ENFORCE MANUFACTURER WARRANTIES
All equipment and systems installed per the project specifications will be tested and commissioned into service by the team. All specified manufacturer warranties will be monitored and strictly adhered to during warranty periods. Southstar’s team will ensure that the City of Hemet will receive a fully functional and compliant project at acceptance and during the warranty period.

ENSURE AS-BUILTS ARE CREATED AND PROPERLY STORED
The Southstar team will maintain a red-lined set of “As-Built” plans in the construction field office documenting as-built conditions. At the end of construction, the team will coordinate with the design engineer on the preparation of a set of original structure tracings with As-Built corrections in accordance with Caltrans Local Assistance Procedures Manual. As-Built plans for roadway items shall be in accordance with Caltrans standards. As-Built drawings will be reviewed to confirm all changes to the plans are accurately documented. Following the review, they will be transmitted to the design engineer to be updated into the electronic plan set with RE Amr Abuelhassan’s signature and transmitted to Hemet for archiving.

PROJECT CLOSE-OUT
The Southstar team will deliver a final completed project to the City s which is in compliance with the plans, specifications, and estimate (PS&E) package, and all applicable codes, permits and standards.

The team will perform final inspections and issue punch-lists of incomplete work, monitor punch list completion, coordinate final project walkthrough and acceptance with the City, Caltrans and other stake holders, coordinate final release of all project permits, close out the project’s files and turn them over to the City with the project’s as-built plans and work with the City in coordinating, completing and filing all invoicing and necessary documentation to ensure proper and full reimbursement of funds.

City of Hemet - Proposal for CM and Inspection Services Hemet Valley Bikeway Project CIP 5696 - Federal Project No. 5186(018) Quality Control

QUALITY ASSURANCE/QUALITY CONTROL
Southstar has a proven track record for the successful delivery and managing of a wide variety of projects throughout Southern California. As professional project managers, we understand the challenges associated with project delivery, and will ensure that all project deliverables have been reviewed to ensure that quality products are being produced. We will make certain that projects are meeting the schedule requirements, based on earned value and expenditure rates projected during the project scoping, and recommend corrective action, when appropriate. We will closely monitor expenditures to minimize risk to the budget.

Mr. Hannawi will utilize Project Management Institute (PMI) methods, including the techniques found in the Project Management Professional (PMP) toolbox.

We are fully trained, prepared and committed to delivering superior staff and deliverables. Quality can be demonstrated via our high number of repeat clients in the region, including Caltrans and various Southern California municipalities.

Southstar has a formalized Quality Assurance/Quality Control plan which can be provided to the City per request. Wehave several QA/QC plans in place, and each is a living document and is project and/or function specific (i.e. PM, CM, Design or other services specific).

See Task 2 - Construction Observation, specifically Inspection Control for more details regarding Quality Control of the construction work.

Note that the inspector and superintendent from H&H walked the entire job-site to check proposed cross-falls of sidewalks. It was shown when checking with a smart level that the sidewalkfrom Casuelas Cafe to the West at the tie-in to existing by Larkspur that the sidewalk has backfall to the building instead of the fall to the curb and gutter. It was also shown that the rental building to the East of the Rolex had more than the called out 2% cross-fall. Palm trees also in conflict with maintaining 4' ADA pathway between Pepe the Tailers to the Yoga building as well as the proposed sidewalk in front of building #73-941. There also needs to be added ADA ramps at Keddy's and Babaloo's.

Item #28- Inspected sub-contractor Competitive Edge Electric on-site trenching in the South side of the East parking lot for electrical improvements that will be used for lighting in the sidewalks for type B1 lighting fixtures. Crew is trenching from the West towards the East. Inspected crew trenching and setting 1" conduit at 18" below finish surface since not inside the roadway. Proposed lights in the sidewalk will have to beshifted to keep new sidewalk ADA compliant. Per survey, the light poles are in the middle of the sidewalk and will conflict with maintaining a 4' pathwayfor pedestrians on the sidewalk.

Item #20- Time and Material work- Inspected contractor H&H on-site trenching and installing added 1" SCH. 40 CL C-350 Domestic Water Pipeline to building #73-711, which is at the Acupuncture business. Crew is only trenching the lateral section today which completes the added line. Inspected crew trench and install a field measured 197' LF of 1" pipeline. Crew excavated and set the pipe at 30" below finish surface and within the new mainline trench that housed all the rest of the domestic water pipeline service feeds in the area. CVWD standards were 24" minimum coverage from finish surface. Inspected all joints being glued to make sure there is no leaks and proper application for the sections of pipe wasbeing completed.

Item #20- Inspected contractor H&H on-site trenching digging in the areas that was shown in the plans to expose the existing water services to each building in the East parking lot. Crew is digging to expose the existing water services to each building to make they know where the connections will need to take place with the new PVC domestic water pipes installed for the new services. Once the existing lines are exposed, contractor H&H is stubbing the new domestic water pipe up next to the existing line which will make for a quick connection once the time comes for the final connections of the new lines to the existing service lines. Contractor H&H was not able to find the existing services to the West of Sherry Mesa Salon added line, Birkram Yoga meter #9300957-I, and Goldfield Home meter #9681400-I . Inspector was notified by contractor H&H at this time that all the work taking place to locate the existing water service and stubbing up of the new domestic line next to the existing service line was going to be tracked and they want it to be paid under time and material. Inspector notified the Resident Engineer of what contractor H&H was saying and wanting to work to be under time and material. Inspector at this time told contractor H&H that he will tack the time and material that took place and were used but he is not agreeing with this work being a change order or under time and material.

Note: Contractor H&H using cold mix for ramps at this time. Inspector notified contractor H&H and cold mix and high heat ambient temperatures don't go together very well and the cold mix will have a hard time locking up and becoming hard. Crews placed turf grass at building that had complaints about the cold mix. Some of the public not wanting to use the ramps because they do not want to get the bottom of their shoes dirty. Inspector met with the owner of the French Cafe with contractor H&H. Owner wanted contractor H&H to fix the damaged grease trap since I was smelling really bad in the West lot. Inspected contractor H&H remove the broken grade ring and set the lid of the grease trap back in place. Ownerhappy with the fix.

SWPPP- Inspector notified contractor H&H of needing to place cold mix and asphalt material on top of plastic with a linear barrier and a cover.

Inspector also notified H&H of needing to place linear barrier and cover all stock piles in the West parking lot. ContractorH&H needing to load concrete and AC stock piles into dump trucks and have hauled off-site. Inspector notified contractor to have street sweeper on-site to clean up both parking lots since sediment is observed outside of the trenches and also need to clean the parking lots to prevent tracking of sediment and any sediment from leaving the site. Inspector requesting contactor H&H water the parking lots more to prevent dust.

Safety- Inspector notified H&H of needing to maintain caution tape and cones at excavated areas. Also told H&H to make sure pedestrians have access at all times to businesses and to make sure equipment is not blocking ADA ramps. Inspector notified contractor H&H to fill in pot holes in backfill trench areas throughout both the East and West parking lot. Inspector informed contractor to also make sure ADA compliant sidewalk and areas are back in place with the cold mix contractor is using in the sidewalks after removals and sewer cleanouts have been done. Inspector notified contractor H&H of needing to maintain cold mix at each entrance as well as caution tape off all areas outside of the temporary cold mix ramps to keep the public from only using the cold mix ramp areas to prevent anyone from falling in the uneven pavement areas outside of the cold mix ramps.

PROJECT EXPERIENCE
II--1155//CCaajjaallccoo IInntteerrcchhaannggee CCoorroonnaa Corona, CA – Project Manager
Mr. Bennecke was responsible for guiding this $50 million project which has reconstructed the interchange located on Interstate 15 (I-15) at Cajalco Road from Temescal Canyon Road to Bedford Canyon Road. The $50 million dollar investment included the widening of Cajalco Road from a two-lane bridge to a six-lane overcrossing bridge on a new alignment north of the existing bridge. In addition, the bridge included a striped median, outside shoulders and a sidewalk on the southern side.

Mr. B ennecke was able to successfully deliver this project despite its external challenges such as local mountain fires.

Nonetheless, the project was still delivered ahead of schedule saving the City of Corona unnecessary costs.

The Project consisted of road diet improvements along the following streets: Calle Tampico from Washington Street to Eisenhower Drive, Eisenhower Drive from just north of Calle Tampico to Calle Sinaloa, Calle Sinaloa/Avenue 52 from Eisenhower Drive to Desert Club Drive. These streets had four lanes of traffic with signalized intersections. To promote a more pedestrian and bicycle friendly atmosphere, the Project reduced the number of through travel lanes from four to two and provided bicycle/golf cart lanes, by way of installing roundabouts at the following five intersections: Calle Tampico at Desert Club Drive, Calle Tampico at Avenida Bermudas, Calle Tampico at Eisenhower Drive, Eisenhower Drive at Avenida Montezuma, Calle Sinaloa/Avenue 52 at Avenida Bermudas. Along Calle Tampico, the Project reduced the roadway width by placing new curb and gutter, landscaping and/or bioretention facilities between the back of new curb and the old back of curb. Along Eisenhower Drive and Calle Sinaloa, the existing curb and gutter at the time remained and the width reduction were done by striping only. Some of Mr. Hannawi’s responsibilities included tracking daily diaries, weekly status reports, labor compliance interviews, certified payrolls, logs for submittals, RFls, CCOs, contingency balances, survey requests, materials testing results correspondence and agreements, progress schedule, Weekly Statement of Working Days (WSWDs), weekly meeting minutes, progress pay estimates and quantities, Lane Closures, Monthly Reports, Public Notices, Permits and environmental agreements, Quality control records, Testing Results.

A participant in a covered transaction may rely upon a certification of a prospective participant in a lower tier covered transaction that it is not proposed for debarment under 48 CFR part 9, subpart 9.4, debarred, suspended, ineligible, or voluntarily excluded from the covered transaction, unless it knows that the certification is erroneous. A participant may decide the method and frequency by which it determines the eligibility of its principals. Each participant may, but is not required to, check the List of Parties Excluded from Federal Procurement and Nonprocurement Programs.

9. Nothing contained in the foregoing shall be construed to require establishment of a system of records in order to render in good faith the certification required by this clause. The knowledge and information of a participant is not required to exceed that which is normally possessed by a prudent person in the ordinary course of business dealings.

10. Except for transactions authorized under paragraph 6 of these instructions, if a participant in a covered transaction knowingly enters into a lower tier covered transaction with a person who is proposed for debarment under 48 CFR part 9, subpart 9.4, suspended, debarred, ineligible, or voluntarily excluded from participation in this transaction, in addition to other remedies available to the Federal Government, the department or agency may terminate this transaction for cause or default.

11 6. Description of Services
Willdan’s reputation for providing construction management a
nd observation services is well known within the construction industry. Our staff possesses the required registrations and certifications to provide comprehensive support to its clients.

We have the capability to work on any type of street
improvement and bike lane enhancement project. Willdan understands the City is seeking a remotely-located
Construction Manager/Project Engineer and one full-time construction observer to perform observation services for the projects. Willdan understands all documentation will be controlled utilizing VPM.

Willdan understands the project for the Hemet Bike improvement program constructs bicycle improvements along a four-mile route that extends from the northern City limit to a new transportation mobility station located along the NMTP Salt Creek Corridor. The project will provide a needed connection to activity centers within the City. Project elements include Class II and III facilities, bicycle detection, bike boxes, bike lockers, and bike repair stations. A transportation mobility station provides bicycle staging areas and linkages to regional trails. Other proposed improvements include pavement rehabilitation, street widening, improved signage, lane striping, curb, gutter, sidewalk, and ADA ramps. Missing sidewalks, faded striping, inadequate signage, and an overall lack of amenities currently discourage active transportation as a mobility option.

Project Approach
Willdan provides expertise in all areas of construction management, inspection, labor compliance, grant a
dministration, as well as community relations to residents and businesses affected by construction. Our experienced team members serve as construction managers, resident engineers, and inspectors and provide significant insight for identifying and correcting discrepancies, ambiguities, omissions, or conflicts in contract documents that could generate misinterpretation and/or disagreements between the City and the contractor.

Willdan has experience in managing projects that span heavily used, congested roadways, as well as low- volume residential streets, and has experience in best practices to avoid potential conflicts and avoid or mitigate any hazards during construction. Our goal is to anticipate or diminish potential problems before they arise through continual review of project plans, specifications, contractor’s schedule, and other contract documents.

Our team is adept at:
 Anticipating job site problems
 Calling job site problems to the project manager’s and/or c
ontractor’s attention
 Offering constructive recommendations and achieving cooperation f
rom the contractor
 Dealing with issues in a professional, straightforward fashion  Addressing concerns of the public

Our approach to issue resolution is to:
 Obtain and document the facts surrounding the issue
 Develop reasonable solutions in conjunction with the contractor a
nd City project manager
 Respond quickly and effectively so that job progress and quality do n
ot suffer
Through close communication with the City’s project staff, timely corrective action is taken to alleviate potential adverse impacts of work progress, costly change orders, and construction claims.

Basic Principles to Project Approach

City of Hemet

Hemet Valley Bikeway

12 Willdan’s staff reviewed the plans and specifications for the project and has determined challenges the City may face on their upcoming projects along with Willdan’s approach and solution to these challenges.

Challenges and Solutions
Challenge 1
Maintain ingress
a
nd egress to
affected school
driveways
Willdan’s proposed inspector will work closely with the Contractor to ensure maximum access is always maintained. In addition, the inspector will make regular visits to the affected schools to coordinate vital deliveries.

Challenge 2
Traffic Control at
schools and mobile
home parks
Willdan’s inspector will work closely with the Contractor to maintain maximum traffic flow and will ensure traffic control measures meet MUTCD requirements. This is especially important during the construction of the ADA ramps and bulb-outs near the mobile home parks and schools.

Challenge 3 Public Outreach
W
illdan has extensive experience with similar City’s Street Improvement Project and recommends the City implement a vigorous public outreach campaign to the mobile home parks and schools prior, during, and post construction. Contractor will be required to maintain ingress, egress, and parking. The Contractor must limit the no parking to active construction zones.

Communication Approach
Willdan recognizes that effective, ongoing,
co
operative communication between all parties
over the course of any project is essential to
successful completion. This communication
starts with a project kick-off meeting where the
objectives and expectations of the City for the
project are clearly articulated and understood by
Willdan. In addition, agreed-upon methods and
scheduling of formal reporting are established
with identification of individuals to be involved
in the project's decision-making process. This
sets forth accountability and responsibility for
informing and facilitating the project.

As the project progresses, communication
continues through regular correspondence, teleconference discussions, and meetings with City staff to obtain direction on issues that may arise and keep City staff apprised of the project status. Clear and concise progress updates are provided. Emails and teleconferences are utilized whenever possible and appropriate to minimize City staff time spent in meetings.

Our ultimate goal is to surpass our clients' expectat i ons and provide a completed project that
benefits City staff, Council members, business owners, and residents.

18 8. Quality Assurance/Control

Willdan will perform Quality Assurance and Quality Control of this project through a diligent review of all work and documentation. Quality
Assurance and Quality Control will begin with the
pre-construction meeting, at which time the scope of the project and control requirements will be reviewed with
the General Contractor. Once construction begins, the
next step in the Quality Control process will be the
verification of materials and components to be installed.

Once the material and components arrive onsite, Willdan Construction Managers and Inspectors will spot-check
these materials and components to verify they match the construction documents. They will maintain a detailed
record of samples, tests, and material releases, and
certificate of compliance for the project.

Willdan Construction Managers and Inspectors closely
monitor projects to ensure compliance with all contract requirements. Many of our staff are certified QSPs and QSDs and are provided with the latest information concerning the implementation of the State Water Board permit. Willdan’s Construction Managers and Inspectors have knowledge of basic soil dynamics and are highly cognizant of the crucial role of soils compaction in construction. They are also familiar with the needs for general material testing for asphalt and concrete. The basic goal of the quality assurance plan is to provide quality work delivered on time and within budget. We do this by adhering to the following steps.

Willdan adopted Caltrans' Construction Manual (LAPM) as our in-house quality standard and has incorporated Caltrans' prescribed standards and procedures into our everyday inspection routine. This ensures we meet federal and state guidelines from the start.

Project Budgeting
The budget control system is prepared in accordance with the work breakdown structure. The b
udget becomes the control against which performance is measured. The budget is time phased by combining project master scheduling data with budget data. Actual costs are compared with budgeted costs and variances analyzed. Deviations between planned and actual cost can then be evaluated to forecast and control future work. Beginning with electronic timekeeping, project hours are assigned to the appropriate tasks and subtasks and booked as work-in-process. Pre-bill reports are Address contractor

Quality Control Methodology
Willdan’s team is unique in that it is
structured as an integrated unit with
close communication between team
members and interlocking
responsibilities that provide good
coverage of all elements of construction
engineering, while at the same time
having minimal overlap of duties to
avoid misunderstandings of assigned
responsibilities and reduce costs. This
structure provides a natural quality
assurance/control system for the team.

19 generated that identify the hours to be billed along with any other direct charges to the project. This information is used to determine each month's invoicing. Once hours and charges are billed, they are shifted from Work-in-Process to Accounts Receivable to ensure that billed hours are inactivated.

Monitoring is easily accomplished through team member progress updates and comparisons between the scope of work, schedule, and budget.

Scheduling
A critical path method master schedule will be prepared following the notice to proceed. The s
chedule will identify major items of work and will be the vehicle for monitoring, controlling, and tracking progress. The schedule will be updated monthly to reflect actual and forecasted completions. This allows our project managers to anticipate and forecast potential issues and develop an advanced strategy to proactively mitigate problems before they impact the schedule. As part of our effort to meet the City of Hemet’s performance expectations and meet project deadlines, common scheduling alerts will be set up using the notifications application in iOS or Outlook Calendar to alert the Project Manager and Construction Manager of deadlines for the project. Of course, not all projects can meet strict processing deadlines due to complex issues that might, for example, require an approval or information from an outside agency. Under such circumstances, the City Project Manager will be immediately notified of any potential project delay. Strategies will be developed and implemented to resolve project challenges and expedite the approval of the affected projects. As the Project Manager, Mr. Bustos will monitor all progress on a weekly basis.

Contractor Compliance
Our staff has extensive experience with a myriad of public works projects and has a clear u
nderstanding of the issues surrounding inspection of the work. For example, when constructing sidewalks and ADA-compliant ramps, our team will ensure adequate subgrade compaction has been achieved. They will monitor the work for conformance with the plans, specifications, and ADA requirements. The concrete tickets will be checked to ensure materials match the approved mix design. A smart level will be used to check forms and the contractor will not be allowed to place concrete until the work meets all City and other applicable standards. Willdan’s team will monitor the contractor’s operations for conformance with City compaction standards by working with the City’s approved material testing lab and will not accept any trench backfill or allow any pavement repair until proper compaction is verified by the lab.

Document Control
The submittal requirements and format for consistent monthly reporting of project costs and s
tatus will be confirmed with the Commission during project start-up. The status report will contain a project performance summary, action items, outstanding items to be resolved, an updated schedule, and a comparison and narrative of budgeted costs versus actual costs.

Customer Service
To meet and often exceed the expectations of our clients, Willdan fosters and instills a corporate c
ulture of Customer-First among our staff and in our day-to-day work environment. Looking out for our customer’s best interests is at the forefront of everything we do. Our customer-focused philosophy is particularly evident when dealing with complex situations and difficult to resolve challenges. Willdan's corporate goal is to exceed the City of Hemet’s expectations.

City Council Meeting

STAFF REPORT

Meeting: City Council Meeting - Feb 28 2023
Department: Fire Department
Submitted by: Mark Prestwich, City Manager
Eddie Sell, Fire Chief;

☐ Receive and File ☐ Consent Calendar ☒ Business Item ☐ Public Hearing

TITLE:

Consideration and proposed adoption of a Resolution Authorizing: (1) the City Manager to execute Amendment No. 2 to the Agreement for Services between the City of Hemet and Willdan Engineering in the amount of $265,357.52 for a total amount not -to-exceed $465,357.52; and (2) the Finance Director to increase the Department of Life Safety budget in the amount of $265,357.52 to Contract Inspection/Plan Check (Account no. 120-3300-2610).

RECOMMENDED ACTION:

It is respectfully recommended that the City Council:

Adopt a Resolution of the City Council of the City of Hemet, California, Approving the Second Amendment to the Agreement for Services between the City of Hemet and Willdan Engineering in the amount of $265,357.52 for a total amount not -to-exceed $435,357.52; and (2) the Finance Director to increase the Department of Life Safety budget in the amount of $265,357.52 to Contract Inspection/Plan Check (Account no. 120-3300-2610).

BACKGROUND:

The City of Hemet contracts with Willdan to provide plan check , inspection, and permit technician services. On September 8, 2022 the City entered into a contract with Willdan Engineering Services (not to exceed $50,000) for permit technicians, plan check, and inspection services. On September 27, 2022 the City enter ed into a contract with Willdan Engineering Services (not to exceed $200,000) for permit technicians, plan check, and inspection services.

ANALYSIS:

The City has relied on the support of contract staff to back fill for a number of current vacancies in the Building and Safety divisions of the Department of Life Savings. These vacancies include the following:

Page 1 of 35 ends

14.D

Page 1345 of 1379 ends

1. One (1) Building Official

2. Two (2) Building Inspectors (Senior Building Inspector and Building Inspector I)

3. Two (2) Building Technicians

Currently, the City is actively looking to fill these five (5) Building and Safety vacancies. Based on staff estimated time frame for filling these these five (5) vacant positions it is anticipated the salary savings will amount to roughly $380,000 for the remainder of the Fiscal Year.

DISCUSSION:

The Building and Safety Division requires plan check, inspection, and permit technician services to process t hese services that are submitted daily to the City. With current staffing levels, increased construction, building and development activity throughout the City, the Department of Life Safety is requesting City Council approval to continue to contract exter nal services to move the projects and permits forward. Currently the City contracts with outside vendors such as Willdan and HR Green to provide services.

The current contract limit with Willdan is an amount not-to-exceed $200,000. At this time, the City has incurred fees totaling $465,357.52 for Contract Inspection/Plan Check services from Willdan Engineering through January 2023. As the City Council's approved contract authority is an amount not-to-exceed $200,000, the unpaid outstanding balance with Willdan amounts to $265,357.52 as of February 23, 2023.

As stated earlier, Willdan is currently backfilling the City's vacant positions with contract staff to meet the City's building demands. Based on staff's analysis, it is anticipated that the sala ry savings from the vacant building positions will amount to roughly $380,000 for the FY 2022-23. As illustrated below, the salary savings anticipated from the vacant positions would more than offset the contract increase with Willdan in the amount of $265,357.52

The City has received approximately six weeks of building services, including plan check and building inspections/permits beyond the Council approved contract amount with Willdan. To become current with Willdan though February 23, 2023 would entail a cont ract increase of $265,357.52 and a transfer approval of $265,357.52 from Building Salary and Benefits (account no. 120 -3300-1100:1499) to the Department of Life Safety Budget in Contract Inspection/Plan Check (Account no. 120-3300-2610). As this salary sa vings is already built into the Council approved FY 2022 -23 Budget, no General Fund Appropriation is required.

It is helpful to note that the Building Division has seen a substantial increase in construction, building and development projects throughout the City. Based on this activity, staff estimates the construction valuation from November 2022 thru February 2023 was approximately $45,900,000 and includes a new Marriott hotel valued at $11,000,000 along with several new single family resident developments.

Moving forward another contract amendment with Willdan will be needed to fund c ontract inspection/plan check services for the period of February 1, 2023 through the June 30, 2023. Given

Page 2 of 35 ends

14.D

Page 1346 of 1379 ends

the significant uptick in building and development activity in the City, staff anticipates that the cost of these contract increases will be more than offset by the additional revenue generated through building plan check fees, building inspections and permitting fees. Staff will be coming back to the City Council at the March 14, 2023 to recommend an additional contract amendment with Willdan.

PREVIOUS COUNCIL ACTION:

On September 8, 2022 the City entered into a contract with Willdan Engineering Services (not to exceed $50,000) for permit technicians, plan check, and inspection services.

On September 27, 2022 the City entered into a contract with Willdan Engineering Services (not to exceed $200,000) for permit technicians, plan check, and inspection services.

STRATEGIC PLAN INTEGRATION:

GOAL TWO: ECONOMIC OPPORTUNITY
To ensure that Hemet is a hub, with access to quality jobs, shopping options, and a varied and sustained tax base.

Objective 1: Develop business practices that welcome new development by streamlining processes.

Objective 2: Provide resources for new businesses to enhance the customer service experience.

GOAL FIVE: ORGANIZATIONAL EFFECTIVENESS
To identify the work needed inside the City organization to effectively provide services to the community and ensure financial stability.

Objective 1: Operate in a financially sustainable manner.

Objective 2: Evaluate existing practices to ensure continuity with industry best practices.

Objective 3: Provide Council with policies that are consistent while lessening liabilities.

Objective 4: Increase employee retention by training and creating a positive workplace.

Objective 5: Streamline fire prevention coordination efforts.

FISCAL IMPACT:

To become current with Willdan though February 23, 2023 would entail an contract increase of $265,357.52 and a transfer approval of $265,357.52 from Building Salary and Benefits (account no. 120-3300-1100:1499) to the Department of Life Safety Budget in Co ntract Inspection/Plan Check (Account no. 120-330-2610). As this salary savings is already built into the Council approved FY 2022- 23 Budget, no General Fund Appropriation is required.
