STAFF REPORT TO THE CITY COUNCIL
DATE: Regular Meeting of June 14, 2022
TO: Members of the City Council
VIA: Dante Hall, City Manager
SUBMITTED BY: Tim Rood, Community Development Director Edward Samson, Housing Consultant (MIG)
SUBJECT: Update of the City’s Housing Element for 20232031 RECOMMENDED ACTION:
Receive a presentation from City staff and housing consultants from MIG, presenting an update on the City’s General Plan Housing Element to meet the State’s 6th Cycle Regional Housing Needs Allocation (RHNA) requirements.
DISCUSSION:
Every eight years, State law requires that all County and City jurisdictions update the Housing Elements of their respective General Plans and receive certification from the California Department of Housing and Community Development (HCD). Hercules adopted its last Housing Element in April 2015 for the 5th cycle (plan period from 2015–2023). For the Association of Bay Area Governments (ABAG) region, the 6th cycle (2023–2031) Housing Element must be adopted and submitted to HCD by January 31, 2023. By complying with State law and having a certified Housing Element, the City will meet a threshold requirement for many transportation- and housing-related grants for which the City will be applying, including those needed to construct the Regional Intermodal Transportation Center (RITC).
Since the initial presentation to the City Council on October 30, 2021, City staff and housing consultant MIG have conducted stakeholder outreach and interviews, had working sessions with the City Council and the Planning Commission, conducted an on-line survey, and held two community presentations. The community engagement was utilized primarily to inform and gather input from the community regarding housing issues and planning strategies related to housing to inform the Housing Plan. The Housing Plan, a component of the updated Housing Element, consists of quantifiable goals, policies, and actions that will enable the City of Hercules to meet the RHNA for the 6th cycle in an equitable and just manner.
The purpose of the introduction presentation (see Attachment 1) is to:
Inform and update the City Council on the status of the Administrative Draft 6th Cycle Housing Element: 2023-2031 Share high-level information on the community engagement process Share prospective timeframes for next steps in the approval of the 6th Cycle Housing Element: 2023-2031 Answer any questions and receive any preliminary input from the City Council.
