Steering Committee
Parks and Recreation Steering Committee
The City of Hercules has established a model for using a “steering” committee to maximize public outreach and achieve desired outcomes as we develop our Parks Master Plan. In an advisory role to the City Council, the Steering Committee will be instrumental in guiding staff and the consultants (the project team) by engaging the community and reviewing content throughout the process. The project team will meet 5-7 times throughout the process. Each meeting will focus on presenting the project team’s research, exploring the City’s history of parks/recreation, and strategizing on how to effectively engage the community during workshops.
The Steering Committee will be comprised of:
Two (2) Community and Library Services Commissioners
Two (2) Planning Commissioners
Three (3) At-large Community Members to represent stakeholder groups that frequently use park facilities, such as seniors, youth, adult sports advocates, and individuals with disabilities.
The Planning Commission appointed Commissioners Hector Rubio and Ken Morrison to be Committee representatives at their October 3, 2022 meeting. The Community Library Services Commission appointed Commissioners Evangelina (Angel) Ward-Jackson and Han Chen to be Committee representatives at their October 10, 2022 meeting. At-large members will be selected by the City Council through the existing Committee/Commission application and interview process at the November 9, 2022 Special City Council meeting. Two (2) applications were received.
Applications received by: Ricky Delos Reyes, Bob Redlo.
Regional Boards
Contra Costa County Advisory Council on Aging – One term ending December 2022 The steps required for appointing a member to the Advisory Council of Aging include the City Council nominating a person to serve as Hercules’ representative on the Council. The nomination information is provided to the Contra Costa County Board of Supervisors, who will make the official appointment. Jennifer Doran is the current appointed representative and her term is ending December 2022. She has submitted an application for reappointment and is running unopposed. Staff recommends Ms. Doran be reappointed to her incumbency and forgo the interview process for the sake of meeting time.
The Contra Costa County Library Commission Seat
Recently, the Contra Costa County Library Commission seat for the City of Hercules became vacant. Current incumbent, Brian Campbell-Miller resigned from the post due to an unforeseen conflict. The current term is set to expire on June 30, 2023. Hercules Municipal Code Section 2-2.502 Terms of Office, states in part: “(e) one member of this Commission shall serve as the City’s Representative to the Contra Costa County Library Commission. That representative shall be nominated by the Commission and such nomination shall be forwarded to the City Council for consideration, such appointment shall be for a period of (2) years.” On September 12, 2022 the Community and Library Services Commission discussed the City’s Representative to the Contra Costa County Library Commission vacancy and the Commission recommends to City Council that Jo Ellen Marcotte be the City’s Representative to finish the unexpired term. Youth Commissioner Haley Solis is also recommended by the CLSC to be the alternate.
