Adopt by resolution a list of projects for Fiscal Year 2022-23 funded by SB 1: the Road Repair and Accountability Act of 2017.
FISCAL IMPACT OF RECOMMENDATION:
It is projected the City will receive $590K in SB 1 funding in FY 2022-23. The next scheduled project that could receive this funding is the Sycamore Avenue Roadway Rehabilitation Project, which is scheduled for construction in Summer 2022. The Project will resurface Sycamore Avenue from Civic to Palm and is estimated to cost $1.5M.
The Sycamore Avenue Project is recommended to be the sole project on Hercules’ SB1 list since in addition to being the next available project it will also expend all the available SB1 funding. The California Transportation Commission (CTC) requires an approved list be submitted to them for each fiscal year. The list can be modified in the future if needed.
DISCUSSION:
Senate Bill 1 (SB 1), the Road Repair and Accountability Act of 2017, was passed by the Legislature and signed into law by the Governor in April 2017 in order to address transportation funding shortfalls statewide.
SB 1 includes accountability and transparency provisions to ensure interested residents are aware of the projects proposed for funding in Hercules. Specifically, the City is required under the Act to approve a list of all projects proposed to receive funding from the Road Maintenance and Rehabilitation Account (RMRA), created by SB 1. In addition to the project name, the project list must include a description and the location of each proposed street, a proposed schedule for the project’s completion, and the estimated useful life of the improvement.
It is therefore proposed the Sycamore Avenue Roadway Rehabilitation Project be listed as the sole project on Hercules’ SB 1 project list for FY 2020-21 and include the following project information:
Project Title: Sycamore Avenue Roadway Rehabilitation Project Project Description: Base failure repair, grind, overlay, stripe, sidewalk ramp replacements.
Project Locations: Sycamore Avenue from Civic Drive to Palm Avenue.
Project Duration: Summer 2022
Useful Life: 20 years
