STAFF REPORT TO THE CITY COUNCIL
DATE: Regular Meeting of October 11, 2022
TO: Members of the City Council
VIA: Dante Hall, City Manager
SUBMITTED BY: Michael Roberts, Public Works Director/City Engineer SUBJECT: Acceptance of the Baywood Tree Replacement Project RECOMMENDED ACTION:

Adopt a resolution accepting the Baywood Tree Replacement Project with Desert Parks Landscaping as complete for a total amount of $140,000 and authorizing the filing of the Notice of Completion with the Contra Costa County Recorder’s Office.

FISCAL IMPACT OF RECOMMENDATION:

The project was completed by Desert Parks Landscaping for their low bid amount of $140,000. No contingency funding was needed to complete the work. This project is being paid for out of the Baywood Lighting and Landscaping District (LLAD) through a no interest loan from the General Fund, which was previously approved by Council and is included in the Adopted FY 22-23 Budget. The loan will be paid off over a 10-year period using revenue from Baywood LLAD assessments.

DISCUSSION:

This project replaced 34 nuisance trees in the Baywood neighborhood, the vast majority of which were on Baywood Lane, whose roots were damaging sewer laterals, water services, and sidewalk; rendering the irrigation system inoperable; and creating tripping hazards in the planter strip (Att #2 Location Map). Each tree was replaced on a one-for-one basis, in total 31 Redpointe Maples and 3 Hackberrys were installed. The scope of work also included removing all the roots in the planter strip, repairing the irrigation system, and replacing the sod.

Since being awarded the contract, Desert Parks Landscaping diligently persecuted the work to completion. At this time, it is recommended the City Council accept the Project as complete so the Notice of Completion can be filed with the County and final payment can be made to Desert Parks Landscaping.
