STAFF REPORT TO THE CITY COUNCIL
DATE: Regular Meeting of February 8, 2022
TO: Members of the City Council
VIA: Dante Hall, City Manager
SUBMITTED BY: Michael Roberts, Public Works Director/City Engineer SUBJECT: Execution of Standard Caltrans Agreements to Receive $36K to Develop a Local Roadway Safety Plan and Receive Additional Transportation-Related Grant Funding in the Future RECOMMENDED ACTION:

Adopt a resolution authorizing the City Manager to execute a Caltrans Master Agreement and Program Supplement Agreement to receive $36K to develop a Local Roadway Safety Plan and be eligible for other state-funded grants in the future.

FISCAL IMPACT OF RECOMMENDATION:

Executing these standard agreements is required for the City to receive the $36K to develop a Local Roadway Safety Plan and be eligible for future State-funded grants.

DISCUSSION:

Historically Caltrans has required each local agency in the State enter into an umbrella Master Agreement to receive federally-funded grants they administer and individual supplemental agreements for each specific grant funding opportunity. This format has worked well over the years and Caltrans is now implementing the same process for State-funded grants.

Both the Master and Program Supplement Agreements are standardized, used by local agencies throughout the State, and according to Caltrans are not eligible for language changes.

The $36K in State grant funding the City will be receiving will be used to develop a Local Roadway Safety Plan (LRSP), which will identify and analyze vehicle-related safety concerns on the local transportation network and recommend improvements to address them. In the future, an LRSP will be required to receive federal Highway Safety Improvement Program (HSIP) grant funding. The LRSP will be an excellent tool in evaluating and prioritizing future transportation-related improvements in Hercules.
