It's a place where seniors and childrenlaugh together, where familiesfind a supportive space to relax and recharge, and where people of all backgrounds discover the wellness benefits of connecting withtherapy horses. We'vewatched friendshipsform, barriersbreak down, and joy spread in ways that remindus why community matters. At the heart of it all is one simpletruth: everyone is welcome, and everyone leavesfeeling a little more connected and uplifted than whenthey arrived.

GROWTH SINCE LAUNCH
Coffee withHorses began in January 2024 withjust 20—50attendees per event. In a littleover a year, we have grown to a consistent 200+ attendees, with our largest holiday—themedgatherings welcoming nearly 1,000 visitors to the ranch!Thisremarkablegrowth shows how muchour community values having a safe, joyful place to come together.

Even more exciting, guests now travel from Menifee,Temecula, Murrieta, Redlands, Riverside, and beyond—andwe’ve welcomed visitors from as far as Los Angeles, Victorville, and even Rosarito, MX. Our events showcase Hemet as a welcoming and restorative destination, withthe potential to draw overnight guests into town. As a fullyvolunteer—run team, we’re excited knowingthe impact has onlyjust begun, and we are actively workingto establishstable funding.

Efforts include discussionswith equine therapists to bring in therapy—basedsupport and the launch of unmounted lessons that are beginning to generate revenue. This grant would provide vital assistance as we expand these programs whileensuring Coffee withHorses continues to thrive forthe community.

LOCAL PARTNERSHIPS
In our first year, we've builtstrong partnershipswith Hemet and San Jacinto UnifiedSchool Districts, as well as local businessesand organizations who share in the mission of Coffee withHorses. Thesecollaborationshave expanded our marketing efforts, allowing us to reach a broader and more diverse audience while still engaging our returning families.Throughthese partnerships,we’ve also been able to gather valuablefeedback on how our events support the community and ways we can continue to improve, ensuring Coffee withHorses remains responsive and impactful as it grows.

Center's history, and expand horse education to spark compassion for animals. We also dream of adding a coffee cart to better serve visitors and make the experience even more welcoming, so every guest leaves feeling the joy and connection that Coffee withHorses is knownfor. The event will feature a central gathering point with refreshments, information tables, and booths distributing paper maps. In collaboration with local businesses, bicycle rentals will be available, and residents will have the opportunity to test ride electric bikes. 10. HOW DOES THE PROPOSED EVENT/PROJECT/PROGRAM/SERVICE BENEFIT THE COMMUNITY?
Hemet is positioning itself as an active, vibrant, and family-friendly, modern community. A key part of this picture is the creation of bicycle infrastructure for recreation, commuting, and safe transportation. Yet, despite past investments in bike paths, many residents remain unaware of the extent and practicality of the city’s bike paths. Without visibility and excitement, this infrastructure risks being underused. The Hemet Community Bike Rally addresses this challenge by offering a safe, fun, and inclusive environment for residents to explore existing routes, gain confidence, and discover nearby destinations.

By promoting biking as an affordable, sustainable, and healthy mode of transportation and recreation, the event helps bridge this gap. Bicycle transportation reduces pollution, fosters a sense of community, is available to young people who cannot drive yet, and is a good “last mile” solution for people using the bus system. Hemet already has peripheral bicycle destinations, and discovering the bike paths will allow residents and visitors to connect rides to Diamond Valley Lake or Simpson Park with city restaurants and hotels. This event will contribute to Hemet’s identity as an active, bicycle-friendly city that is ready for a sustainable future.

In 2016 the Green Coalition collaborated with the City of San Jacinto on a similar event to raise awareness of bike trails and road safety, which led to improving the bike corridor along the Ramona Expressway. We are excited to have the first Hemet Bicycle Rally this spring! Some of the potential partners on this event:

City of Hemet
City Council Meeting

STAFF REPORT
Meeting: City Council Meeting - Oct 14 2025
Department: City Attorney
Submitted by: Mark Prestwich, City Manager
Steven Graham, City Attorney;
☐ Receive and File ☐ Consent Calendar ☒ Business Item ☐ Public Hearing TITLE:

An Ordinance of the City Council of the City of Hemet, California, Adding Article VII ("Recreational Vehicles") to Chapter 78 ("Traffic and Vehicles") of the Hemet Municipal Code, Establishing an Abandoned Recreational Vehicle and Motorhome Tow Rotation Program RECOMMENDED ACTION:

It is respectfully recommended that the City Council:

Introduce by title only and waive further reading of an Ordinance of the City Council of the City of Hemet adding Article VII to Chapter 78 of the Hemet Municipal Code to create an Abandoned Recreational Vehicle and Motorhome Tow Rotation Program and direct the City Clerk to place the item on the consent calendar at the next regular meeting for second reading and adoption.

BACKGROUND:

One of City Council's Fiscal Year (FY) 2025-26 Highest Priority Strategic Plan Action Items is to identify solutions to recreational vehicles (RVs), trailers, and vehicles stored on City streets. The recommended ordinance below is designed as a one solution. Work is also concurrently underway related a future transition to weekly street sweeping and associated parking enforcement which will also address this Action Item.

The City has experienced a sustained increase in abandoned, dismantled, and inoperable RVs and motorhomes on public streets and private property. These vehicles present multiple problems at once: they degrade neighborhood appearance, obstruct the right-of-way, pose fire and public safety risks, complicate stormwater compliance, and can create hazardous waste concerns when fluids, batteries, and appliances are left unmanaged. The California Vehicle Code authorizes cities to remove and dispose of abandoned, wrecked, dismantled, or inoperative vehicles. Many jurisdictions address the unique scale, weight, and environmental requirements of RVs with specialized towing and dismantling programs. The proposed ordinance adds a dedicated article to the traffic and vehicles title to structure a rotation list, minimum participation standards, and enforcement and appeal procedures tailored to abandoned RVs and motorhomes. It also affirms that these vehicles constitute a public nuisance and links abatement activity to established local and state procedures.

Page 1261 of 1307 ends

ANALYSIS:

The ordinance is designed to address an operational issue with legal clarity and ensure predictable service levels. First, it aligns local practice with State authority and declaring abandoned RVs and motorhomes a public nuisance, which ensures that removals, storage, lien processing, dismantling, and ultimate disposition are performed under recognized statutory frameworks. Second, it creates a distinct, stand-alone tow rotation list for abandoned RVs and motorhomes, separate from other City towing programs, so that dispatchers and officers can call qualified providers in a fair rotation while ensuring that the provider has appropriate equipment, experience, and adequate yard capacity available on demand. Third, the ordinance requires the Police Chief to solicit and qualify providers through an Request for Qualifications (RFQ) that verifies key competencies: DMV dismantler licensing and Motor Carrier Permits, demonstrated experience with oversized tows, secure local storage capacity, environmental compliance for fluids and appliances, response-time commitments, and appropriate insurance (including garage keeper’s and environmental liability). These prerequisites mitigate common failure points in RV abatement, such as provider refusals, unsafe handling, lack of compliant dismantling, and unlawful or predatory fees.

Fees and charges are addressed through a City Council-adopted fee schedule by resolution, which promotes rate transparency and prevents add-ons or unauthorized billing to owners or lienholders. To protect due process and program integrity, the ordinance authorizes progressive enforcement, reprimand, suspension, or termination for noncompliance, with the Police Chief administering discipline and an appeal available to an independent hearing officer under City code procedures. That structure balances the City’s need for reliable abatement capacity with procedural safeguards for participating vendors. The ordinance also integrates with the City’s existing nuisance and abatement framework for towing and disposal procedures, ensuring consistency across the code base and avoiding duplication.

From a legal and environmental standpoint, the ordinance is crafted to be content-neutral, enforceable, and practical. It does not regulate habitation or conduct; rather, it regulates the City’s procurement, dispatch, and disposition workflow for vehicles that already meet state-law criteria for abatement. Operationally, the program is expected to improve clearance times, reduce blight and associated public safety calls, and ensure proper handling of hazardous materials contained in RVs and motorhomes.

Looking ahead, if Council introduces the ordinance this evening, staff will prepare the accompanying fee resolution for consideration so that rates are in place at the time the rotation list is activated and contracts are executed with qualified providers.

STRATEGIC PLAN INTEGRATION:

City Council Meeting

STAFF REPORT
Meeting: City Council Meeting - Oct 14 2025
Department: Fire Department
Submitted by: Mark Prestwich, City Manager
Ryan Webb, Deputy Fire Chief;
☐ Receive and File ☐ Consent Calendar ☒ Business Item ☐ Public Hearing TITLE:

Discussion and Direction Regarding Fire and Life Safety Inspection Fees and Introduction of an Ordinance of the City Council of the City of Hemet, California, Amending Section 2-382 Granting the City Manager the Authority to Resolve Disputes and Waive Fees up to $2,500 RECOMMENDED ACTION:

It is respectfully recommended that the City Council:

Discussion and Direction regarding Fire and Life Safety Inspection Fees and waive full reading, read by title only, and introduce an Ordinance of the City Council of the City of Hemet, California, Amending Section 2-382 Granting the City Manager the Authority to Resolve Disputes and Waive Fees up to $2,500.

BACKGROUND:

On June 23, 2021, the Hemet City Council adopted a five-year strategic plan. In that plan, the City Council directed the City Manager to “Implement the fire prevention program and conduct public education.” The success indicator was the “Implementation of a fire prevention program.” The Prevention Bureau was created, and City employees were hired to rebuild the program. A database of occupancies was established, and fire and life safety inspections began again after several years of no inspections being conducted. Fees for these inspections were set using the approved fee schedule. After implementation, some businesses reported surprise related to the reestablished inspections, and expressed concerns about the amount of the fees relative to the City's annual business license which is typically $40 for most businesses.

On August 25, 2025, the City Council requested a presentation on the Fire and Life Safety Inspection program and the associated fees. At that time, staff were already evaluating possible adjustments to recommend to the City Council regarding the fire inspection program.

ANALYSIS:

Page 1 of 35 ends

18.C.

Page 1273 of 1307 ends

The purpose of a fire and life safety inspection is to comply with State legal requirements, to prevent fires from occurring by identifying and correcting risks/hazards, and therefore minimizing life and property damage in the event of a fire.

These inspections are conducted primarily through a Fire Prevention Officer, with engine companies being assigned a small number of business occupancy inspections. After the conclusion of the inspection, the inspector leaves a copy of the report with the responsible party and schedules a reinspection if violations of the California Fire Code were noted.

The inspection form is returned to Fire administrative staff for data input. An invoice is created and submitted for payment. Once payment is received, the inspection is considered complete, and the occupancy is scheduled for an inspection the following year.

In 2024, there were 1,509 inspections conducted with 895 being annual business inspections, 315 state-mandated inspections, and 299 other inspections.

Total fee revenue received from the 2024 inspections was $367,765.

DISCUSSION:

Fees associated with fire prevention inspections are included in the City Council approved City Fee schedule (an excerpt summarizing the Fire Fees is included as Attachment 2 to this report), which factor in the associated costs and staff time to complete the inspection (see lines 20 and 27 on page 27 of Attachment 2). At present, the City's Fire Inspection and Permit Fees are designed to provide full cost recovery for services provided.

Attachment 4 shows the annual business inspection fee structures for several nearby agencies and compares them to Hemet's current fee schedule. Table 1 below utilizes the data in Attachment 4 and provides sample calculations for inspections of both a 3,000 SF office and a 40 unit apartment complex with four units per building.

Table 1: Sample of 3,000 SF Office + 40 Unit Apartment Complex

Page 2 of 35 ends

18.C.

Page 1274 of 1307 ends

Table 2: Recommendation + Options Available
The Hemet Fire Department has recently implemented new fire prevention software to reduce staff time and enhance inspection efficiency, presenting an opportunity to reevaluate how fire and life safety inspection fees are assessed. Further evaluation of the City's current fees indicates the cumulative cost of Hemet fire inspection fees is the highest among each of seven nearby agencies surveyed when analyzed in the context of a typical 3,000 SF office ($198 inspection fee + $99 permit fee = $297 total fee) - see Table 1 above. It is important to note that, among the agencies surveyed, Corona is the only agency that does not charge for initial engine company inspections, only reinspection if it is necessary.

Page 3 of 35 ends

18.C.

Page 1275 of 1307 ends

The efficiencies gained by the deployment of new software offset the loss of revenue associated with discontinuing the $99 Fire Permit fee (Option 1). Option 2 would eliminate the $99 Fire Permit Fee and reduce the existing $198 fee by $49, resulting in an updated inspection fee of $150. Option 3 would eliminate all fees for the first inspection and reduce the reinspection fee to $150. Options 2 and 3 reduce full annual cost recovery by an estimated $131,565 and $210,255 respectively. It is recommended the City Council eliminate the Fire Permit Fee (Option 1) at minimum because of the efficiencies achieved by the new software, and consider possible further adjustments as presented by Options 2 and 3.

Additionally, to address minor disputes related to fire inspection fees, and other citywide matters that occur from time to time, it is recommended the City Manager be authorized to resolve disputes and/or waive fees up to $2,500 on a case by case basis. This can be accomplished by adoption of an Ordinance amending Hemet Municipal Code Section 2-382 (see Attachment 3).

PREVIOUS COUNCIL ACTION:

On June 23, 2021, the Council approved a strategic plan directing staff to implement a fire prevention program.

On June 10, 2025, the Council approved the current Schedule of User and Regulatory Fees for Various City Services.

On August 25, 2025, the Council approved an Urgency Ordinance to add language regarding Fire and Life Safety Inspections to the Hemet Municipal Code and directed staff to provide a presentation on the Fire and Life Safety Program.

(6) Each fee listed in this schedule is based on the estimated number of hours required to perform a standard service request.

The standard number of hours estimated can be calculated by dividing the fee amount by $198, the Division's fully-burdened hourly rate.

For example, a fee amount of $395 assumes roughly 2 hours will be required to perform a standard request for the fee related service.

Review and inspection efforts that exceed the standard number of hours used to calculate the fee by more than one hour will be billed hourly for any time spent in excess of the standard hours built into the fee. (7) Inspection outside normal work hours will require hourly fees in addition to other required fees. (8) Planning submittals for fire review and related correspondence, meetings, etc. may be charged for at hourly rate during the construction plan review.

CODE SECTION 2-382 TO AUTHORIZE CITY MANAGER

DETERMINATION OF DE MINIMIS FEE APPEALS
WHEREAS, Division 5 Article V of Chapter 2 of the Hemet Municipal Code establishes a fee and service charge revenue/cost comparison system to ensure City fees do not exceed the reasonable cost of the services provided and sets forth procedures for adopting, administering, and appealing such fees; WHEREAS, the City Council finds that creating a de minimis administrative appeal process for matters in which the amount in controversy is less than two thousand five hundred dollars ($2,500) will promote timely, efficient, and cost-effective resolution of minor fee disputes while conserving legislative resources; WHEREAS, the City Council desires to authorize the City Manager to receive, hear, and determine such de minimis appeals.

NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF HEMET DOES ORDAIN AS FOLLOWS:

To Whom It May Concern at the City of Hemet, California 9/26/2025 I am writing as a concerned resident to respectfully request that the City consider an alternative method to tree removal when addressing sidewalk issues caused by tree root growth & sidewalk lift. Speciically, I am advocating for the use of targeted root pruning instead of removing entire mature trees. * Please Google, YouTube or Ai more about this process.

In many cases, the issue with sidewalk lifting can be resolved by carefully cutting or shaving down the portion of the root that is directly impacting the pavement. This method, commonly referred to as root pruning, allows for the preservation of the tree while still making necessary sidewalk repairs. With the guidance of certiied arborists, root pruning can be done in a way that does not signiicantly compromise the health or stability of the tree.

I have noticed in just my neighborhood alone the city is completely taking out ENTIRE aged beautiful trees (which make our neighborhood look amazing) and replacing them with the SAME exact baby version tree they just took out. Which, as you know, will just grow to result in the same exact sidewalk lifting problem. Basically “kicking the can down the road” for more future destruction and expenses. Essentially, this doesn’t SOLVE the problem.

Removing mature trees not only affects neighborhood aesthetics and property value, but it also eliminates critical shade, wildlife habitat, and environmental beneits such as improved air quality and stormwater absorption. Trees are a long-term investment in the well-being of the community and should be preserved whenever possible.

I hope the City of Hemet will review its current policies and consider implementing solutions like root pruning that balance public safety with environmental stewardship Thank you for your time and attention to this costly, important environmental, and property value matter!
Sincerely,
Laura Monk

October 14, 2025 I want to be very clear about my deep
disillusionment and disappointment in your governance of this city, and why I felt compelled to file for an investigation of your conduct with the Riverside County District Attorney’s Unit of Integrity. When my spouse and I purchased our home in Hemet nearly twelve years Comment or
Question:
ago, we were aware of the city’s history of mismanagement, corruption, high crime rates, and neglect. But we also saw potential.

The new Solera Diamond Valley community seemed to promise a fresh start: beautiful views, a peaceful environment, and hope for Hemet’s renewal. Unfortunately, the city has steadily declined since 2013. We no longer feel safe. We avoid shopping and dining here, turning instead to beautiful, and safe, Temecula or Menifee. The visible rise in homelessness, panhandling, deteriorating infrastructure, the loss of small businesses, and the influx of warehouses, fast-food outlets, and car washes have only deepened our disappointment. The construction of massive, noisy, polluting warehouses in residential neighborhoods was the last straw. Due to recent events, we are considering selling our home—our planned security in retirement. Not one to let a dream defer, about a year ago, I chose to get involved. I joined a citizens group to study the real impacts of warehouses. What I learned was alarming: • Elevated air pollution and noise levels • Increased traffic danger, especially to children and seniors • Health risks for vulnerable populations • Low-wage, temporary jobs that will be eliminated by automation I also studied our city’s needs—stronger public safety, better educational opportunities, small business support, reliable healthcare, and real economic development. I believed Hemet could change, and I even began considering public service myself. But last week, my hope turned to anger when I learned how easily the City Council, City Attorney, and City Manager appear to be caving to the bullying tactics of the developer behind the Simpson Warehouse project—a developer already voted down twice. Mr. Lansing’s threat of a $60 million lawsuit is unfounded. If Hemet is truly exposed to litigation, that is a failure of the City Attorney and City Manager, and they should be fired immediately. I watched the City Attorney allow a flawed motion at the April hearing, failing to step in as he has in the past, leading to unnecessary delays and a second hearing. I witnessed off-the-record conversations between Mr. Graham and the developer after both the April and July meetings a conflict of interest and possible Brown Act violation. I saw union representatives—who don’t live in Hemet and were paid to deliver scripted remarks while Councilman Males stood in solidarity, a clear conflict of interest on the Councilman’s part. And most troubling, I saw council members who had previously opposed the project suddenly reverse their position without any meaningful mitigation added to the developer’s plan. Now, there are reports of backroom pressure to force newly seated council members to recuse themselves, from the vote which will follow a third public hearing for the developer, under false claims of conflict of interest. This is unacceptable. You appointed Ms. Clark knowing her position, and Mr. Lodge was elected on a clear “no more warehouses” platform. Furthermore, a third public hearing for any applicant is unprecedented in Hemet’s history. If this collusion is in fact happening behind closed doors, it is unethical and unprofessional to say the least.

If true, it warrants resignations from the Council, the City Attorney, and the City Manager. Hemet deserves leadership that protects its residents—not developers. I urge you to correct this immediately and commit to responsible governance, and healthy growth for our city.

Subject: Newland Simpson Warehouse Project - Potential Third Hearing Good day honorable City of Hemet Mayor and Council Members. I am a concerned City of Hemet resident that lives near the previously proposed Newland Simpson Warehouse Project. I have been following the warehouse proposal because it directly affects our communities and schools quality of life. As I understand it there is a push to have a third Comment or
Question:
public hearing which goes against City Policies and adherence to City Protocols Section 4.2 and 4.3. This project was already reviewed and rejected by the Mayor, Council Members and Planning Commission because it failed to meet community standards for environmental impacts, road impacts and truck traffic issues to say the least. Nothing significant has changed since those decisions were made- except that the developer is now trying to bring back the same plan. This plan was rejected before and should not be forced through now. The original decision reflects strong public concern; trying to reverse it now undermines trust in our planning and governing processes and would set a precedent that undermines public trust and the integrity of the city's planning process. The City of Hemet residents participated in good faith and the rejection reflected public input. Reopening the decision dismisses resident voices. Trying to push it through again also dismisses that process. Our community deserves consistent, transparent planning that puts residents' well-being ahead of developer pressure. I urge the Council and Planning Commission to stand by its previous decision and to not entertain a third public hearing. As previously stated by many residents, the land could be better used for housing, parks, light commercial or other uses more compatible with community needs. The Council should reaffirm that the project is not suitable in this location and not entertain a Newland Simpson Warehouse Project request for a third public hearing. As a reminder, the warehouse would add hundreds of truck trips a day on roads not built for industrial traffic. A large percentage of trucks will be routed onto Simpson Road and Warren Road, neither of which are designed or broad worthy nor designated for heavy truck use. There is no enforceable truck routing plan to keep big rigs off residential streets - a serious oversight.

Because the project is not adjacent to a rail line, major corridor, or existing industrial zone, it violates smart growth principles. The city will bear the burden of wear and tear on local streets not designed for trucking. From what I understand the projected city revenue from the development has already been scaled back and may not be adequate to cover the costs of maintaining roads and infrastructure tied to truck damage. Additionally, there is risk that the developer's promises (jobs, revenue) might underperform, leaving residents to absorb the costs.

Increased diesel truck traffic will worsen air pollution (PM2.t, NOx) in neighborhoods, raising respiratory health concerns. This area is near homes and schools; increased diesel emissions and noise are a real health concern. Noise pollution from constant truck ingress/egress will negatively impact quality of life for nearby homes and schools. Thank you for your time and efforts to make the City of Hemet a beautiful and safe and fun place to live. Respectfully, Teresa Acuna email:

Subject: Homelessness, Safety, Theft, City Appearance and Loss of Businesses I’m a resident of Hemet. I’m deeply concerned about the growing homelessness and related issues that compromise the safety and appearance of our communities and the city as a whole. Not to mention increased thefts and the loss of merchants/businesses in our area. This issue is visible across Hemet — in parks, near businesses, and along Comment or

main streets — and it affects everyone, both the housed and unhoused members of our community. This is even more apparent as a result of the recent homeless person situation near Jack In the Box on Florida near Sanderson. I want to encourage the city to take a stronger approach. Specifically, to: • Strengthen collaboration with Riverside County and other cities. • Stop other cities from transporting their homeless to the City of Hemet. • More patrols and visibility of Hemet Police Department in areas well known for homeless encampments for example Florida Avenue and Sanderson. • Expand transitional and supportive housing through partnerships and available grants, such as Project Homekey. • Increase outreach and case management so people can be connected with mental health care, addiction treatment, and job support. • And improve communication with residents about what steps the City is taking and what progress is being made. We all want a city that is safe, clean, and compassionate. With focused leadership and community collaboration, I truly believe Hemet can make real progress on this issue. Thank you for your time and for your continued work on behalf of our city. Respectfully Teresa Acuna

General Public Comment: Immediate Suspension of Hemet Police Department’s Student Explorer Program
Esteemed Mayor and Members of the City Council, My name is Arienne Duncan speaking on behalf of my life long best friend Jimmy Lopez, as well as Christian Drye, Joseph Tracey, and Orla Ladefoged as well as all other victims of Hemet Law enforcement, and I am addressing you today regarding a matter of urgent public safety, policy Comment or
Question:
oversight, and institutional accountability within the Hemet Police Department (HPD). We are demanding the immediate suspension of the HPD Student Explorer Program until fundamental changes are enacted regarding its leadership. This program, designed for the development of students, currently features officers who have demonstrated a history of alarming and excessive use of force in the field. According to official reports on the July 4, 2024, incident involving Jimmy Lopez, Officer Lizardi was the first officer to discharge his weapon and reportedly emptied his entire clip, firing 18 rounds in a single event where a total of 69 rounds were fired. Officer Antonio Cervantes also contributed 8 rounds to the 69 total shots fired in the same confrontation. The decision by HPD leadership to place officers with such a documented record of fatal use of force involving the firing of an entire clip at an individual, in charge of a student program sends a clear message: Extreme force is institutionalized and rewarded. This practice directly undermines public trust in the department’s commitment to measured, ethical policing. Placing individuals whose actions have resulted in critical incidents and highvolume force discharges in mentor roles exposes the institution to unnecessary risk. Furthermore, the HPD must be held accountable for its history of institutional failures related to student programs. We must specifically recall the history associated with former Hemet Detective Kevin Duffy, who allegedly used his role in a police program to commit unacceptable offenses against program participants. This precedent demonstrates a complete betrayal of public trust that the department has failed to fully remedy. We must not repeat the errors of the past by allowing officers with histories of grave misconduct to influence young, aspiring community members. We formally request that the Hemet City Council mandate the following actions immediately: Suspend the HPD Student Explorer Program.

Permanently remove Officer Alan Lizardi, Officer Antonio Cervantes, and any other officer with a recorded fatal use-of-force history from all roles involving contact with students or young people. The City Council has a duty to ensure that Hemet’s public safety programs are led by individuals who embody restraint, accountability, and the highest standards of professional conduct. The current leadership structure of the Explorer program is reckless and must be reformed.

Thank you for your time and attention to this critical matter.

As a resident of Hemet, I would like to raise my concern to you all here today. Subject: The ValleyCommunity Pantry
Greeting City Council members. I am Tami, a 32 year Hemet resident, homeowner and I have been very active in our valley for most of those years. I have had the privilege over the last four years to be a board member for the Pantry. One of the most rewarding parts of being on the Pantry Board, has been working with our amazing volunteers. The Comment or
Question:
pantry is almost completely volunteer run. Our volunteers are incredibly hard-working, devoted, some of them have been there for a decade or more. They are there because they have a heart for the underserved people in our community. Over these last four years, that number has grown exponentially. It has stretched our limited resources to meet all the needs. But as a person of faith, I have seen miracles, small and large in keeping our doors open and food on the tables, and in the tummies of families, senior citizens and veterans in our community. That's why I am passionately, reaching out to the city in our current crisis; soon being without a place to call home. It would be an absolute devastation to the people we serve and a tragedy to see the pantry close our doors after 60 years of service to the community. I'm asking you all to look deeply into your hearts and budget for a place that the pantry might be able to call home and continue the mission of serving constituents, and our clients for another 60 years. Thank you! Tami Mc Mahon, board secretary and servant of our community.
