STAFF REPORT TO THE CITY COUNCIL
DATE: Regular Meeting of April 12, 2022
TO: Members of the City Council
VIA: Dante Hall, City Manager
SUBMITTED BY: Michael Roberts, Public Works Director/City Engineer SUBJECT: Execution of Standard Caltrans Agreement to Receive $492,000 in Grant Funding for the Sycamore Avenue Rehabilitation Project RECOMMENDED ACTION:

Adopt a resolution authorizing the City Manager to execute Caltrans Program Supplement Agreement No. F008 to receive $492K in federal grant funding for the Sycamore Avenue Rehabilitation Project.

FISCAL IMPACT OF RECOMMENDATION:

Executing the Agreement is required to receive the $492,000 in grant funding.

DISCUSSION:

Caltrans requires each local agency to first enter into an umbrella Agency-State Master Agreement to be eligible for federally-funded grants they administer and then enter into individual supplemental agreements to receive funding for each specific grant opportunity.

Hercules previously entered into Administering Agency-State Agreement For Federal-Aid Projects No. 04-5117F15 (Att #3) and is now required to execute Program Supplement No. F008 (Att #2) to receive $492K in federal grant funding.

Both the Master and Program Supplement Agreements are standardized, used by local agencies throughout the State, and according to Caltrans are not eligible for language changes. They require that the local agencies follow Caltrans standard policies and procedures.

The $492K in federal grant funding will be used to rehabilitate Sycamore Avenue between Civic and Palm, which is scheduled for construction this summer.
