STAFF REPORT TO THE CITY COUNCIL
DATE: Regular Meeting of February 22, 2022
TO: Members of the City Council
VIA: Dante Hall, City Manager
SUBMITTED BY: Michael Roberts, Public Works Director/City Engineer SUBJECT: Acceptance of the Engie Energy Services Project RECOMMENDED ACTION:

Adopt a resolution accepting the Energy Services Project as complete for a total amount of $4,005,348 and authorizing the filing of the Notice of Completion with the Contra Costa County Recorder’s Office.

FISCAL IMPACT OF RECOMMENDATION:

The Energy Services Project installed various energy saving and energy generating improvements to City facilities. The project was accomplished under a design/build contract with Engie. The final contract expenditures are as follows:

Final Expenditures:

Original Contract Amount $3,938,147
Change Order No.1 Upgrade 97 Additional Streetlights to LED $27,326 Change Order No. 2 Replace Library HVAC Components $39,875 Final Total Construction Contract $4,005,348
Change Order No. 1 was to retrofit an additional 97 streetlight fixtures from High Pressure Sodium (HPS) to energy-saving LED (86 in Promenade, 11 in Bayside Park). These streetlights, which were inadvertently omitted in the original contract, were upgraded at the contract unit price and will achieve the same level of savings as the other 574 streetlight conversions. Change Order No. 2 for $39,875 was to furnish and replace worn out components in the 20+ year old Library HVAC system which were discovered when the system was being disassembled for the air rebalancing work. The total contingency amount of $67,201 or 1.7% was well below the 5% allocated for this energy project.

Financing for the project is through an equipment lease-purchase agreement with Sterling National Bank that was approved by City Council in June 2020. Payment is made with energy savings from the project throughout the 20-year loan amortization period.

The net energy savings over the 30-year life of the project is projected to be $2.65M.

DISCUSSION:

The design/build energy savings project with Engie was approved by Council in June 2020. The project completed the following energy savings and generation measures:

Solar Canopies - These new facilities at the City Hall and Community Center campuses will offset energy consumption.

Interior and Exterior Building Lighting Conversion to LED – The lighting retrofits completed at City Hall, the Senior Center, Public Library, Community Center, and Teen Center will reduce energy consumption.

Streetlight Conversion from High-Pressure Sodium to Energy Efficient LED Lighting – A total of 671 retrofits were completed in the Promenade, Baywood, Bayside, Belleterre and Cottage Lane neighborhoods including Sycamore Avenue and a section of John Muir Parkway.

Repair of the Library HVAC and Controls – To improve operational efficiency and achieve energy savings.

Digital Thermometers – Installed at City Hall, the Senior Center, Community Center, and Teen Center which enables a set schedule of operation, saving energy.

Major Upgrades to the HVAC systems at City Hall and the Senior Center – Both systems had exceeded their useful life and the new components installed are more efficient so will save energy in the long term.

The improvements have been installed in accordance with the contract documents and to the satisfaction of City staff. It is therefore recommended that the City Council accept the Energy Services Project as complete so that the Notice of Completion can be filed with the County and final payment can be made to Engie.
