STAFF REPORT TO THE CITY COUNCIL
DATE: Regular Meeting of December 13, 2022
TO: The Mayor and Members of the City Council
VIA: Dante Hall, City Manager
SUBMITTED BY: Michael Roberts, Public Works Director/City Engineer SUBJECT: Professional Services Agreement with Carollo Engineers in the amount of $284,000 for Engineering Support Services during Construction for the Sycamore Avenue Sewer Trunk Replacement Project - Duck Pond Park to the Wastewater Treatment Plant RECOMMENDED ACTION:
Adopt a Resolution authorizing the City Manager to execute an agreement with Carollo Engineers for a not to exceed amount of $284,000 for Engineering Support Services during construction for the Sycamore Avenue Sewer Trunk Replacement Project - Duck Pond Park to the Wastewater Treatment Plant.
FISCAL IMPACT OF RECOMMENDATION:
This project was identified in the 2008 Sewer Master Plan along with other sewer system improvements. In anticipation of the associated cost, sewer rates were subsequently increased, wastewater revenue bonds were issued, and impact fees were collected from developers to generate the needed funding. As a result of this advanced financial planning, there is sufficient funding in the Sewer Fund to cover the cost of this contract, which is included in the adopted FY 22-23 Budget.
The contract amount of $284,000 is based upon 2% of the engineer’s construction estimate of $14.2M, which is in the lower percentage range for engineering support. Additionally, the project is complex. Should additional funding be needed in the future, a contract amendment can be brought back to Council for consideration along with a report of current and future anticipated expenditures. Work will be performed on a time and materials basis.
DISCUSSION:
This project will replace 5,500 feet of the City’s primary 24-inch trunk sewer main with 30-inch piping, beginning at Duck Pond Park and ending at the influent intake to the Wastewater Treatment Plant in Pinole. The trunk sewer was constructed in 1972 and has exceeded its useful service life, is deteriorating, and needs to be increased in size to convey the flows from future development.
The design for this project was completed by Carollo under a separate contract and is fairly complex. The pipeline alignment includes tunneling under the railroad tracks, a siphon crossing under Pinole Creek, realignment down Camden Avenue (a private street), depths of 35+ feet deep, and a variable water table with changing soils.
Retaining the design firm to provide support during construction is a standard practice and ensures that the City is responsive to the contractor should design issues arise due to unforeseen, underground conditions during the course of construction. Carollo will also be responding to Requests For Information, reviewing submittals, providing support on permitting, and other miscellaneous tasks as needed.
