RESOLUTION NO. 2022-030
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HERCULES APPROVING A FIRST AMENDMENT TO AN AGREEMENT WITH HINDERLITER DE LLAMAS & ASSOCIATES (HdL) IN THE AMOUNT OF $115,000 TO PROVIDE OVERALL ADMINISTRATIVE OVERSIGHT OF HERCULES’ AMERICAN RESCUE PLAN ACT (ARPA) PROGRAMS AND ECONOMIC DEVELOPMENT STAFFING SERVICES FOR TOTAL NOT TO EXCEED AMOUNT OF $164,500 WHEREAS, on March 11, 2021, the American Rescue Plan Act ( H.R. 1319), § 4001, ARPA") was signed into law providing federal funding relief for American workers, families, industries, and state and local governments; and WHEREAS, The United States Department of Treasury released ARPA regulations and updated local government allocations on May 10, 2021, and as part of the $1.9 trillion relief package, the City’s allocation is set at $6,285,778; and WHEREAS, the City received $3,142,889 of its $6,285,778 in allocation on June 8, 2021; and WHEREAS, the former Interim City Manager entered into an Agreement for $49,500 with HdL to assist the City with developing a strategy for COVID-19 relief and the use of federal stimulus funding coming from ARPA on June 29, 2021; and WHEREAS, there continues to be the need for administering these federal funds and the continued use of HdL to assist in the overall administrative oversight of Hercules’ ARPA programs targeted at assisting Hercules businesses and to provide Economic Development staffing services, including retail attraction and development services support; and WHEREAS, the proposed First Amendment would exceed the City Manager’s contract authority, and thereby requires City Council approval.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Hercules that the First Amendment to the Agreement with HdL is hereby approved and the City Manager is authorized to execute the First Amendment.
The foregoing Resolution was duly and regularly adopted at a regular meeting of the City Council of the City of Hercules held on the 26th day of April, 2022 by the following vote of the Council:
