SUBMITTED BY: Tim Rood, Community Development Director SUBJECT: Agreement with M-Group for Planning Services RECOMMENDED ACTION:
Adopt a resolution authorizing the City Manager to execute an agreement with Metropolitan Planning Group dba M-Group in the not-to-exceed amount of $106,000 for planning services.
FISCAL IMPACT OF RECOMMENDATION:
The cost for this contract is included in the General Fund in the proposed FY 2022-23 Budget.
DISCUSSION:
M-Group is a prequalified planning consultant on the Council-adopted vendor list and has been providing the City with planning expertise since August 2021. Assistant Planner Larissa Alchin assisted the Community Development Department by responding to inquiries from the public; reviewing development applications; researching and drafting ordinances, including the recent All-Electric and SB 9 ordinances; and preparing staff reports and resolutions. As of July 1, 2022, Ms. Alchin has been promoted by M-Group to Associate Planner, with a corresponding change in billing rate that is reflected in the proposed agreement.
The agreement is anticipated to provide an average of 16 hours per week of Ms. Alchin’s planning services through June 30, 2023, and provide the flexibility to adapt to changing circumstances on identified tasks and on-call services for new tasks as they arise.
