DATE: Regular Meeting of October 11, 2022
TO: Members of the City Council
VIA: Dante Hall, City Manager
SUBMITTED BY: Christopher Roke, Parks & Recreation Director Michael Roberts, Public Works Director/City Engineer
SUBJECT: Award of a Sole Source Construction Contract to Ross Recreation Equipment to Furnish and Install an All Abilities Swing in Refugio Park in the Amount of $86,727, and up to a 10% Contingency of $8,673 for a not to exceed Total Contract Amount of $95,400 RECOMMENDED ACTION:
Adopt a resolution authorizing the City Manager to execute a sole source contract with Ross Recreation Equipment to furnish and install a We-Go-Swing, a swing for people with disabilities, in Refugio Park in the amount of $86,727, and up to a 10% contingency of $8,673 for a not to exceed total contract amount of $95,400.
FISCAL IMPACT OF RECOMMENDATION:
The not to exceed contract amount of $95,400 is within the $100,000 included in the Adopted FY 2022-2023 Budget for this project.
While all planned work is included in the contract amount of $86,727, the 10% contingency of $8,673 is recommended given the swing will be installed in an irrigated turf area adjacent to the existing play structure at the south end of Refugio Park. Unanticipated work may be needed to modify the irrigation lines, relocate spray heads, or make minor modifications to the play structure surfacing which is providing access to the swing.
DISCUSSION:
During the FY 2021-2022 budget process, the City Council approved Budget Referral #22-2 for the installation of an all-abilities swing to make the Hercules’ park system truly inclusive to all users.
Since that time, staff has been researching swings and visiting parks that have adaptive swings to find the best all-abilities swing for Hercules. When staff came across the “We Go” swing by Landscape Structures, they believed it was the right choice for Hercules.
The We Go swing allows multiple wheelchairs, as well as able bodies, to all swing at the same time. The swing is self-powered by those on the swing. Jill Moore, an Inclusive Play Specialist, reviewed the We Go swing, and had the following to say about it... “this swing allows us to be a part of play.” Until the We Go swing, the adaptive swings required someone to lift and place someone on the swing. And then someone still needed to push. With the We Go, you power the swing with your arms, and multiple people can be on the swing at the same time.
The We Go is the first of its kind and one of a kind. There are only a few of them installed in northern California. Staff took a trip to Vacaville to visit an entire playground being built with one purpose - a “Play 4 All” – which is the nearest destination that included a We Go swing.
Given that there is no other comparable swing to the We Go, and Ross Recreation is the exclusive distributor, staff recommends entering a sole source contract with Ross Recreation to purchase and install the We GO swing. Ross Recreation is an installer for Landscape Structures and installs equipment all around the Bay Area. Entering into an agreement with Ross Recreation would result in an anticipated completion date of approximately March 2023.
