12 Railroad Quiet Zone
Analysis
June 15, 2026
13 Recommended
Action
PUBLIC WORKS
Receive a presentation from staff on Railroad
Quiet Zones.
Direct staff to enter into a professional
services agreement to perform a Railroad
Quiet Zone analysis in Healdsburg.
14 Railroad
Quiet Zone
PUBLIC WORKS
Background - Train Horn Rule
• Federal Rail Administration establishes
steps that communities can take to create
Quiet Zones
• Requires consistent train horn use
throughout the nation
• Final rule – 49 CFR 222 (Code of Federal
Regulations)
15 Railroad
Quiet Zone
PUBLIC WORKS
Locomotive Horn Use
• 49 CFR 222.21
• Time-based pattern (15-20 seconds)
• Pattern: 2 long, 1 short, 1 long
• Repeated or prolonged where
crossings are close together
• Not sounded more than ¼-mile from
crossing
16 Railroad
Quiet Zone
PUBLIC WORKS
Why do they blow?
• Warn pedestrians/motorists/animals a train is
approaching
• It is train engineer’s job
• It’s the law
• Train engineer could be held criminally liable
• Train engineer could lose their job
• Train engineer could be sued
17 Railroad
Quiet Zone
PUBLIC WORKS
The horn will sound in or out of a
quiet zone if:
• Crossing devices are known to be
malfunctioning
• Emergency situations (someone or
something on or near track) based on
train engineer’s judgment
• Roadway worker protection
18 Railroad
Quiet Zone
PUBLIC WORKS
What is a Railroad Quiet
Zone? • Not quiet! • Better described as “No
regular use of the train horn
zone” – still hear engine noise, train braking, grade crossing bells, etc.
• Must include pedestrian and
private crossings
• A rail corridor at least one half
mile in length, containing one
or more public highway-rail
grade crossings, within which
blowing of train horns is
prohibited, except in certain
circumstances as discussed
19 Grade
Crossing
Locations
PUBLIC WORKS
Healdsburg railroad
grade crossings (south
to north): • Front Street • Healdsburg Ave Roundabout • Matheson Street • North Street • Grant Street • Dry Creek Road • Grove Street • Simi Winery (private pedestrian crossing)
• Boxheart Drive • North Village (Emergency
Vehicle Access)
• Lytton Springs Road,
Bailhache Avenue, and Grant
Avenue are within the County
of Sonoma
20 Railroad
Quiet Zone
PUBLIC WORKS
Staff is recommending contracting with
RailPros to perform the required
analysis and safety risk calculations at
grade crossings to determine if eligible
for a railroad quiet zone. SMART is
constructing safety measures such as
quad gates and medians at each grade
crossing to assist with making
Healdsburg quiet zone eligible
Next Steps: • Consultant prepares safety analysis and
risk calculations and reviews with city
staff and SMART
• Assuming the calculations demonstrate
city is eligible for a quiet zone, staff will
prepare notice of intent to establish the
quiet zone and present to City Council
for consideration
• Final action is for staff to prepare a
notice of establishment of the quiet zone
for City Council consideration
21 Recommended
Action
PUBLIC WORKS
Adopt a Resolution authorizing the City Manager to
execute a Professional Services Agreement
with RailPros in the not-to-exceed amount of
$148,909 to perform a quiet zone feasibility analysis
and risk calculations as well as prepare
documentation to issue a notice of intent and notice
of establishment of a quiet zone in accordance with
Federal Rail Administration requirements. This
action also includes authorizing a budget
amendment in the not-to-exceed amount of $148,909
to amend the Fiscal Year 2026-27 budget as shown
in Exhibit A to the resolution for this item.
