Adopt a resolution authorizing the City Manager to execute a construction contract with McGuire & Hester in the amount of $925,400 for the Sycamore Avenue Pavement Rehabilitation Project, authorizing an additional expenditure of up to $92,540 for a 10% contingency on said construction contract, for a total not to exceed contract amount of $1,017,940.

DISCUSSION:
The Sycamore Avenue Pavement Rehabilitation Project was advertised for bids in the West County Times on June 13 & 20, 2022 and in 4 regional plan rooms. A total of 7 bids were received at the bid opening deadline of 2pm on Monday, July 18, 2022. Upon opening and reviewing the 7 bids received, McGuire & Hester submitted the low bid in the amount of $925,400, which was determined to be responsive.

McGuire & Hester is based in Alameda, has been in business 95 years, and have extensive experience with public works projects including paving. In Hercules, they recently completed the 2021 Turquoise Pavement Rehabilitation Project.
This project will repair and overlay 0.5 miles segment of Sycamore Avenue from Civic Drive at Police Station Driveway to Palm Avenue. The work includes replacing curb ramps to meet current ADA requirements, adjusting utility frames and lids to grade, installation of pavement striping and reinstalling survey monuments.
Construction is anticipated to take place in September and October. Following the award of the construction contract, staff will meet with the contractor to firm up the schedule.
