STAFF REPORT TO THE CITY COUNCIL
DATE: Regular Meeting of August 9, 2022
TO: Members of the City Council
VIA: Dante Hall, City Manager
SUBMITTED BY: Timothy Rood, Community Development Director SUBJECT: Community Development Department Organizational Review and Analysis RECOMMENDATION:

Appropriate $24,950 from the adopted FY 2022-2023 Budget for an organizational review and analysis of the Community Development Department.

FISCAL IMPACT:

One-time appropriation of $24,950 from the General Fund DISCUSSION:

The Community Development Department provides a broad range of services, including overseeing and updating the City’s General Plan and zoning ordinance; planning and zoning permitting; building permitting (in collaboration with the Contra Costa County Department of Conservation & Development); code enforcement; public information regarding planning and building; staffing the Planning Commission; managing multiple contract staff; representing the City on multiple County and regional working groups; coordinating economic development activities and policy development; and collaborating with the Public Works Department on multiple projects, including the Regional Intermodal Transit Center, grant applications, master planning for City facilities, and civil review of private development. These services have been delivered with an organizational structure, staffing level, and staffing configuration that have remained constant since 2014, following staffing reductions that occurred due to the City’s financial hardship.

Given the time that has passed as well as the changes the City has undergone since 2014, the administration proposes to retain Management Partners to evaluate the Community Development Department and provide recommendations to ensure services are as efficient and effective as possible and the department remains responsive to the public. If the Council approves the appropriation, the City Manager will execute a contract with Management Partners for the scope and budget detailed in the attached proposal.

In addition to drawing upon their in-house expertise, Management Partners’ organizational assessment process would include reviewing the City’s permitting data and documents and customer information materials. They would also complete a departmental comparison with four other similar cities in Contra Costa County and provide recommendations for implementation.

Staff looks forward to using the Organizational Review and Analysis as a guide to ensure the Community Development Department is optimally configured to best serve the public and the City’s needs into the foreseeable future.
