STAFF REPORT TO THE CITY COUNCIL
DATE: Regular Meeting of April 12, 2022
TO: Members of the City Council
VIA: Dante Hall, City Manager
SUBMITTED BY: Michael Roberts, Public Works Director/City Engineer SUBJECT: Acceptance of the 2021 Streetlight Replacement Project RECOMMENDED ACTION:

Adopt a resolution accepting the 2021 Streetlight Replacement Project contract with NEMA as complete for a total amount of $142,120 and authorizing the filing of the Notice of Completion with the Contra Costa County Recorder’s Office.

FISCAL IMPACT OF RECOMMENDATION:

The final proposed budget for the 2021 Streetlight Replacement Project for Landscaping & Lighting District (LLAD) No. 83-2 is as follows:

Expenditures:

Zone 3&4 Remove & Replace 137 Streetlights (all single lamp) $135,630 Zone 6 Remove & Replace 6 Streetlights (1 single lamp, 5 twin lamp) $6,490 Total $142,120
Revenue:

Zone 3&4 $135,630
Zone 6 $6,490
Total $142,120
The contract originally included $10,000 for site restoration for a total amount of $152,120 but no restoration work was needed. Additionally, no contingency funding was expended on the project. The single lamp streetlights cost $990 each to replace and the twin lamp streetlights cost $1,100 each to replace.

Funding for the Streetlight Replacement Project is through a no interest loan from the General Fund, which was previously approved by Council and is included in the Adopted FY 21-22 Budget. The General Fund will be reimbursed over a 10-year period through increased lighting and landscaping assessments in Zones 3&4 and 6, which were approved by vote of the respective property owners earlier this year. The assessment increases will terminate after 10 years, when the loans to each zone have been fully repaid.

DISCUSSION:

The 2021 Streetlight Replacement Project replaced 143 hollow core wood pole, high pressure sodium bulb streetlights which have exceeded their useful life with durable steel pole, energy efficient LED streetlights. The new streetlights match both the existing PG&E-owned streetlights and recently replaced City-owned streetlights throughout town.

Once awarded the contract, NEMA Construction, who was the low bidder on the project, diligently prosecuted the work to completion in accordance with the plans and specifications and to the satisfaction of the City Engineer. At this time it is recommend the City Council accept the Project as complete so the Notice of Completion can be filed with the County and final payment can be made to NEMA.
