STAFF REPORT TO THE CITY COUNCIL
DATE: Regular Meeting of July 12, 2022
TO: Members of the City Council
VIA: Dante Hall, City Manager
SUBMITTED BY: Michael Roberts, Public Works Director/City Engineer Patrick Tang, City Attorney
SUBJECT: Update on the Sanitary Sewer Disposal System to be installed by the Developer for the Willow Avenue Self-Storage Project RECOMMENDED ACTION:

Receive a status update on the public sanitary sewer disposal system to be installed on Willow Avenue by Hercules Self-Storage Management, the Developer for the Self-Storage Project at 1444 Willow Avenue.

FISCAL IMPACT OF RECOMMENDATION:

There is no fiscal impact associated with this update.

DISCUSSION:

At their March 8, 2022 meeting, City Council provided direction to staff authorizing temporary sewer disposal facilities at the new Self-Storage Facility at 1444 Willow Avenue and to enter into negotiations on an amendment to the Development Agreement with Hercules Self-Storage Management that will facilitate the completion of a public system intended to serve all properties in the Willow corridor catchment basin. Negotiation points and other related information is discussed in the staff report (Att #1).

It was originally anticipated that the amendment would be before Council within 4 months; however, additional time is needed. Since the City received the first draft of the amendment on Friday, June 17, staff has completed their first review and is in discussions with the Developer. On a related note, a consultant has been hired by the City to review the lift station plans and that activity will be beginning shortly. At this time it is anticipated that the amendment will be brought back to Council at the Council meeting on August 9.
