A Resolution awarding the purchase of six (6) 2023 Ford PoliceInterceptor Utility vehicles for $300,945.40 from Vic Bailey Ford and authorizing the City Manager to execute the agreement and purchase orders in support of the agreement
RECOMMENDED ACTION:
It is respectfully recommended that the Hemet City Council adopt a resolution awarding the purchase of six (6) 2023 Ford Police Interceptor Utility vehicles for $300,945.40 from Vic Bailey Ford of South Carolina and authorizing the City Manager to execute the agreement and purchase orders in support of the agreement.
BACKGROUND:
The Hemet City Council approved $770,000.00 in the 2023/2024 fiscal year budget to purchase eight (8) new fully equipped police vehicles. After the approval of these vehicles, staff began the process to obtain and purchase these vehicles.
Staff immediately recognized there was a nationwide shortage due to the lasting effects of the Covid- 19 pandemic. In the past, the procurement process for fully equipped Ford Police Interceptors was through National Auto Fleet Group (NAFG) which is part of a cooperative purchasing advantage program for state, local, and tribal governments. NAFG is unable to obtain any vehicles for this current fiscal year, and there is uncertainty about the availability in the following fiscal year.
Another issue affecting the supply chain recognized by staff is the United Automobile Workers Union (UAW) strike, which affects car manufacturers, including Ford Motor Company. As a combined result, the Ford Motor Company cannot keep up with demand, has shortened the ordering window for fleet sales of all new police vehicles, and caused the 2023 Ford Police Interceptor to become fairly unattainable from dealerships nationwide.
5.A
These issues resulted in staff exploring other avenues of obtaining these vehicles to include searching out of state, as other government entities are doing in California. Staff made several attempts to purchase a partial number of the council approved number of vehicles from several dealerships across the nation. Unfortunately, those attempts were made with negative results, other entities provided purchase orders upfront and the dealerships stated they are on a first come first serve basis.
On October 24, 2023, staff was successful in locating six (6) Ford Police Interceptor vehicles at a Ford dealership in South Carolina. This dealership, Vic Bailey Ford, has six (6) vehicles in stock and ready for purchase. As of October 30th, management at Vic Bailey Ford advised that they could not continue to hold on to these vehicles much longer, and that they are getting daily inquires from other Law Enforcement agencies across the states wanting to purchase the (6) Ford Police Interceptors vehicles they have in stock. The cost in the attached quote has been solidified with no expiration based on the above agreement. These vehicles are being sold at California Government sales price, which is consistent with cost if we were to go through our normal procurement process, cooperative purchasing advantage program.
The previously approved budget of $770,000 by the Council will cover all costs related to fully equipping these (6) Police Interceptor Units from Vic Bailey Ford and still keep the department on track to purchase and fully equip the remaining (2) Police Interceptor Units once a vendor is located that has them in stock (See Fiscal Impact for Full Cost Breakdown).
ANALYSIS:
Based on the aforementioned information regarding the difficulties in obtaining Ford Police Interceptors, this is the only reasonable and practicable source to get new Ford Police vehicles.
Again, these vehicles are being sold at a California Government sales price. This is consistent with cost if we were to go through our previous procurement process, which is not an option at this particular time.
If approved, this project will include the following purchases:
1. Six 2023 Ford Police Interceptor Utility vehicles from Vic Bailey Ford of South Carolina.
Upon approval, the vehicles will be purchased from Vic Bailey Ford and transported to Hemet, California. Once the vehicles are received, an additional staff report will be submitted for up-fitting expenditures of estimated $42,694.00 per vehicle, which includes emergency equipment, radios, tablet, and department branding & graphics.
In accordance with the City of Hemet procurement policy, department staff sought three bids for transportation of these vehicles from South Carolina to Hemet and Easy Auto Ship provided the lowest bid. Easy Auto Ship is an accredited business with the Better Business Bureau and holds an A+ rating. The bid provided was best value and best price at $5,650.00 total for delivery of all six (6) vehicles.
These six (6) new vehicles will replace six (6) aging Ford Crown Victoria police cars within the department’s fleet that have reached the end of their useful life and are scheduled to be retired as surplus equipment. If approved, the new vehicles will replace the following police cars in the department's fleet:
5.A
1.Unit #3018 – 2006 Ford Crown Victoria. Approx. Current mileage 185,724
2.Unit #3025 – 2007 Ford Crown Victoria. Approx. Current mileage 152,046.
3.Unit #3032 – 2009 Ford Crown Victoria. Approx. Current mileage 152,397.
4.Unit #3115 – 2007 Ford Crown Victoria. Approx. Current mileage 149,857.
5.Unit #3138 – 2006 Ford Crown Victoria. Approx. Current mileage 191,228.
6.Unit #3176 – 2006 Ford Crown Victoria. Approx. Current mileage 176,166.
DISCUSSION:
Approval of this recommendation will support the police department's goal to provide excellent service and ensure the safety of the Hemet community members as well as officers. Additionally, approval of this recommendation will enhance the fleet of police vehicles by replacing (6) aging, high-mileage police cars with new replacement police vehicles.

ALTERNATIVE(S):
The City Council may choose not to approve this purchase. The police department will continue to function with our existing fleet of vehicles and attempt to identify alternate vendors who can obtain any police vehicles to include different manufacturers. The financial impact of this option is increasing
5.A
maintenance costs associated with servicing aging police vehicles that have already reached the end of their useful life. Ford parts for the Crown Victoria vehicle are difficult to obtain or are no longer being manufactured. Additionally, there is the possibility that staff will be unable to identify an alternate vendor, and the department will be unable to purchase the (8) police vehicles included in the 2023/2024 fiscal year police department budget.
