STAFF REPORT TO THE CITY COUNCIL
DATE: Regular Meeting of February 22, 2022
TO: Members of the City Council
VIA: Dante Hall, City Manager
SUBMITTED BY: Michael Roberts, Public Works Director/City Engineer SUBJECT: Resolution Authorizing the City to Submit Applications to CalRecycle For Grant Funding
RECOMMENDED ACTION:

Adopt a resolution authorizing the City to submit applications to the California Department of Resources Recycling and Recovery (CalRecycle) for grant funding.

FISCAL IMPACT OF RECOMMENDATION:

At this time CalRecycle is offering a non-competitive grant program to assist local agencies with the implementation of SB 1383, the Short-Lived Climate Pollutant Reduction Act. The grant amount for Hercules is $34,944. To receive this funding and be eligible for future grant opportunities, CalRecycle is requiring local jurisdictions approve a resolution authorizing the submittal of grant funding applications.

SUMMARY:

CalRecycle is enhancing their policies and procedures and now require cities submit a Council resolution authorizing applications for grant funding opportunities, similar to the California Department of Transportation (Caltrans) process.

Concurrently CalRecycle is administering a grant program meant to provide local agencies financial assistance in the implementation of regulatory requirements associated with SB 1383, the Short-Lived Climate Pollutant Reduction Act.

SB1383 was signed into law by Governor Brown in 2016. It is the most significant waste reduction mandate to be adopted in California in the last 30 years and focuses on the reduction of emissions from short-lived climate pollutants (SLCP). SB 1383 establishes statewide targets to reduce emissions of SLCP of 75% by 2025; and requires that not less than 20% of edible food that is currently disposed of be recovered for human consumption by 2025.

The grant funding can be used for:

Capacity Planning
Collection
Edible Food Recovery
Education and outreach (includes organic waste & edible food recovery) Enforcement and Inspection
Program Evaluation/Gap Analysis
Procurement Requirements
Record Keeping
At this time staff envisions the funding being used for procurement planning, recordkeeping, reporting, purchasing of SB 1383-qualifying products including compost, mulch, and recycled content paper products, conducting site visits to commercial waste generators that are required to participate in the organics collection program including training, right-sizing, advice on how to place containers, and inspection for contamination as applicable. The funding will become available in April and staff will be refining the tasks to be funded under this new program in the upcoming months.
