City Council Meeting
STAFF REPORT
Meeting: City Council Meeting - Oct 11 2022
Department: Finance
Submitted by: Eddie Pust, Interim City Manager
Lorena Rocha, Finance Director;
☐ Receive and File ☒ Consent Calendar ☐ Business Item ☐ Public Hearing
TITLE:
A Resolution of the City Council of the City of Hemet, California Authorizing the Finance Director to Record a Supplemental Appropriation of $7,910 in Support of the Completion of the FY21 -22 AB1600 Report
RECOMMENDED ACTION:
It is respectfully recommended that the City Council:
Adopt a Resolution of the City Council of the City of Hemet, California authorizing the Finance Director to record a supplemental appropriation of $7,910 in the support of the completion of the FY21 -22 AB1600 Report.
BACKGROUND:
AB1600 requires that agencies report annually on the Development Impact Fees (DIF) collected and the use of those fees. In addition, Cities are required to complete a 5 -year report. The City last completed its annual and five-year report in FY2015-16.
ANALYSIS:
In January 2022, Council approved a supplemental appropriation that would allow the City to hire a consultant that would assist the City in completing the required annual reports as well as the 5 -year report for FY2016-17 to FY2020-2021.
Harris & Associates is in the final stages of completing these reports. In addition, they have submitted a proposal to add the annual report for FY2021-22.
DISCUSSION:
14.I
Because they are already familiar with the reports for the last 5 years, it would be more cost effective to continue working with Harris & Associates. The cost to complete the FY2021 -22 annual report is $7,910 and would be funded by the fund balance in the DIF Funds.
The amendment to the contract is within the City Manager's authority and does not require Council approval. However, Council approval is required for the supplemental appropriation.
STRATEGIC PLAN INTEGRATION:
GOAL FIVE: ORGANIZATIONAL EFFECTIVENESS
To identify the work needed inside the City organization to effectively provide services to the community and ensure financial stability.
Objective 2: Evaluate existing practices to ensure continuity with industry best practices.
Objective 3: Provide Council with policies that are consistent while lessening liabilities.
FISCAL IMPACT:
No General Fund impact. If approved, the supplemental request would be allocated to the various DIF Funds and funded out of these funds' available fund balance.
ALTERNATIVE(S):
Council can elect not to approve the supplemental appropr iation and direct staff to hold off on completing the FY2021-22 AB1600 Report.

RECOMMENDED ACTION:
It is respectfully recommended that the City Council, pursuant to Government Code Section 36512, take one of the following actions:
1. Nominate and appoint a qualified individual to fill the vacancy for the City Treasurer seat; or,
2. Discuss and take such other action as the City Council deems appropriate and consistent with state and local law requirements.
BACKGROUND:
On November 3, 2020, the City of Hemet held a General Election for three of its City Council Districts and for City Treasurer, which was consolidated with the statewide General Election. Following the election, the County Registrar of Voters canvased the e lection returns and certified the results to the City Council on December 3, 2020. A total of 15,294 votes were cast for the City Treasurer.
On August 25, 2022, the City Treasurer resigned from her position and duties. Treasurer Savage submitted her letter of resignation on August 22, 2022. The City Council may consider several options for filling the vacancy.
On September 13, 2022, the City Council directed the City Clerk to solicit applications and advertise the vacancy through various means, including the Press -Enterprise, City's website, and social media platforms. Additionally, staff created flyers and provided information to various members of the public.
ANALYSIS:
Through various phone calls and correspondence, it was determined that only one candidate, Lori VanArsdale is deemed qualified for the City Treasurer seat.
15.A
DISCUSSION:
Vacancy
The City Treasurer seat became vacant on August 25, 2022.
The City Council determined that a vacancy for the City Treasurer seat exists; Government Code section 36512 governs the process for filling the vacancy. The City Council has 60 days from August 25, 2022, to fill the vacancy by appointment or call a special election to fill the vacancy. The 60 days expire on October 24, 2022.
Appointment
The City Council chose to fill the vacancy by appointment, and the process of appointment was determined by the City Council.
The City Council could also act on an appointment nomination for a qualified candidate without engaging in an application process.
Hemet Municipal Code Section 2-44 and Government Code Section 34882 establish the requirements for appointment. The candidate must reside in the City of Hemet and be a registered voter.
STRATEGIC PLAN INTEGRATION:
GOAL FIVE: ORGANIZATIONAL EFFECTIVENESS
To identify the work needed inside the City organization to effectively provide services to the community and ensure financial stability.
Objective 1: Operate in a financially sustainable manner.
FISCAL IMPACT:
The cost for a citywide special election is $160,500.
ALTERNATIVE(S):
Direct the City Clerk to continue to solicit applications for the City Treasurer seat through publication in the Press-Enterprise and begin advertising on the City's website and othe r means as directed by the City Clerk. Direct City Clerk to provide a report for presentation and consideration by the City Council at a Special Meeting.

TITLE:
A Resolution of the City Council of the City of Hemet, California, Authorizing Acceptance of Grant Funding from Federal Emergency Management Agency in the Amount Of $7,071,090.00; and Authorizing the City Manager, Or designee, to Execute any Necessary Docu ments to Meet the Grant Requirements
RECOMMENDED ACTION:
It is respectfully recommended that the City Council:
Adopt a Resolution of the City Council of the City of Hemet, California, Authorizing Acceptance of Grant Funding from Federal Emergency Man agement Agency in the Amount Of $7,071,090.00; and Authorizing the City Manager, Or designee, to Execute any Necessary Documents to Meet the Grant Requirements.
BACKGROUND:
Fire Department’s current staffing configuration is one (1) engine company at ea ch station with three (3) personnel. Fire Station #4 is cross -staffed with a Ladder Truck. The Ladder Truck responds to structure fires, major traffic accidents, and technical rescues. The Ladder Truck is a specialized piece of equipment that allows for a tactical advantage for forcible entry, ventilation, and aerial operations on the scene of structure fires. The Ladder Truck has the ability to access roofs over two stories in height (hotels, hospitals, and apartments). The current configuration of cross -staffing inhibits the Fire Department from meeting the NFPA 1710 Standards for Emergency Response. Additionally, the cross- staffing apparatus causes a delay in response. Cross-staffing requires personnel to move their personal equipment and protective gear from one apparatus to another in order to respond. The reaction time (from time of dispatch to enroute time) for units that are not cross-staffed is significantly less. This delay in response has an impact on the damage a fire causes, the survivability of the interior atmosphere, and the structural integrity of the building. Furthermore, these impacts have a fiscal impact on the community when insuring their homes.
The Insurance Services Organization (ISO) provides ratings to fire departments and insuran ce companies. ISO looks at staffing, stations, water systems, and training. Currently, the City of Hemet is
15.D
rated Class 4 with a rating of 68.63. This rating directly impacts the insurance premiums for homeowners and businesses. The city has not been score d since 2004 and will be requesting an evaluation soon. With the additional equipment in service full-time and the upgraded dispatch system, the city is forecasted to score higher, which will lead to a decrease in insurance rates for homeowners and businesses.
Insurance Services Office (ISO) is a rating given to cities based on their Public Protection Classification (PPC). This is based on the City’s score on the Fire Suppression Rating Schedule (FSRS). The PPC codes range from 1 to 10 with 1 being the b est fire protection service or the lowest risk for insurance companies. In contrast, a Class 10 rating poses the greatest insurance risk. These areas do not meet the minimum criteria for fire suppression. The FSRS score is calculated based on four areas; Emergency communication systems
The fire department – equipment and 1st alarm response
Water supplies – fire hydrant size and type
Community risk reduction – public fire safety education
PPC FSRS
Class 1 90.00 or more
Class 2 80.00 – 89.99
Class 3 70.00 – 79.99
Class 4 60.00 – 69.99
Class 5 50.00 – 59.99
Class 6 40.00 – 49.99
Class 7 30.00 – 39.99
` Class 8 20.00 – 29.99 Class 9 10.00 – 19.99
Class 10 0.00 – 9.99
ANALYSIS:
The City’s Public Safety departments are over-taxed and staff are responding daily to call volumes that are greater than the National average. Adding a piece of equipment will reduce overall response times and increase safety. This meets the City’s Strateg ic Goal of improving public safety visibility and response. Further assisting the city in achieving the success indicator of “Percent of Fire response with a total time of 6 minutes, 20 seconds and under from call entry to arrival on the scene.”
The SAFE R Grant will enable the Fire Department to move the Truck Company to Fire Station #1 (downtown) and staff it full -time with one (1) Captain, one (1) Engineer, and two (2) Firefighters. The additional grant-appropriate position will be 1 Firefighter Paramedic per shift on the Squad.
The fire department has a Squad based out of Station #1 that is staffed with 1 Engineer and 1 FF Paramedic (FFPM) per shift (Total of 3 Engineers and 3 FFPM). These are not funded positions, it is budgeted out of overtime. FEMA has allowed us to supplant 3 positions (1 FFPM per shift). What this provides the city is a cost saving in overtime for 3 years.
The Ladder Truck will have an additional 12 positions (4 per shift) that will be full-time, traditional rank, fully burdened positions. The grant pays for the fully burdened rate of 3 Captains, 3 Engineers, and 6 Firefighters for 3 years. Moving the Ladder Truck to a central location with full-time staffing, along with
15.D
moving the Paramedic Squad to Station #3 on the West Side of the City will increase safety, reduce response times, add capacity to an over-taxed system and meet the NFPA 1710 Standard.
DISCUSSION:
Staffing a Ladder Truck, a common practice in cities of comparable size, will increase capacity, reduce response times and provide an additional fire company, which reduces the overall growing workload.
The Ladder Truck is not only a vital piece of Industry Standard apparatus but it will also be used as part of the Fire Department’s Fire Prevention and public educational activities. With this SAFER Grant and the changes planned, the department will further align with the five initiatives of the City’s Strategic Plan.
PREVIOUS COUNCIL ACTION:
The Council did approve receiving a previous SAFER Grant in 2009 in the amount of $2,260,442 to retain 9 Firefighter positions that were slated for layoff and 3 floater positions to reduce overtime. In 2010, a SAFER Grant for $1,610,642 was turned down for these 9 Firefighter positions and through attritions, retention issues, and retirements the City has maintained all of these employees.
STRATEGIC PLAN INTEGRATION:
GOAL ONE: QUALITY OF LIFE:
To ensure that Hemet is safe, clean, attractive and comfortable for all who live, work, and visit.
Objective 3: Increase Public Safety visibility and response.
GOAL TWO: ECONOMIC OPPORTUNITY
To ensure that Hemet is a hub, with access to quality jobs, shopping options, and a varied and sustained tax base.
Objective 1: Develop business practices that welcome new development by streamlining processes.
Objective 2: Provide resources for new businesses to enhance the customer service experience.
GOAL THREE: COMMUNITY ENGAGEMENT
To connect and participate in a constant dialogue between members of the community, City staff, and elected officials to promote togetherness and positivity.
Objective 3: Increase the community's pride within the City.
GOAL FOUR: PARTNERSHIP & COLLABORATION
To pursue partnerships that will increase the opportunities available to the community, including our businesses, unemployed, and youth populations.
Objective 3: Develop programs to offer support to the community's bu sinesses
GOAL FIVE: ORGANIZATIONAL EFFECTIVENESS
To identify the work needed inside the City organization to effectively provide services to the community and ensure financial stability.
Objective 1: Operate in a financially sustainable manner.
Objective 2: Evaluate existing practices to ensure continuity with industry best practices.
Objective 3: Provide Council with policies that are consistent while lessening liabilities.
Objective 4: Increase employee retention by training and creating a positive workplace.
Objective 5: Streamline fire prevention coordination efforts.
FISCAL IMPACT:
15.D
The department has a historically moderate attrition rate for Firefighters with 1 – 5 years on the job.
The city’s future expansion, new businesses and single -family and multi -family homes will require additional personnel and this SAFER Grant would assist with hiring and creating a larger workforce.
We continue to anticipate an increase in projected revenue population growth with the thousands of additional homes and millions of square feet in commercial buildings that will continue to take place.
Also, the department has a robust Fire Prevention Plan, inspired by the City’s Strategic Plan, that will continue to be phased in and include never seen before cost recovery and inspection fees. The Ladder Truck will be part of this Fire Prevention Plan, conduct inspections and public educational programs. In the event of some unforeseen circumstance, where the anticipated projected revenue growth does not meet the annual projected expenditure related to the SAFER Grant staffing model, the department will reapply for the SAFER grant. This will be monitored to ensure continued funding of the staffing model as requested and implemented for the 2023 to 2026 period. Historically, during the last 7 years (2015 – 2021) of the SAFER Grant program, there were 2,299 grants awarded nationally with 48 fire agencies receiving 3 or more grants after their initial grant during this 7 -year period. At the Federal level, Congress is currently looking to eliminate the sunset of the SAFER Grant funding to at least 2030.
ALTERNATIVE(S):
The only alternative is to continue cross -staffing the Ladder Truck at Fire Station #4 located on the West Side of the City and adding to the substantial delays in response times. This is not an NFPA - compliant practice and will continue to add delay s in service due to the growing population with expanding calls for service.

Staffing for Adequate Fire and Emergency
Response (SAFER) Grant
What is a SAFER Grant?
The City Council has given direction many times to seek out Grants and as part of this effort Fire safety grants fund critically needed resources to equip and train emergency personnel, enhance efficiencies and support community resilience. The Staffing for Adequate Fire and Emergency Response Grants (SAFER) was created to provide funding directly to fire departments and volunteer firefighter interest organizations to help them increase or maintain the number of trained, "front line" firefighters available in their communities. The goal of SAFER is to enhance the local fire departments' abilities to comply with staffing, response and operational standards established by the National Fire Protection Association (NFPA 1710 and/or NFPA 1720) which is a global self-funded nonprofit organization, established in 1896, devoted to eliminating death, injury, property and economic loss due to fire, electrical and related hazards.
15.D
Why did HFD apply for the SAFER Grant?
• Application at the direction of elected officials.
• Critical need for constant staffing of HFD aerial ladder truck - Currently cross-staff of HFD aerial ladder truck is with the same fire engine crew, which means the company officer has to decide which apparatus to put in service based on initial minimal information from dispatch. • To meet the needs of a continual increase in population with Hemet among 27 cities in Riverside County and currently ranked as the 7th highest in population and 4th highest in the number of housing units with new housing construction and new businesses with existing older structures and numerous target hazards.
• An increase of staffing will also decrease firefighters’ heavy workload, which minimizes firefighter burnout and reduces the risk of injuries and illnesses due to fatigue and behavioral health/wellness concerns.
15.D
Why did HFD apply for the SAFER Grant? Continued
• The Ladder Truck will also be used to distribute the high call volume that continues to grow each year, adding much needed capacity to an over-taxed system.
• Adding the Ladder Truck will help to achieve the City’s Strategic Plan goal of reduced response times throughout our community.
• Studies performed by the U.S. Fire Administration, the National Fire Protection Association, and the National Institute for Occupational Safety and Health concluded that many fire departments fall below minimum standards for personnel levels. According to these studies, the result of this shortfall can lead to inadequate response to different types of emergency incidents, substandard response times, and an increased risk of firefighter fatalities.
15.D
Why did HFD apply for the SAFER Grant?
Continued
• The HFD will be participating in the ISO survey process for the first time since 2004, and having a fully staffed Ladder Truck will improve HFD’s score and lead to a decrease in insurance rates for homeowners and businesses. HFD is currently a Class 4 rating. ISO looks at staffing, stations, water systems, and training.
• This SAFER Grant funding will decrease overtime by adding positions to HFD’s Paramedic Squad, which is currently staffed using overtime funds.
15.D
How does a SAFER Grant work?
• Under the SAFER Grant Program, only new, additional full-time positions, or positions intended to change the status of part-time or paid-on-call firefighters to full-time firefighters will be funded. In either case, the positions must be above and beyond the budgeted number of positions at the time of application. • 29,700 of fire agencies (volunteer, part-time volunteer and professional fire agencies) and only 10% of this group fully professional fire agencies, HFD is fortunate to have been one of the few selected nationwide.
• Applications filed with FEMA are reviewed for possible awarding of the desired amount and reason.
• Once awarded the funds are allocated for a specified amount of time, which currently is 3 years.
15.D
What is our Staffing Plan with the SAFER Grant?
• In our SAFER grant application the request for funding was based on the need for 15 additional firefighter positions to staff our aerial Ladder Truck full time and staff our Paramedic Squad which is currently staffed by using overtime personnel.
• HFD’s current staffing configuration is 1 engine company at each station with 3 personnel. Fire Station 4 is cross staffed with a Ladder Truck. The Truck responds to structure fires, major traffic accidents and technical rescues. The Ladder Truck is a specialized piece of equipment that allows for tactical advantage for forcible entry, ventilation and aerial operations on scene of structure fires. The Ladder Truck has the ability to access roofs over two stories (hotels, hospital and apartments). The current configuration of cross staffing inhibits the HFD from meeting the NFPA 1710 Standards for Emergency Response.
15.D
What is our Staffing Plan with the SAFER Grant?
Continued
• Command Staff plans to move the fully staffed Ladder Truck to Fire Station #1 in the downtown area for existing aging commercial buildings and newly constructed multi-level commercial buildings. • The Ladder Truck’s location will be advantageous and closer to the KPC Global Hospital as well as other target hazards.
• Command Staff plans to move the current Squad #1 to Fire Station #3 on the West side of the City to increase capacity at one of the busiest districts within the City.
15.D
• FEMA has awarded the Hemet Fire Department $7,071,090 to be used over a 3 year period. The SAFER Grant will enable the HFD to staff the Truck company full time with 1 Captain, 1 Engineer and 2 Firefighter/Paramedics. This meets the NFPA 1710 Standards for Emergency Response.
What is our Staffing Plan with the SAFER Grant?
Continued
15.D
When do we need to accept the SAFER Grant?
• Response to FEMA, to either accept or decline the SAFER grant, is within 30 days of dated email which will be October 21, 2022.
• Once the SAFER grant is accepted the Hemet Fire Department will immediately implement a hiring plan, which will include Firefighter/ Paramedics and Firefighter/Paramedic Trainees and may include a new Lateral Firefighter Paramedic exam process.
• The HFD will be proactive in placing candidates in local fire academies to prepare for the beginning of the SAFER Grant period.
15.D
What is the time period that the SAFER Grant
would cover for Enhanced HFD Staffing

What is our Contingency Plan to sustain this
critical staffing after the 3 year period?
• The HFD will reapply for the SAFER grant to continue funding the staffing model that was implemented for the 2023 to 2026 period.
• We continue to anticipate an increase in projected revenue population growth with the thousands of additional homes and millions of square feet in commercial buildings that will continue to take place. • HFD has a robust Fire Prevention Plan, inspired by the City’s Strategic Plan, that will continue to be phased in and include never seen before cost recovery and inspection fees. The Ladder Truck will be part of this Fire Prevention Plan, conduct inspections and public educational programs.
