WHEREAS, additional negotiation with investor-owned utilities will require additional time as the investor-owned utilities have indicated their estimates and assessments will be completed no earlier than June 2026; and
WHEREAS, Healdsburg Municipal Code Section 3.28.030(A)(4) permits the City Council to reject any or all bids for a construction project.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Healdsburg does hereby:
1. Find that the Grove Street Underground Conversion Project is categorically exempt under California Environmental Quality Act, Title 14, Article 19, Section 15302, Class 2c, as it is replacement or reconstruction of an existing utility system or facility with negligible or no expansion of capacity.
2. Pursuant to Healdsburg Municipal Code Section 3.28.030(A)($), reject all bids received for the Grove Street Underground Conversion Project.
PASSED, APPROVED, AND ADOPTED by the City Council of the City of Healdsburg, this 6th day of April 2026, by the following vote:
