BACKGROUND:

Council Members Kendrick, Peterson, and Mayor Pro Tem Lilienthal have requested a discussion of a potential ballot measure, proposing questions regarding a Hemet Municipal Code amendment to make the Office of Mayor an elected position.

The Governing body must file a resolution with the Registrar of Voters no later than December 8, 2023. Registrar of Voters will forward the resolution to the Board of Supervisors. The resolution calling the election must be adopted at the same time as the resolution requesting consolidation.

A General Election will be held in California on November 5, 2024 at the same time as the City's General Municipal Election. Therefore, in order for the voters to have the opportunity to elect a Mayor at the November 2024 election, the voters must first establish that the Office of Mayor is an elected office at the Primary Election held in California on March 5, 2024. As the City of Hemet does not conduct stand-alone elections, the City may request consolidation of the proposed ballot measures with the Primary Election conducted by Riverside County on March 5, 2024.

5.B

Page 19 of 44 ends

If the of one position, elected an be Mayor of Office the having approve voters the three Councilmember seats up for election in November 2024 will be converted to the Mayor's seat. This will require that the City of Hemet redraw District boundaries to reduce the number of Districts from five to four.

Pursuant to the Government Code, all three of the following questions must be submitted as three separate ballot measures:

“Shall the electors elect a mayor and four city councilmembers?” “Shall the term of office of mayor be two years?”
“Shall the term of office of mayor be four years?”
