Legislative Procedures Manual and the first Annual Legislative Agenda. The legislative agenda provides guidance to City staff on taking advocacy positions and creates transparency around the City’s legislative positions. The legislative agenda is developed based on an analysis of the political and economic climates in Sacramento and Washington D.C. and outlines the City’s objectives and policies in that context and provides a framework for ongoing advocacy throughout the year.

On June 17, 2024, the City Council adopted an updated Legislative Platform. While the document is the same, for clarification purposes, the name of the document was changed from “Annual Legislative Agenda” to “Legislative Platform.”
It is anticipated the Legislative Platform will be reviewed by staff over the next year in accordance with the Legislative Procedures Manual and will be brought to City Council for feedback and adoption. Adoption of the Legislative Procedures Manual and Legislative Platform (Agenda) is approved with a simple majority of the City Council.

Item 8.c
187 of 190
At this time, staff is only providing an informational update.

Ballot Measures (Local Level)
From time-to-time the City Council is asked to take a position on a local (generally County-wide) ballot measure. The current City Council Manual of Procedures and Protocols and the Legislative Procedures Manual do not specifically address local ballot measures.

The current process for addressing positions on local ballot measures follows the established staff report protocols of having a City Council discussion and a vote with a simple majority.

Below are a few considerations for City Council discussion and direction this evening:

1. The City Council could elect to not take positions on local ballot measures.

2. The City Council could elect to take positions on local ballot measures. If this is preferred, does the City Council wish to:
a. Require a simple majority on a position?
b. Require a super majority on a position?
Staff recommends the Council memorialize any decision regarding local ballot measures in a stand-alone policy or in the Protocols.

Next Steps
The subcommittee and City staff will continue to review the protocols and compile recommended changes for Council consideration. It is anticipated one to two more items will come back to Council for discussion before the final redlined document is presented to Council for recommended approval.

ENVIRONMENTAL STEWARDSHIP:

None.

ALTERNATIVES:

City Council could choose to not discuss positions on local ballot measures and charge the subcommittee with making a recommendation at a later date.

FISCAL IMPACT:

There is no fiscal impact associated with this report.

ENVIRONMENTAL ANALYSIS:

There is no environmental impact associated with this item.

ATTACHMENT(S):

None.
