Police Dept. Expansion
The Locker room and restrooms used by the Police Staff are in greatly deteriorated condition as they are utilized 24 hours a day/seven days a week. In addition, as our Pollice staffing has become more diverse with more female officers, space needs to be reallocated to accommodate this shift. A remodel and upgrade of the locker rooms and restrooms is recommended. An initial assessment of feasibility, utilizing a portion of what is requested, to modify the space allocation with an architect will further refine the scope of the project. Corporation Yard Landscaping
Visually Screening the Corporation Yard with vegetation along the north and west fence lines parallel to Willet and sycamore respectively would cost apporximately $62K. This work would include connecting to the existing water line, installing a back flow, connecting to existing electricity, installing an irrigation controller, irrigation piping and bubblers, soil prep, and planting 5-gallon shrubs. The shrubs would need approximately 3 to 5 years grow large enough to visually screen the Corp Yard. As measure, fabric similar to the existing material could be installed.

Refugio Valley Lake Dredging
Dredge Refugio Lake and Replace Aerator FountainsSilt has filled up the lake in several locations and needs to be removed. The aerator fountains have exceeded their useful life and frequently are out of service in repair, which allows the algae to grow. Alternative dredging methods need to be explored given removing and disposing of all the silt at one time was estimated to cost $750K-$1M.

Refugio Tennis Court Tree Maintenance
The tennis courts are surrounded by Eucalyptus trees that need occasional pruning and sometimes removal because of the nature of the tree (top-heavy and shallow-rooted). Some of the trees growing are volunteer trees (not planted) and need to be removed. Prune and or remove trees located at Refugio Valley Tennis as needed. Several trees are top heavy and many overhang the courts both dropping debris and raising safety concerns.

Community Swim Center Safety Fence Replacement
The safety fence surrounding the Community Swim Center needs to be replaced. The current fencing is a wood frame with a metal mesh material. The wood has broken, split, fallen off, and has rotted in many places (see photos). The facility's fenceis approximately 680' linear feet and 8' feet tall. For safety purposes and to follow the code, the fence needs to be replaced with "anti-climb" safety fencing around the aquatic facility. Parks and Recreation staff have secured quotes from professional fencing companies to ensure that we would cover the cost to replace the entire fence.

Community Swim Center Gym Floor Replacement & Other Building and Deferred Maintenance The gym floor at the Community Swim Center needs to be replaced. The current flooring has been sanded and refinished many times. There are broken boards on both ends of the floor. Repairing the floor may be an option but won’t be known until the floor is pulled up in areas to assess the total damage. Parks and Recreation staff has secured quotes from professional flooring companies to ensure that this would cover the cost of replacing the entire floor, considering the cost of wood. If the floor can be repaired, the remaining money would go towards other building and deferred maintenance in the facility, including doors, interior painting, etc.

Replace the Community Pool Diving Board
The Diving boards are in need of replacement. The board on the 3-meter dive stand is broken and cannot be repaired. Both boards were purchased at the same time and have gotten good use over the past decade. The cost to replace 1 board is approximately $6,000. In this case it makes sense to replace both boards for a cost of $12,000.
